REGULAR MEETING _ COMMITTEE ROOM JANUARY 71940
CALL TO ORDER:
Meeting called to order at'8:15 o'clock, P.M. by Honorable.Vlayor Walter A. Nelson,
after waiting for a quorum.
ROLL CALL:
By clerk, councilmen,present were John Beck, Karl W. Casey, C.R. Wallis, R.J. Larson
arrived at 8:15 P.M.,•absent were Charles Diemond and D.F. Rodkey, City Attorney
D.Y.I. ' ent was present.
READING OF MINUTES:
Minutes of the previous meetings were read and approved after Ordinance No. had
been corrected covering the reading of Ordinance into. 582.
Mayor Nelson gate an expression of thanks to the outgoing council for accomplish-
ments realized during their term of office. {

At this time 8:40 P.I';=. the newly elected- council members, having taken their
oath of office, were seated by roll call, Arthur E. Glasow Jr., A.T. Hostetter,
H.G. Lake and T.G. Overlie.
Mayor Nelson addressed the incoming council stating that all city business should
be transacted in regular coun6il session and that no promises or pledges should
be made out side the meetings.
BILLS:
Current bills against the city were read as follows: motion made by Beck seconded
by Wallis that all bills f5ro.perly signed and approved be allowed, motion carried by
roll call vote of six (6).

REGULAR ORDER OF BUSINESS SET ASIDE: by unanimous consent as suggested by council-
man Beck.
CHARLES GRIGG (APPOINTED):
Motion made by Beck,seconded by Lake that nominations be opened for councilman
tofill vacancy made by councilman Nelson being elected Mayor, motion carried.
Hostetter nominated.Charles Grigg, Wallis nominated -Earl Newman, motion made by
Beck seconded by Overlie that nominations be closed; motionc;arried; City Attorney
advised to vote by ballot instead of roll call vote, City Clerk furnished ,each
member a piece of paper for that purpose, ballots were passed t.o the clerk and
read; five (5) ballots for Charles Grigg and one (1) for Earl l�ewman, Mayor Nelson
states he will in time use his veto, City Attorney states he has no right to veto
in this action, motion made by Beck seconded by Glasow that Charles Grigg be
notified to take hi.s .seat in the council at once, motion carried by roll call
vote of five (5), Wallis.; voting "no". Mr. Hostetter called Charles Grigg onthe
phone, Beck requests that meeting be held in recess until Grigg arrives, this was
done, Grigg arrived in approximately 10 minutes, took the oath of office in City
Clerks office.
Council to elect Mayor Pro Tem at first meeting, advises D.W. Zent, City Attorney.
At this time the visitors Were heard from.
BUS FRANCHISE:
Fred Miller,requested that his bus franchise be given another reading, he was
advised that a revised franchise had not been submitted. , . 4
FILTRATION PLANT:
E.J. Jaros, Engineer with the J.W. Cunningham & Associates, spoke regarding the
filtration plant, lie said the plant could not go ahead now until the equipment can
be purchased, the company plans to go ahead with call for bids on equipment,
handling call notice and opening bids in their Portland office and at this time
would like authority from the council to so do, motion made by Beck, motion
withdrawn, motion made by Wallis that John W. Cunninghams office be notified that
they are hereby authorized to go ahead with call for bids on filtration plant
equipment , motion seconded by Glasow, carried by roll call vote of six (6).
CIVIL SERVICE: (Harvey Minor)
)Mr. Minor spoke in behalf of the Civil Service Commission stating ,theyneeded
,a file for personal records, the fire proof type cost 5210.00, the metal file not
.guaranteed fire proof costs $107.00, this is to be taken under advisement.
,COSTS OF CIVIL SERVICE EXAMINATIONS: Setting a figure for examinations was
requested by Minor to prevent controversy when voucher is presented, he estimated
tiiat four examinations per year would be average; it was suggested that $20.00 for
typing and setting up examinations, plus $3..00 per applicant for holding the
examinations and correcting papers would be nominal,'motion made by Overlie
seconded by Beck -to accept the recommendation of20.00 for typing and setting up
examinations plus #3.00 per applicant for holding examination and correcting papers
,with a $50.00 maximum for any one examination, motion seconded by Beck, carried
,by roll call vote of six (6).
COUNCILMAN WALLIS EXCUSED: At this time 9:30 P.D1., councilman Wallis asked to be
excused, this was granted.
COMMITTEES APPOINTED:
,Motion made by Beck that the City Council elect standing committees in accordance
with Ordinance No. 254, motion seconded by Glasow and ggrri.ed;members of the council
hadlist prepared. Beck read from his list as follows:

