ROLL CALL: By clerk, councilman present were John Beck, Karl W. Casey, Charles Diemond, R.J. Larson, Walter Nelson, D.F. Rodkey and C.R. Wallis, City Attorney , D.W. Zent was absant. REGULAR ORDER OF BUSINESS SET ASIDE: by unanimous consent. .INCREASED VALUATION on city buildings and contents.for blanket fire insurance coverage. Mr. Stringham }handed in'the committies recommendation which brings the .insurance coverage to 90% of value, raising the renewal policy to $14,277.00, due October 9th, 1946, 4242.31, motion made by Wallis seconded by Larson to accept the committees recommendation, motion carried by roll call vote of seven(7). MR. LITTLES (SEWER ASSESMENT): Mr. Littles property is across the street from the sewer line on Ease Lewis and wishes to know who is going to pay for bringing the sewer to his property; there are more lots back of his property to be condidered, motion made by Wallis, seconded by Larson that ?'fir. Littles case be turned to the Special sewer committee, motion carried so ordered, committee to meet Wednesday noon to investigate. W.H. HAMANN: W.H. Hamann spoke tothe council about sewer connections to his property in Block 134 Lots 1 to 7 and 15 feet of Lot 8, Land Cots lst addition and fractional Lots 7, 8, 9, 10, 11;• 12, and 13 -Longs Addition and a small -portion of Artesian Well Block, to Pasco, Washington, the present sewer is in the street on the opposite side from his property, he wishes to have his property served from the alley and is requesting the city -to extend the sewer down the west lateral of T alley in Block 5, Longs Addition, during the discussion minutes of previous meeting were read where by Mr. Hamann requested permission to extend sewer down alley to serve his property, the committee investigated and recommend that Mr. Hamann be allowed to make this installation which included a manhole at the intersection of the alley at his own expense, this was read from the minutes of April 17, 1946, motion made by Nelson that we adhear to the decission of previous igeetings, motion seconded by Rodkey carried by roll call vote of six (6), Beck voted against the motion. MR. J.C. WADE: appeared before the council stating he intended to throw his hat in the ring for Mayorship. FRED MILLER'S (BUS LINE): Mr. Miller presented pictures of .buses he expects to receive January 1, 1947 and is desirous of a franchise to operate a bus line within the city limits; service from 5:30 A.M. to 1;00 A.M.,'terms of franchise were discussed lightly, 12/ of gross receipts was mentioned, also a ten (10) to twenty (20) year time limit; bus company to handle their own signs, motion made by Larson that the City Attorney, D.W. Zent draw franchise to present to council at next regular meeting motion seconded by Beck, carried so ordered; City Attorney to contact City Clerk. C.J. DUNN PROPERTY AT AURELIA & SYLVESTER: Mr. Dunn was present, stated he had had his property surveyed but failed to bring in sketch showing position of dwelling on property,at this time Nelson, Haylett and Mr. Dunn went out to the location to measure distance from property line to dwelling. On their return they reported that the front of the house being a "l" shape it was 4 feet from the property line at one corner and 11 feet at the other; -contacting Mr. Zent regarding the Ordinance was considered, also appointing a committee to check with Mr. Zent with no actiontaken,in conclusion a motion was made by Rodkey seconded by Nelson to comply with the Ordinance, motion carried by roll call vote of seven (7). Mr. Bux was present in interest of action taken by council, 1iis store is in Block 2 across; Aurelia Street. REGULAR ORDER OF BUSINESS RESUMED by unanimous consent. READING OF THE MINUTES.: Minutes of the meeting held September the 10th and 17th were read, the opem.:&.ngriroll call for the meeting on September 17th was corrected to show all members present. W35 -026 -Eng -1832, LITTLE PASCO: A letter was read from R.W. Williams, Administrative Assistant, which enclosed a draft contract for water service to Little Pasco with a list of special provisions, motion made by Rodkey seconded by Wallis that the City attorney check and approve before same is signed and returned, motion carried so ordered. NAVAL AIR BASE. SEWER LINE INITHIN THE CITY LIMITS: d A letter was read from A.0. Rule, Commander, Naval Air Bases, Thirnteenth Naval District stating our request for an agreement to use the Navy owned sewer within the city limits without restrictions had been forwarded to