Diemond presiding. i ROLL CALL: By clerk; councilmen present were 6harles Diemond, R.J.,Larson, D.F. Rodkey, f C.R. Wallis, Walter Nelson arrived at 9:00 o'clock V.M., abse_nttwere John Beck, Karl W. Casey and City Attorney D,W. Zent. REGULAR ORDER OF BUSINESS SET ASIDE: by unanimous consent. MR. FRED MILLER: read and presented a resolution granting permission to operate busses on city streets, City Attorney to be furnished a copy and one copy for clerks files, motion, made by Wallis seconded by Rodkey to place on table until city attorney returns, Street committee to meet with city attorney , fill in dates fee, etc., motion carried so ordered. LENA DIXON: requests more time in which to pay for sewer assessment, would like ninety 90 days, states she has a building on just one lot, motion made by Larson that the City Treasurer act as he sees best on sewer payments for IVrs. Dixon, motion seconded by Rodkey, carried so ordered ( Mr. McGhee to check property and report to City treasurer. JOHN SAWYERS: spoke to the council regarding a dwelling being constructed on West Sylvester and Aurelia, Mr. Dunn is owner of the property and is contractor for the building which he is selling to John Sawyers, the house has been placed 1 to near the property line, Mr. Dunn was informed by the council that the Ordinance would have to be observed, thus t hgg se would have to be moved back 20 twenty feet from property line, Sawyers�s Veen informed that the city would move it back,, construction has been stopped. Sawyers would like to have Mr. Dunn.•.notified to move the house back, following a discussion whereby previous action taken by the councilwas read. Mr.. Sawyers said he would t4ke this up again with Mr. Dunn, RESOLUTION VETERANS OF FOREIGN WARS: A resolution presented by Howard M. DeLong was read, requesting the use of the City Recreation Building for two meeting nights, 2nd and 4th Wednesdays of each month and for special occasions such as dances, initiations, etc, motion made by Rodkey seconded,by Larson that a ' committee be appointed to work with recreation committee.,,to work out a plan f if possible, motion,carried so ordered, committee to be appointed later and get in touch with recreation committee. REGULAR ORDER*OF BUSINESS resumed by unanimous consent. READING OF THE MINUTES: Minutes on meetings held September 20th, October lst and October 7th were read and approved. PAINTING DWELLING AND GARAGE AT PUMP HOUSE SITE: An estimate was read from Dobyns and DeFreece in the amount of 0172.03 for one coat, $255.85 for two coats; Chas. Seutes estimate was for two coats at $200.00, motion made by nelson seconded by Larson that painting of pumpers dwelling ang garage be turned to McGhee with authority to do as he thinks best, motion carried by roll callvote of five (5). GARBAGE FRANCHISE: Mr. Dietrich is having franchise drawn up to present to council in the near future, motion made by Nelson seconded by Rodkey that the street committee and City Attorney contact Kennewick council regarding garbage disposal, motion carried so ordered. MORNING MILK COMPANY: A letter was read from the Morning Milk Company, Salt Lake, City, Utah, Re: lot No 12, Block 4, Northern Pacific Railroads Comapny's Plat of Vasco;. advising that it is satisfactory with them to execute and deliver a deed to r the Carnation Company rather than the Morning Milk Company. In correcting error in previous deed, motion made by Rodkey seconded by Nelson that we comply with the letter and have deed made to Carnation Milk Co., motion carried so ordered. SEWER ASSESSMENTS: A letter was read from City Treasurer, E.L. Collins, asking if the council desired to have water shut off where property owner does not pay connection charge within fifteen days after notice, also if the council wishes liens filed in ` cases that do not pay, motion made by Rodkey that City Attorney report at next regular meeting on City Treasurers letter, motion withdrawn. Motion made by Nelson that 1'ir. Collins, City Treasurer be authorized to make a trip to Spokane A to contact Graves, Kizer & Graves regarding legality of Ordinance No. 5370 i request the drawing of a new Ordinance if necessary, expenses to be paid by iI the city, motion seconded by Rodkey, carried by roll call vote of five (5). EMERGENCY ORDINANCE TO COVER GRAVES. KIZER & GRAVES EXPENSE: It has been discovered that $2,500.00 fee for Graves, Kizer & Graves was omitted from the budget, motion made by Rodkey seconded by Wallis that City Attorney draw Resolution for Emergency Ordinance to pay Graves, Kizer & Graves out of General Fund to be reimbursed from Filtration Fund if election carries and by taxes if issue is defeated; amount $2,500.00 motion carried by roll call vote of five (5) 1253 PASCO, WASHINGTON REGULAR MEETING CONTINUED COMMITTEE R00141 OCTOBER 15. 1946 WASHINGTON CULVERT & PIPE CO: A letter was read re arding business license for subsidiary of the American If Rolling Mill Co., council favors collecting license from subisdiary, City Clerk to so notify. GRAVEL FOR STREET WORK: Street committee favor calling for bids at this time for gravel contract. f REPORTS FROM COMMITTEES: TRUCK NOISE BY HIGHSCHOOL: It was suggested that stop signs be installed to discourage truck traffic on third, crossing will be painted at Yakima-; Nixon and in middle of the block. SPUR TRACK TO SERVE I.I. GRIGG: Grigg has made arrangements with the Northern t'acific Railway Company for a spur to be installed directly across the tra::ks from his shop adjacent the right of way near 5th and desires an easement to cross 5th street, motion made by Nelson that permit be issued to I.I. Grigg_for spur track crossing at fifth St. to serve his shop, motion seconded by Larson, carried so ordered, City Clerk to call Mr. McCall. i SELECTIVE SERVICE BOARD: City Clerk to write F.W.A. relative to lease for Selective Service oard at the Recreation Center; also write Mr. Booth for rent covering time Recreation Building is used for band practice. DAN MANNIS SEWER: Goes back of his house, committee did not see Godfrey. or ma' floor HOWARD GIBSONS SEWER: too shallow to\serve basement;/comr6, e recommend no. connection at this time, the one across the alley can be connected MANHOLE BACK OF BECKS PROPERTY: I� A manhole is now being dug, the committee would like to know what is going to be used for the manhole. REPORTS FROM OFFICERS: BUILDING INSPECTORS report for 6eptember 1946 was read. CITY CLERK furnished each member a report of the aeptember budget for all departments. MISCELLANEOUS: O.L. JONES: is still living in the pumphouse. WASHINGTON STATE DEVELOPMENT.BOARD: a, a Mr. Radke with the Washington State Development Board talked with Mr. Nelson and Mr. McGhee, stated an affadavit regarding city finance would have to be on file. Every thing seemed to be.favorable regarding the grant. John W. Cunningham and Associates report they have four men working on filtration plant plans now, expect to have them ready to submit to the Washington State Development Board in six or eight weeks. CITY HALL JANITOR: Mention was made that the city hall is badly in need of a full time janitor, hiring someone immediately was favored by the council.
