Nelson presiding. ROLL CALL: By clerk,,,councilmen present were John Beck, -Arthur Glasow, Jr., A.T. Hostetter, H.G. Lake, T.G. Overlie., Charles Grigg and C.R. Wallis, City Attorney D.W. Lent was also present. READING OF MINUTES: Minutes of the previous meeting were read, motion made by Beck seconded by Grigg that "members of the council had lists prepared" be deleted, motion carried. REGULAR ORDER OF BUSINESS SET ASIDE by unanimous consent. SWIMMING POOL PLANS: Mr. E.G. Morgan presented plans for a large pool , 501 X 165', councilman Beck j gave a report from.a swimming pool meeting, held Sunday, approximately thirty-five people attended, mostly members of civic organitations; a ground pool was preferred and Memorial Park for loc=ation. A roof can be placed over pool without much trouble, a large pool was favored, size 501 X 1651, another meeting is planned for the first week in February. Mr. Morgan was referred to his letter of November 7, 1946 regarding fee which is bused on 7% of the coast of construction, 20.0 of fee to be paid when preliminary plans are completed, 55% when bids are let and 25% -monthly on progress payment system; lai�ger pool 50' X 1651 to cost approximately y'880000.00, heating Water -would cost 10 to 1510 of construction. C.P.A. clearance has not yet been obtained, IVIr. Moran recommends that one contractor should be r&sponsible-for-the entire program. Cost of preliminary drawings for -estimates would b.e $ 1,..100.00. Plans ready for bids would be $4,000.00. It was thought that Mr. Stocton of the Spokane health Department should set in with committee. A Resolution is to b.e prepared•and presented after contract is read. Mr. Morgan states he will have contract over here in a couple of days, motion made by Beck requ�s ing Mr. Morgan.to draw up contract when this is condidered, City Attorney to draw Resolution, motion seconded by Lake,, carried. MEAT CUTTER'S Several meat cutters were pre sent andheard from at this time, an Ordinance was ! presented by the City Attorney to the clerk to be read. 'Motion.made by peck seconded by Lake that Ordinance No. 587 be given the first reading, motion carried, Ordinance No. 587 was read, motion made by Beck seconded by Overlie that Ordinance No. -587 has been given the..first reading, motion carried,; a discussion followed, Mayor Nelson questions the legality of the Ordinance; City/�hRPei time to give it some study. At thi,s time a Health Committee was appointed, the members are.Overlie, Wallis and Hostetter, mo -i.on made. by Beck that 'the appointments be accepted, motion seconded byLla1 e'• n carried so ordered.. I`iUR3I1,,TG I10 -ME:' Carl Krudwig spoke in regard to securing a license for nursing home on the North West cor.ner•of Yakima and Fourth by Cora Stone and Harriet Thompson, both are nurses, thio would be temporary quarters for one year or until a buildigg could be erected; creating a fire hazard by over loading wires was discussed, the present wiring system will have to be revised, passed on by the building inspector and inspected by the Fire Uhief, checking flues was also. included, motion made by Beck seconded by Glasow that this be turned to the fire committee and Fire Chief with power to act; cost of inspections to be born by operators, motion carried. POLICE CARS &-MOTORCYCLE: Harvey Minor of the Civil Service commi sign was ,present in behalf of setting up a promotional system for the Police Department, at this time Glasow reported for the Police Committee recommending the purchase of one (1) four door sedan, one (1) panel and one (1) motorcycle for the department, motion made by Hostetter that call for bids be prepared a nd advertised for two weeks, callable.February 4, 1947 on 1 four door sedan., 1 - ton panel and one motorcycle, Hostetter to furnish specifications, motion seconded by Lake and carried by roll call vote of seven(7). The civil service commission recommend that the base pay for patrolmen be $205,.00 for the first six (6) months, 3215.00 for the second six (6) months; then X225.-- for a period of one year; then regular rate of •`;235.00, beginning third year, they also recommend a -position of captain by examination and promotional system at a salary of p265:00 per month, motion made by Wallis seconded by Overlie to accept the recommendations of the civil service commission and Police committee, motion z:. carried by roll call vote of seven (7). 