CALL TO ORDER: A
Meeting called to order at eight five o'clock P.M., Honorable Mayor Fred Huber
presiding,
ROLL CALL:
By clerk, councilmen present were John Beck, Karl W. Casey, Charles Diemond, Walter
Nelson, D.F. Rodkey and C.R. Wallis, R.J. Larson was absent, City Attorney D.W.
Zent was present.
READING OF THE MINUTES:
Minutes of the meeting held November 4, 1946 were read and approved.
COMMUNICATIONS
PETITION TO PAVE HELENA STREET:
A letter was read petitioning the council to pave Helena Street, letter signed
by 22 signers, motion made by Rodkey seconded by ��elson to turn this petition
to the Street and Alley committee.
TEMPORARY LICENSE (CLAYTON.0ILEARY:)

A temporary license application presented by Clayton B. O'Leary, to operate a
surplus equipment sales lot at 1116 Irving Street, motion made by Neilson seconded
by Beck that the license be denied account being located in Residential District R-2,
motion carried so ordered, city clerk to advise.
LIQUOR LICENSE REQUESTED BY STOKELY AND GAGNON:
An application for a liquor permit from the State License Department was presented
by Roy B. Stokely and Raymond I. Gagnon to sell beer & wine open bottle on
premises also package and bottle off the premises, the Sky Club on North 3rd,
the manner of present operations were discussed, motion made by Nelson that Mayor
Huber talk to Prosecuting Attorney in regard to issuance of liquor license in
connection with Bingo game, motion seconded by Rodkey, carried so ordered.
C.J. DUNN'S DWELLING-SYLVESTER & MURRARY:
Mr. Ha�,�ett reviewed the transactions in connection with the inspection of dwelling
being constructed by 1v1r. Dunn, stating in part that while inspecting basement he
informed Mr. Dunn that he was unable to get a line on locations but was sure the
structure was too close to property line, at next inspection he was advised not
to finish fire place and stop construction. Mr. Dunn finished the fire place
any way. He now has obtained another permit to build a house adjourning his own
dwelling, the distance between is not ample but will be when he takes the kitchen
off the old house which he states he is going to do but wished to start base-
ment while weather was favorable. City Attorney was instructed to notify Mr.
Dunn by registered mail to move house back.
PETITION FOR WATER & SEINER, BLOCKS 20 and 21 HELMS SECOND ADDITION:
A petition was read, signed by nine property owners petitioning for water and
sewer extension to Blocks 20 and 21, Helms Second Addition to Pasco, Pence is
now taking grades; action is being held up pending report from "Ir. rence.
REPORTS FROM OFFICERS:
POLICE ACTIVITY reports for SePtember and October were read.
FIRE CHIEFS report for October 1946'was read.
TREASURERS reports for September and October were read.
CITY CLERK furnished each member a budget copy of all departments.
PLANNING COMMISSIONS report on meeting:: held October 29 th was read. Widening
loth was discussed also Ordinance 571 covering changes in Building Ordinance. Mayor
Huber requests that the Building Committee meet with the planning commission and '
check Ordinance No. 571 for the purpose of accepting or rejecting.
READING OF ORDINANCES AND RESOLUTIONS:
RESOLUTION NO. 270:
To transfer cost of snow plow use by Highway Department from Motor Vehicle Fund
in case it becomes necessar to use plow or sand on Highways three (3) and eleven
(11); amount not to exceed 1125.00., motion made by Rodkey seconded by nelson to
adopt Resoluti6n No. 270, motion carried by roll call vote of six (6).
UNFINISHED BUSINESS:
PEARSO NS PROPERTY BLOCK 158 PASCO LAND COMPANYS FIRST ADDITION:
Mr. Pearsons attorney,Mr. Leavy, promised D.W. Zent he would correct deed and
mortgage as requested covering streets and alleys in Block 158, Motion made by
Rodkey instructing the City Attorney to advise Pearson and his attorney to get
papers concerning deed in order or vacate property, motion seconded by Beck,
carried so ordered.

PASCO, WASHINGTON
PORT DISTRICT: Regarding property exchange with the city, the City Attorney
advises the Port will have to request by letter, description of lots they wish
to acquire, city lots could be exchanged lot for lot but the additional lots
will have to be sold at auction, motion made by Rodkey that Mayor Huber
appoint a committee to work out property exchange and sale on port deal, motion
seconded by Nelson, carried so ordered.
GRAVEL PIT: Earl M. Pence informed the City Clerk that his license did not
cover survey work of -the type to supply information needed by D.W. Zent in
action taken against gravel -pit operations at Ainsworth and South 4th, obtaining
services from John tjd. Cunninghams office was discussed, motion made by Rodkey
the D.W. McGhee get in touch with 'John W. Cunninghams office by phone, and make
arrangement for this work to be done, they are to contact D.W. Zents office,
motion seconded by Nelson, carried by roll call vote of six (6). Mr. McGhee is
of the opinion that Mr. Zeidlhack will be up this way in the near future.
CITY PROPERTY ON COLUMBIA STREET:
Mr. Hooper is interested in buying city property located on Columbia Street,
motion was made by Beck that a minimum price of $8,000.00 be set for lots 11.,
12, 13, and 14 Block 22, Northern Pacific Plat, motion seconded by 1'iemond,
carried by roll call vote of six (6). Nelson suggests that before title
insurance is issued assurance should be had that a building wotald be erected
by a designated time or that it be incorporated in the deed.
PASCO AIR BASE:
Walter Nelson reports that the Puget Pacific Plane Company is vitally interested
in securing a location at the Pasco Air Base for their plant, this is only.one
of many groups tying in with the air plane industry if developed this would
be an extensive enterprise. The base would be leased through the city or
county, data and information to acquire the base from the government are under
way sending a representative to Sand Point was suggested, motion made by Beck
authorizing Mayor Huber and Walter Nelson to contact naval authorities at
Sand Point and negotiate with them relative to leasing Pasco Navy Base or
any part there of also to work with County Commissioners if possible, motion
seconded by Diemond, carried by rolls all vote of six (6i).
DE LAVAL STEAM TURBINE CO.: A letter to F.M Dworshak from James Q. Osborne,
was read, regarding eliminating sand from sealing water in pumps, motion made
by Nelson that this be turned to the water committee and Water Superintendent,
motion seconded by Beck, motion carried so ordered. -
LAND IN COLUMBIA BASIN AREA:
Mayor and City Attorney to act and report on city property in Columbia Basin
area, the Mayor reports that this property has been appraised at $2.00 or
$3.00 per acre..;: the city would not be allowed to sell land for a higher price
if recorded with the District, Mayor Huber recommends that we do not enter the
district, this was also the opinion of the City tittorney.
SEINER ORDINANCE NO. 537: City Attorney did not report on amendments for Sewer
Ordinance if necessary and requests more time for study, which was granted.
EMORY GLET, MORGAN ARCHITECT AND ASSOCIATES: IY'r. Mason asks -for more time to
submit swimming pool plans and specifidations and suggests that we meet Tuesday,
November 26th, this was granted, the time of meeting set for 7 o'clock P.M.
STREET LIGHTING: Chairman of light committee returned chart and suggestions as
presented by Roy Skill and recommends that this plan be accepted, motion -made
by Nelson that the committees recommendation be accepted, motion seconded by
Beck, carried by roll call ffote of six (6). Pacific Power & Light Co. to be
advised of action taken and instructed to go ahead with the installation.
GARBAGE CONTRACT: During a short discussion on the garbage contract, changes
were recommended regarding s&1vage, hotels, cafes and other business houses
should be allowed to sell their garbage and swill by stipulation so set out in
the contract.
