CALL TO ORDER:
Meeting called to order at eight o'clock P.I'V1., Honorable Mayor "'red Huber presiding.
ROLL CALL:
By clerk, councilmen present John Beck, Charles Diemond, Walter Nelson, D.F. Rodkey
and C.R. Wallis, R.J. Larson arrived at eight five, Karl W. Casey was absent,
D.W. Zent, `ity Attorney was present.
REGULAR ORDER OF BUSINESS SET ASIDE : by unanimous consent.
WATER AND SEWER FOR HELMS 2ND ADDITION:
Inquiry was made by Jimmie Bryan relative4water and sewer service to Blocks 20 and 21 1
Helm'S 2nd Addition to casco, a petition will be presented at the next meeting,
water and sewer committees to check on this extension, also amount of pipe on hand,
copy of tentative petition to be furnished Rodkey.
GARBAGE CONTRACT: (JOHN DIETRICH)
Contract and Ordinance presented by Dietrich, contract was read and.discussed,
committee appointed to investigate, did not report, motion made by beck seconded
by Belson that this be given more thought and study, motion seconded by Nelson,
carried so ordered. Committee to report or another committee will be appointed.
VETERANS OF FOREIGN WARS:
Members of this organization were present, Mr. DeLong was interested in a report
from the Recreation Committee regarding rental of that building, minutes of the
Recreation meeting were read recommending to the council that no change be made
in the policy of renting the building for regular scheduled meetings such as
every month or every week, etc. Using the Legion Hall was not favored by the
V.F.W. group, the rent is�too high, they desire an independent home of their owl.,
would like a hall like the Masonic Hall; they might get one night per month 8LV Rec.,
they could meet Tuedays or Thursdays would have to contact Mr. McCallum to reserve
date; they prefer two nights per month or none, Mayor Huber and Walter Nelson to
check and report back at next meeting.
MR. MASON AND MR. MORGAN(SWIMMING POOL PLANS):
Emory Glen Morgan and Associates, plans for a swimming and wading pool were
presented by Mason and Morgan and discussed; pool is 451 x 1321 will accomodate
220 people, ten (10) feet at`the deepest end, wading pool 251 x 601, plans could
be drawn up for seven (7%) per cent and guarantee contract not to run beyond five
(5%) per cent of estimate, plans could be completed in one month; it might take
ninety (90) days to get filtration equipment-C.F.A. may hold up construction.
Three quarters of seven (7%) per cent would be considered earned at the time bids
were called. Estimate will not run over x$70,000.00, motion made by Beck to
authorize Emory Glen Morganand Associates to draw up preliminary swimming pool
plans, subject to contract, that if final bid be more than five (5%) per cent out
of line with his estimate of $70,000.00 that contract be void and city not be
held liable for any expense;.in event that construction figures are within the
above amount the city will pay a fee of seven (7%) per cent to architect for
plans and specifications, motion seconded by Diemond, carried by roll call vote
+ of six (6), contract to -be presented to Oity Attorney.

RENDING OF THE MINUTES:

i Minutes of the previous meeting were read;regarding sewer service not being
available to H6ward Gibsons basement on South Maitland, this should read
basement and main floor. Minutes approved with this correction.

I Current bills against the city were read as follows and ordered paid, motion made
by Rodkey that all vouchers properly signed and approved be paid, motion seconded
by Nelson, carried by roll call vote of six (6).