1284 PASCO,. Cunningham.& Associates with a voucher attached, covering cost of revision of -water rate schedule in the amount of $150.00, motion made by Wallis seconded by Beck that the. bill be allowed, motion Carried by roll call vote of seven (7),. SiRINGrAMI •RESIGNS PLANNING COMMISSION: I Mr. Str ngham tendered his resignation of the Planning Commission account,moving out of the city, motion made by Beck seconded by Hostetter that the re'signat:ion be accepted, motion carried. y 'I RECREATION -FACILITIES (FEDERAL WORKS AGENCY) A letter was read.from L.R. Durkee regarding the purchase of the U.S.O. Building and reminding the city that Tp202000.00 had been recommended to the city as a fair figure, the lease will terminate May lst, 1947; information on completing arrangementspreviously-discussed in accordance with our 1947 budget is desired at this time, $5,.000.00 has been budgeted for payment this year, the Mayor suggested that the city try to•acquire the building for $12,000.00, paying $5,000.00 this year and $7,000.00 next year, this would be a slightly lower percentage, as to cost a.nd sales price than other U.S.O. buildings have sold for and thought to be a very comparable figure, trying to obtain the building for a lower figure was discussed, motion made by Urigg s.oconded by Lake that the city make an offer of $10,000.00; $5,000.00 to be paid this year and IA5,000.00 next year, motion carried by roll call vote of seven (7`), i LIONS CLVB RESOLUTION: A letter was read from the Lions Club, resolving to back the council in any j manner in which they see fit to make po-ssible a pool for 1947. CLEO H. JENKINS (ARCHIT-ECT) : A letter was read from Cleo H. Jenkins of Corvallis, Oregon desiring to be em- ployed as architect for the swimming pool; a letter was read from the Chamber of Commerce stating they had passed a motion unanimously approving action taken at swimming pool committee hearirig, Sunday, in favor of building a swimming pool in 1947. - I WASHINGTON STATEDEVELOPMENT BOARD: A letter was read from the Washington itat.e Development Board stating a grant of funds not to exceed .$58,372.26 had been made .by the board, forms were attached for submitting information. I( TRANSFERS: Two transfers were requested by the City treasurer $30,000.00 as per Resolution No. 274 and Ordinance 579, "Pasco Water Filtration Plant -State Development Fund" motion made by Beck seconded by Overlie to honor transfer, motion carried and $2,649.00 Emergency 1"und to pay Graves, Kizer and Graves, also Beardsley Merrill,., motion made by Beck seconded by Wallis to honor transfer, motion carried. COUNTY VVANTS TO BORR0.7 BLACK TOP: they all ready owe the city 28 yards (no dissent on loaning gravel to the county). BIG REND LUMBER CO. acquired property from the Northern Pacific Railway Co. between the spur on outh Street and "A" Street, they now desire that an alley be graded between Fourth and First Street, the Committee recommend that this be done, motion made by'Lake seconded by Overlie to accept the commitaee•s.r.ecommendation, motion carried.. ORDINANCE NO. 586: AN ORDINANCE PROVIDING FOR THE LICENSING OF CERTAIN.R;ECHANICAL DEVICES, PROVIDING REGULATIONS FOR OPERATION OF THE SAME AND PROVIDING PEITALTY FOR THE VIOLATION THEREOF: REPEALING ORDINANCE INTO. 568. the committee feels that this Ordinance should be tabled, account operators expect to make donations to the civic organizations, there was no dissent to this suggestion. BUS FRANCHISE: Lake, Grigg and Hostetter to check and make report. LIGHTS IN CITY HALL BUILDING light committee to check and make recommendation.. FRAME BUILDINGS OR'SHEDS behind the M. & IY. cafe and Bi -11s Place to be removed from fire zone one. THE GUN CLUB: would like to acquire property south of "A" Street and joining park, The Land Commission Division of the Northern -Pacific Railway Company have stalled negotiations. PORT DISTIICT: wants to get control of- Kiwanis Beach. FINANCE COMMIITTEE: Mayor Nelson statesthat the finance committee as appointed by the council i -s in error; the Finance committee is set up by State Law and consists of City Treasurer, Mayor and one councilman. CIVIL _SERVICE COMMISSION: Appointing Earle 1eevvman on the Civil Service Commission to take Bob Cruzens place was,suggested by the Mayor, a short discussion followed, action -to be passed on at the next regular meeting.