the Navy Bureau of Yards & Docks with recommendation that they grant under same terms as apply to permit issued January 18, 1946, motion made by Deck that City Clerk write letter stating the city wants complete control of Sewer, not revocable; motion seconded by Rodkey, motion was withdrawn by Deck and Rodkey; will wait for permit, then suggest changes. • 1' PASCO, WASHINGTON REGULAR_MEETING CONTINUED COMMITTEE =ROOM _ OCTOBER 1,_1946 RAISING WATER RATES FOR NORTHERN PACIFIC RAILWAY CO.: A letter was read from Bernard Blum, regarding raise in water rates, he referred to a contract under date of January 1, 1942 which states a six months written notice is required to effect a change. There fore March 9th, 1947 would be the earliest date for change, motion made by Nelson that the Railway Company be in- formed that rates will take effect Ivlarch 91, 1947, motion seconded by Rodkey, carried so ordered. r FILTRATION PLANT:(JOHN W. CUNNINGHAMS LETTER): A letter was read from F.S. Ziedlhack confirming a phone conversation with Mayor Huber relative to allocation of State Funds to assist with filtration plant I construction, Mr. Zeidlhack states that the final plans and specifications will be completed by the end of the year, they have information to the effect that February 1, 1947 is the time limit for allocation of State Funds. REPORTS FROM COMMITTEES: BLOCK 158 PASCO LAND CO'S 13T ADDITION: BUILDING COMMITTEE reports Mr. Pearson had morgaged property in Block 158, May lst, before drawing a deed to the city. Clancy with the Sherwood & Roberts states they would waive city property, motion made by Beck that Zent draw up proper papers to give Clancy in connection with Pearsons agreement, motion seconded by Larson, carried so ordered. PORT DISTRICT: chairman felt quite sure the commission would go for $2,000.00 cash payment for lots not included in the exchange whereby the city and Port would exchange lot for lot; opening 5th street to the river also to be included in the agreement, motion made by Beck that this be turned to 1"r. Zent, motion seconded by Diemond, carried so ordered. GARBAGE CONTRACT: the chairman favors a five (5) year contract with John_ Dietrich, motion made by Diemond that Dietrich be granted a five year contract on following basis, that , committee be appointed to bring in recommendation (committee, Diemond, Casey and Wallis) motion seconded by Rodkey, carried so ordered. OLD GOLF COURSE PROPERTY: Mr. De shepper to contact Bureau of Reclamation, more time granted. GUN CLUB PROPERTY: Northern Pacific Railway wishes to trade property; moving I buildings and trees was mentioned, Beck to obtain more information. PROPERTY EAST OF CEMETERY valued at $50.00 per acre. RENTAL OF RECREATION LIBRARY ROOM: Selective Service can not pay with out agreement, Uity Clerk to write Federal Works Agency regarding rental for office purposes. New Resolution to be drawn covering all rates. Vets want hutments second and fourth Wednesday of each month. R STREETS AT PORT DISTRICT location has been graded, also at school and Park. I ACCIDENT: at 27 "A" St. by City truck was discussed. ! JONES AT, PUMP HOUSE: wishes to sell cow barn and shed erected by himself, motion made by elson that Jones move excess buildings placed by him, motion seconded by Diemond, carried so ordered; City Clerk to so notify Jones. LIGHTS to be installed by Pacific Power &-Light Co., chart on file in clerks i office, locations to be decided upon by committee and submitted to Pacific Power & Light, more time was granted Casey. PARKING AT POST OFFICE:motion made by Rodkey that Street Department be instructed to paint sign at post office for twelve minute parking; two places, South and j East side of building, motion seconded by Diemond, carried so ordered. BUS FRANCHISE: not favored by some of the councilmen, further discussion to be entered into when franchise is presented. SEWER CONNECTION (DAN MANN): Mr. Mann lives at 919 Walnut, does not feel able to pay for sewer improvement; committee of Rodkey, Nelson, and Wallis to investigate, also contact tier. Godfrey and make recommendation. REGULAR ORDER OF BUSINESS RESUMED: by unanimous consent. COVUNICATIONS : GENERAL OBLIGATION BOND: 4 A letterwas read from Graves, Kizer and Graves regarding the sufficiet number of voters voting on the bond issue, which he states will have to be 4� of votes cast in November 19441, this number must vote on the proposition, they suggest M that an effort be made by the Mayor and council to get these votes. OLD AGE ASSISTANCE ON (SEWER ASSESSMENT): A letter was read from the Franklin County Welfare Department regarding John W. Campbell, 107 N. Front St., Pasco, Washington, they state it will be possible to assist Mr. Campbell with this assessment so he can pay this in three payments, Motion made by Rodkey that the proposition be accepted, motion seconded by it Diemond, carried so ordered. PROCLAMATION FOR REGISTRATION WEEK: A letter was read from Belle Reeves and attached was a proclamation setting out October 7th to 12th as registration week, the proclamation will be published. i BUS FRANCHISE: I A letter to Fred Miller from D.ff. Zent was read, whereby, Mr. Miller was advised to have his attorney draw up a franchise to present to the City Attorney,_ and council for -approval. REPORTS FROM COMMITTEES: Beck did not see Harry Custer relative to gun club property. ' John Dietrich will have franchise drawn for the approval or rejection of the l' City Attorney and Council. i LIGHTS: Casey to check proposal submitted by Roy Skill, for installation of additional lights. POST OFFICE PARKING: Both sides to be painted for twelve (12) minute parking. MR. LITTLES PLACE ON EAST LEWIS: was checked by the committee, he has two fifty 50 foot lots, but only one on Lewis Street, the committee recommend that he pay $50,00 and hook up to sewer on Lewis Street. t MR. HAMANNtS SERVICE ON EAST LEWIS: Block 134, Pasco Land Cots First Addition was discussed, accepting the original plan, whereby, Hamann was granted a request to install a sewer down the alley to serve his lots from the rear was favored by some; digging up Lewis Street was frowned upon by some; costs and changes were discussed. Having Mr. Pence make survey was suggested,in conclusion ! motion was made by Diemonds seconded by Beck that Mr. Pence be employed to make survey; present sketch of sewer extension down the alley,to derive at costs, depths, etc. An agreement would have to be drawn account alley sewer would be above basement level. McGhee to contact Mr. Pence, motion carried by roll I call vote of seven(7). Manhole on Washington 6treet to be constructed soon as crew is through laying pipe. MR. DTIORSHOK: has offered to work at the pump house a pumper from 7:oo to 9:00, thus 14 hours for 1365.00 per month with the house, another man could work from 9:00 to 7:00 thus 11 hours for $200.00 per month which would make a saving of $500.00, per year. The water manager and water committee to meet with Mrs Dworshok and talk things over. i DR. H.B. OtBRIEN: desires parking space in front of his office, council set fee at 475.00 which is equivalent to parking meter receipts, space to be first stall south of alley on West side of 4th Street, motion made by Larson that Dr. O'Brien be granted parking space same as taxis or X75.00 per year, motion seconded by Casey, carried so ordered, City.Clerk to notify Dr. O'Briens due to physical inability to get about. 1251 PASCO, WASHINGTON ADJOURNED MEETING CONTINUED COMMI__TTEE ROOM OCTOBER 7,_1946 COUNTY HEALTH DISTRICT: a pooling fund for the Health Department was discussed, Chapter 183, Remingtons Revived Statutes of 1945 covers this decision, City Attorney to give an opinion. O.L. JONES: is still in the city pump house dwelling. LIGHTS IN -1111ATER :OFFICE : Beck to check, wa,x'going to have this work done. when rooms were kalsomined. i READING OF ORDINANCES: ORDINANCE NO. 580: iI AN ORDINANCE ADOPTING THE BUDGET FOR THE YEAR 1947. THE CITY M UNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS: SECTION ONE: THAT THE CITY COUNCIL OF THE CITY OF PASCO HAS FIXED AND DETERMINED THE AMOUNT OF MONEY NECESSARY TO BE RAISED BY TAXATION FOR THE CITY•OF PASCO FOR THE YEAR 1947 AND DIRECT THAT j TAXES BE LEVIED ON THE PROPERTY OF THE CITY OF PASCO FOR THE FOLLOWING PURPOSES AND FOR THE FOLLJJVING AMOUNTS, TO -WIT: Ordinance No. 580, the annual budget, having been advertised two weeks for public hearing at this date was open for hearing, no one appeared to question or discuss the contents of the 1947 Budget. The council reviewed the entire budget which was checked aloud by Mayor Fred Huber, no changes were made and budget was adopted as advertised. Motion made by Rodkey seconded by Beck that Ordinance No. 580 be given the third reading, motion carried, motion made by Beck seconded by Diemond that Ordinance No. 580 has been given the third reading, motion carried, motion made by Rodkey seconded by nelson that Ordinance No. 580 be adopted, motion carried by roll call vote of seven (7).