REGARDING SEWER ORDINANCE CO. 537:
A letter was read from Graves, Kizer and Graves also one from the City Treasurer ;
relative to the legality of Prdinance No. 537, this complete file was turned to
the City Attorney; Graves, Kizer & Graves letter of October 31, 1946 and City ;
Treasurer letter of November 4, 1946.
WATER FOR NORTHERN PACIFIC RAILWAY CO.:
A letter was read from J.F. Alsip requesting an answer to his letter of August 12,
1946 regarding water for culinary purposes, what corrections are being made, etc.,
Water Manager to answer letter.
R.O. HALL WISHES TO PURCHASE LOT 11 N.P. PLAT:
A letter was read from R.O. Hall offering to purchase Lot 11, Block 22, Northern
Pacific Plat for $2,000.00, motion made by Rodkey that lots 11 and 12, Block 22
a Northern Pacific Plat carry a minimum price ot$2,250.00 each and lots 13 and 14
same block, motion seconded by Diemond carried so ordered. Building committee
to list city owned property, make minimum appraisal and submit information to
the council.
RICHARD & BLUM
A letter was read from Beardslee Merrill requesting payment for service rendered
preparing final report to Washington State Development Board, City Clerk to advise
that this will be taken care of January 1st, 1947.
CLAIM OF WARDEN L. FANN:
A letter was read from Horrigan & Leavy submitting a claim against the city for
$868.55, caused by city truck, to his property at 27 "A" Street, motion made by
Nelson seconded by Diemond that this be turned to the City Attorney for answer,
motion carried.
SEWER CONNECTION PAYMENT (JOHN SMARTf.
A letter..was read from NIrs. John Smart stating they would not be able to pay
for sewer connection account Mr. Smart not being -able to work, answer to be held
up for time being and attached to City Treasurers copy.
BUSINESS LICENSE:
A letter was read from Armco Drainage and Metal Products, Inc. regarding their
business -license explaining that they were changing the name of their subsidiary
in Pasco from the Washington Culvert & Pipe Co. to Armco Drainage & Metal
Products, Inc., motion made by Nelson that Armco Drainage & Metal Products, Inc.
be informed that they will not have to pay another license fee for balance of
1946, motion seconded by Beck, carried so ordered.
THE. GRILL TAVERN:
A letter was read from Maurice 1`iarper stating the Grill was a cafe not a tavern,
motion made by Rodkey that the City Attorney instruct them to take out a -tavern
license of $25.00, motion seconded by Nelson, carried so ordered. `
C.H. SEUTE'S estimate for painting and kalsomining inside pumpers residence in
the amount of §137.00, motion made by Nelson that Seute's estimate for cleaning
pump house dwelling be accepted, motion seconded by Diemond, carried by roll call
vote of six (6).
SELECTIVE SERVICE:
A letter from Washington State Head quarters of October 22, 1946 was read, also
a report of the recreation committee whereby they recommend that the Selective
Service Board be asked to move by December 1, 1946, motion made by Larson
seconded by Rodkey to accept the recommendation of the recreation committee, motion
carried so ordered, city clerk to notify.
DEED LOT 12 BLOCK 4, N.P. R.W. CO'S PLAT:
i A letter was read from the Carnation Milk Co. regarding deed to lot 12, block 4
Northern Pacific Railway Co's Plat to Pasco, a letter from D.W. Zent and the
deed was read and checked, motion made by Rodkey seconded by Nelson that the Mayor
and City Clerk sign deed and deliver if same is in order, motion carried so ordered.

NAVAL AIR BASE LEASE:
A letter to D.W. Zent, City Attorney,from Smith Troys office relative to the
leasing of the Naval Air Base by the City of Pasco was read quoting and explaining
the law in answering questions asked by Mr. Zent whereby the city can proceed ;
to lease the naval air base and has the right to sublease, even though the base
is out side its territorial limits.

THE PUGET PACIFIC PLANES, INC: needs space, they are now located in Tacoma but
have to vacate their present location by January l,, 1947, this was discussed at
a meeting between Kennewick, Richland and Pasco' `h members of the Inc/ inyeA(Uted
in locating in this district. This firm desires to Incorporate for $125,000.00,,allowable
sell stock and manufacture planes, more information is needed from the 13th Naval P
Air Base. I

COLUMBIA BASIN PROJECT:

A letterwas read from F.A. Banks advising the city that they/ owriyed iAd in the
project, subject to the provisions of the repayment contract and Columbia
Basin project act and that.it was advisable to make this land eligible to receive
irrigation water from the project work; an affidavit with self addressed
envelope is attached, motion made by Nelson seconded by Diemond that this be
turned to the Mayor and �'ity Attorney for necessary action, motion carried.
LIQUID CHLORINE CONTRACT:
A contract with the Pennsylvania Salt Mfg. Col of Washington to furnish liquid
chlorine was read, motion made by Rodkey seconded by Nelson that the Mayor and
City Clerk be authorized to sign and return, motion carried by roll call Vote of
six (6).
REQUEST FOR FENCE ON WEST LEWIS:
Mr. Huber made inquiry relative to erecting a fence six -(6) feet high adjacent
the B.B. Horrigan residence, wire across the front, solid sides and back, Huber
to gets neighbors consent.
$7,630.54 IN ESCROW FOR SWIMMING POOL:
A letter was read from Milt Bristol with a letter and report on money raised
by the Lions Club in the amount of �p7,630.54 which has been placed in escrow
at the Pasco Branch Seattle First 'lational Bank, to assist with the construction
of a swimming pool for Pasco in 1947. Motion made by iVelson that the city clerk
express thanks to the Lions Club for their efforts , motion seconded by Larson
carried so ordered.