STREETS, ALLEYS, PA?KS & CEMETERY: Beck, Glasow and Overlie.
CLAIMS: Wallis, Hostetter and Glasow.
LIGHT, FIRE AND WATER: Grigg, Hostetter and Lake.
POLICE & LICENSING: Glasow, Lake and Beck.
FINANCE & JUDICIARY: Wallis, Overlie and Glasow.
BUILDING: Hostetter, Lake -and Grigg.
AUDITING & PRINTING: Wallis, Overlie and Glasow.
PUBLIC PROPERTY AND DOCKS: Lake, Hostetter and Grigg.
Motion made by Hostetter that these committees as set up or elected by the council
,be accepted, motion seconded by Glasow, motion carried by roll call vote of six (6).
.Folldwing this Mayor nelson stated for the records that the foregoing was the,
.poorest procedure he had seen in his experience with the council as all arrangements
,were made out side of council meegIngs; a new member announced that greater
.efficiency prompted this action.
MAYOR PRO TEMPORE:
Motion made by Beck that Hostetter be elected Mayor Pro Tem, motion withdrawn,
motion made by Beck that nominations be declared open for ,the nomination of a
Mayor Pro Tem, motion seconded by Lake, carried, Glasow nominated Hostetter Mayor
Pro Tem, motion made by Labe that nominations be cloased, motion seconded by Beck
carried, motion made by Beck that A.T. Hostetter has been elected by acclamation
as Mayor Pro Tem, motion seconded by Overlie, carried.

H.V. HARRIS APPOINTED WATER MANAGER:
Motion made by Hostetter that nomination be in order for a Water Manager, motion
seconded by Glasow, carried. Hostetter nominates H..V. Harris as 'Nater Manager
motion made by Grigg that nominations be closed, motion seconded by Glasow
carried by roll call vote of six (6), motion made by Grigg that H.V. Harris take
over the managers duties January 15, for a period of one ,year, motion seconded
by Lake , carried so ordered.
REGULAR ORDER OF BUSINESS RESIjMED by unanimous consent.
COT,ZMUNI CATIONS:
D.J. SPEIERS CLAIM:
A letter was read from D.J. Speier requesting that repairs be made to his garage
in the approximate amount of eight dollars (8.00) be made, following a short
discussion the City Attorney stated that the City Clerk should notify Mr. Speier
that the claim was being rejected.
SPUR TRACK I.I. GRIGG
A letter was read from V.E. Williams, Industrial Agent regarding an agreement
between the Northern Pacific Railway Co. and I.I. Grigg for the construction of
a spur trab:k to serve a building material yard on premises leased from the
Railway Company at the joutheast corner of Fifth Kvenue,So. & South Street in
Pasco. It is necessary at this time that the Railway Company obtain permission
from the State Department of Transporation to establish a new grade crossing
which would result from the construction of this spur. Therefore the signing
of a waiver of Hearing by Respondent is requested, the waiver in duplicate is
attached, motion made by Grigg seconded by Overlie that the waiver be executed
by the City Clerk, motion carried. Ordinance No. 583 being part o,f the legal
procedure in'establishing the spur was read at this time.

ITS SUCCESSORS AND ASSIGNS, A FRANCHISE TO i'.ONST, T-4RITCTINTAIP1 ANTD OPERATE A
RAILROAD SPUR TRACK ACROSS FIFTH AVENUE SOUTH IN THE CITY OF PASCO, FRANKLINT
COUNTY, WASHINGTON. Motion made by Lake seconded by Overlie that Ordinance No.
583 be given the third reading, motion carried. Ordinance No. 583 was read in
full, motion made by Overlie seconded by Lake that Ordinance No. 583 has been
given the third reading, motion carried, motion made by Beck seconded by Lake
that Ordinance No. 583 be adopted, motion carried by roll call vote of six (6).
ORDINANCE NO. . 586 :
AN ORDINANCE PROVIDING FOR THE LICENSING OF CERTAIN? MECHANICAL DEVICES, PROVIDING
REGULATIONIS FOR OPERA`T'IONI OF THE SAME AND PROVIDING PENALTY FOR THE VIOLATION
THEREOF: REPEALING ORDINANCE NO. 568. This was turned to the police committee
to study and make report.
QUIT CLAIM DEED (L.J. PEARSON):

Block 1581, Pasco Land Companys First Addition. Beck reports he has checked
description of property deeded to the city as set out in quit claim deed with
Mr. Cox of the. Citizens Abstract Co. and find the description in order, City
Clerk to file deed with the County Auditor after same is signed by City Attorney.
BIDS ON LIGHT GLOBES:
In answer to call for bids on light globes set for this date, two bids were opened
and read as follows: Columbia Hardware Co. and Pasco Hardware Co. both bid a
25% discount on all purchases, motion made by Lake seconded by Uverlie to reject
all bids, motion carried so ordered.
BIDS ON GASOLINE: FUEL OIL & DIESEL:
In response to call for bids on gasoline,fuel oil and diesel, set for this date,
two bids were received, opened and read as follows:
