Meeting called to order at eight -five o'clock P.M., Honorable Mayor Fred Huber
I presiding. t
ROLL CALL:
By clerk, councilmen present were John Beck, Karl W. Casey, Charles Diemond, R.J.
Larson, D.F. Rodkey and C.R. Wallis, Walter. Nelson arrived at eight -twenty five
o'clock, City Attorney D.W. Zent was also present.
REGULAR ORDER OF BUSINESS SET ASIDE by unanimous consent.

FILTRATION PLANT:
Mr. F.S. Ziedlhack, with John W. Cunningham & Associates presented blue prints
and a minature model of the plant, these were reviewed, discussed and explained
in detail, the blue prints are not complete but they expect to have them in order
to be submitted to the Washington State Development Board before the last of this
month, the specifications are ready for typing now,
The present pump house will be used: motors are to be placed five (5) feet higher
than present main floor. Mr. Ziedlhack recommends that the city buy the equipment
and call for bids on installation. In discussing the prints to be sent to Olympia
Mr. Ziedlhack thought perhaps the prints as they now are could be presented soon
as specifications are typed.
GRAVEL PIT SURVEY:
Surveying for estimate on gravel used out of the city streets and alleys at the
gravel pit on South 4th and Ainsworth was requested by the council, Mr. Ziedlhack
states they will have an engineer up here in two or three weeks to take care of
that work. Street and alley committee to work with engineer to obtain information
needed by the City Attorney. Obtaining the going wage scale on all classes of
labor and work was turned to the City Clerk, information to be furnished John W.
Cunninghams office soon as possible.
GARBAGE CONTRACT:
John Dietrich was present to discuss the Ordinance and contract, several amendments i
were suggested; Section three of Ordinance 581 should be amended to read, by
adding the clause, "Excepting that nothing herein contained shall prohibit any
person, firm or corporation from hauling their own garbage to the city dump.
Section 10 of the contract -10-c a minimum charge per month should be sbt; 10-e
no charge where no service is rendered, 10-f city not reliable for any charges
except garbage collections for the city or removal of dead animals; Section 11 -
contractor to properly spread poison for rats at and around city dump when
necessary. All poison and bait material to be purchased by the city. Section 12 -
In the third line, striking out the words (and keep the same graveled) and add
the words (the necessary) after the word furnish in the fourth line of said section.
Section 19 should be amended by adding the words (and property damage) after the
word liability. A section should be added stating that salvage, such as swill
from cafes and hotels, bones etc from markets, eggs from hatcheries and other
business places -,can be sold by the owner and does not become the property of the
garbage collector, premises must be left in accordance with health regulations,
motion made by Beck that the contractor be requested to submit an amended contract,
and amend Ordinance, motion seconded by Larson, carried so ordered.

HELM'S SECOND ADDITION SEWER EXTENSION:
1 letter was read from F.S. Zeidlhack of the John IN. Cunninghams office stating
he was returning to D.W. McGhee plans and profile tracing of the proposed sewer
extension in Helm's Second Addition; also that they had checked grades, locations,
etc. as designed by Mr. Pence, and since the ground slope to the west beyond
the first block; to extend complete sewer service for this area a pumping plant would
have tolinstalled, this would be quite an elaborate project and entail considerable
expense. The Sewer Committee recommend to accept engineers grades in Blocks 20,
21, and 26 Helms Second Addition and necessary construction, first extension one
block, Water Department instructed to take necessary steps to purchase pipe,
motion made by Beck seconded by Larson to accept committees recommendation, motion
carried by roll call vote of seven (7). The street is out of line a little,
j placing manholes and running sewer straight through was suggested, line would
not be straight with property line but running a little to the youth in each
alley of the above mentioned blocks. Motion made by Beck seconded by Nelson to call
' for bids on sewer extension to three,block 20, 21, and 26 of Helms Second Addition,
bids subject to cover one or more blocks, motion carried by roll call vote of seven
(7). McGhee and City Attorney to prepare bids callable for December 17, 1946.
1 L.I,D. BONDS:
A letter was read from-D.W. Zent to E.L. Collins' regarding a claim for L.I.D.
' payments on certain city lots, he advises that The Investors Service Corp. has
no claim on these lots and to be careful about any action taken in answering
their letter.
BIDS ON 2000 YARDS OF GRAVEL:
Sealed bid by E.M. Brown was opened and read on 2,000 yards of 1" minus pit run
gravel to be delivered in City trucks, motion made by Beck seconded by Wallis to
accept E.M. Browns bid, motion carried by roll call vote of seven (7)

GENERAL OBLIGATION BONDS:
A letter was read from Graves, Kizer and Graves relative to introducing Ordinance
No. 582 and instruction to be carried out by the City Glerk.
READING -'OF .ORDINANCES: I
ORDINANCE NO. 582:.
An Ordinance providing for the advertisement, sale and issuance of $132,000.00
of General Obligation negotiable serial coupon bonds,, for the capital purpose
of constructing a water filtration plant, in accordance with the propositioh t
submitted by Ordinance No. 579 of the City dif Pasco, Passed and approved
September 17, 1946, and adopted by the qualified electors of the city of Pasco
at an election held therein on November 5, 1946,,;
Motion made by Beck seconded by Rodkey that Ordinanc e No. 582 be introduced
and given the first reading, motion carried, Motion made by Rodkey seconded by a
Nelson that Ordinance No. 582 has been given the first reading, motion carried.
ORDINANCE NO. 578:
An Ordinance amending Ordinance No. 566, being an ordinance relating to the
conveyance of passengers and baggage for hire, and providing for taxicab operators
license and regulating the ownership of taxicabs and taxicab companys in the
City of Pasco.
Motion made by Rodkey seconded by Diemond that Ordinance No. 578 be given the
third reading, motion carried, motion made by Nelson seconded by Diemond that
Ordinance No 578 has been given the third reading, motion carried; motion made
by Beck seconded by Diemond that in Section 93, third line, to strike out word
(no); in the fifthe line replace (granted) with the worlfd ordered, amendments
accepted unanimously, motion made by Nelson secoonded by Diemond to adopt Ordinance
No. 578 as amended, motion carried by roll call vote of seven(7).
REPORTS FROM OFFICERS:
THE BUILDING INSPECTORS report for 1�bvember 1946 was read.
FIRE CHIEFS November report was read.
MINUTES OF RECREATION MEETING held November 25, 1946 were read.
ROSY B. ADDISON 823 SO. GRAY:
Building Inspector says a lean too shed has been erected against a fence -on
city property or closer than Ordinance provides, by Rosy B. Addison in Grays
Addition. The Street should be surveyed by an engineer and this party notified
through the City Attorney by registerd letter to stop building pending correct
information as to location. In July she obtained a permit for a tsement only,
since then she has been making additions and has gotten some what/of line.
REPORTS FROM COMMITTEES:
Beck reports Warden Fann not satisfied with claim presented, account accident
at 27 West "A" Street, Mayor nuber to contact Mr. Fann.
ORDINANCE NO. 571 discussed with R.O. Hall, committee to meet at seven Opt' clock
Tuesday for discussion, then attend the Planning Commitsion meeting at eight
o'clock P.M.
SLOT MACHINE ORDINANCE:
will be prepared by next regular meeting.
PEARSONS PROPE;TY BLOCK 158 PASCO LAND COMPANYS FIRST ADDITION: Mr. Zent �
advises Sherwood & Roberts will straighten out deed by relecsing portion desired
for city streets, grading Helena Street and other locations',preparitory to laying
water and sewer lines will be reported on at a later date, mote time was granted.
UNFINISHED BUSINESS:
MEMORIAL PARK:
Beck suggested that Memorial Park be surveyed and leveled off, that the Mayor
appoint.committee to check progress, investigation should be started by the Park
board was suggested; Wallis thought other work should come first, no money
available in 1946 budget.
SKY CLUB:
A request for a liquor license for the Sky Club is being investigated by a
State Liquor Inspector.
