CALL TO ORDER:
I Meeting called to order at 7:15 o'clock P.M., Honorable Mayor Fred Huber Presiding.
ROLL CALL:
Roll call by city clerk, councilmen present John Beck, Karl Casey, Chas. Diemond,
Rodkey, Larson, Walter rbelson, and C.R. "allis, D.W. Zent was also present.
REPORTS FROM OFFICERS:
CITY TREASURERS: report for August 1946 was read.
POLICE DEPARTMENTS: activity report for August was read.
REPORTS FROMCOT; MITTEES :
GARBAGE contract with Dietrich; Diemond and Beck to report.
PROPERTY 4�DJACENT GUN CLUB:
Northern Pacific Railway Go. mot willing to grant more land, would like to'have 1
gun club property back. Moving gun club to a location north of wagon bridge on
Snake -liver was proposed by Railway Co., Beck to check back with Harry Ouster.
PORT DISTRICT:
In negotiating_a trade with the Port District the Port would rather buy nine (9)

k lots out right as the city has nine (9) lots more in that location than the Port.
Beck t'o check and find out if 5th Street is open to the river, motion made by I
Diemond that Beck and his committee negotiate with the port relative to exchange
of twenty five (25) lots for sixteen (16) lots and $2,000.00 cash. Pasco Property
is in clock 40, lots 1, 2, 3, and 10 to 20 inclusive; river Block, Lots 32 to
! 42 inclusive. Ports property Block 19; lots 1 to 16 inclusive (Rodgers property
lots 17 to 20 -not in this negotiation), motion seconded by Larson, carried by
s roll call vote of six (6).

BICYCLE RACKS:
Bristol said he would b-gy a bicycle rack if meter was taken out in front of his
place; Police Committee to get hold of Chief of Police, investigate, make sketch
and report back to council.
REGULAR ORDER OF BUSINESS SET ASIDE by unanimous consent.
DUNN'S BUILDING AURI.LIA AND SYLVESTER:

Mr. Dunn presented a sketch of his house but did not have property surveyed, house i
sets too close to city property line nine'(9) and seventeen (17).feet from street.
Letter to Mr. Dunn was read by Mayor Huber, whereby he was notified by City +
Attorney that the building was too close to the street and to cease work or k
construction until the city ordinance could be complied with; also suggested that 1
a survey be made and that Mr. Dunn then appear before the city council; building
inspector, Mr. Haylett was called the the meeting, arrived at 8:15 o'clock P.M!...
he suggested that the -front part of the building betaken off and extension made to
I the back, motion made by Larson. seconded by Beck that the street committee check
the situation, see that the survey is made and report back to council, motion {
carried so ordered: Motion made by Rodkey that the building inspector put in- i
structions on each application and permit printed or written,that property owner
must furnish proper information as to his property lines,,motion seconded by
Diemond, carried so ordered.
GRILL REPAIRS:
' Mr. Haylett states it was necessary that the Grill take out a permit as their
i repairs were quite extensive, they built up the floors, changed plumbing and
i heating system. i

RECREATION BUILDING furnace grate is Eyeing repaired by Jaynes.
MANHOLE in sewer back of Becks Grocery on aouth 10th & Washington to be installed
' in the near future.
CASEY had nothing to report on lights.
OLD GOLF (COURSE PROPERTY:
Diemond to check again with Deshepper.
NELSON appointed a committee of one to see Clancey on Friday relative to Navy
reunion.
PAINTING CROSSING: at highschool, Wallis to contact Booth.
OIL TANKER NOISE at high school, Police to checkand fine speeders.
THE CITY OF BELLINGHAM is trying to work out a deal with their county in regard
to air port operation.

MISCELLANEOUS:
PURCHASING 'MATER REVENUE SEWER BONDS:
A letter was read from City Treasurer E.L. Collins suggesting the retirement by
the city throukh the water department of 25 Series A-VI.R.S. Bonds, 101 to 125
inclusive, callable 1`iarch 1, 1947.
Cashing Government Bonds in the amount of $20,000.00 and budgeting ancadditional
$5,000.00 would finance the retirement. This procedure_ was favored by the council
and will be set up in the 1947 budget.

RE: ORDINANCE NO. 537:
City Treasurer E.L. Collins, wishes -to know if it is the intention of the council i
to have such liens filed, and is so, can they be a blanket form or is it necessary
to make individual filing for each piece of property. City Attorney advises that I
the notice of lien must be filed within the time specified in the Ordinance. A f
separate notice must be filed for each piece of property and the notice must be
recorded inthe office of the `'ounty Auditor in the same manner as mechanics liens
are recorded. The council favors procedure outlined in Ordinance and by City
Attorney.
QUIT CLAIM DEED (L.J. PEARSON)t
A letter to Mr. Zent from James Lacey with deed attached was read. The last
paragraph of deed states that property is being conveyed to grantee for road and
sidewalk purposes only, the council will not accept deed with any provisions,
Beck suggested that Mr. Cox make deed for Pearson, niotion made by Diemond to
turn this to Beck to have description checked and new deed drawn, motion seconded
by Gasey, carried so ordered.

ORDINANCE NO. 578: Taxi cab ordinance, motion ;lade by Beck that Ordinance No.
578 be given the third reading, motion withdrawn.
TENTATIVE BUDGET:
The 1947 tentative budget was reviewed.
FIRE HYDRANT RENTAL as per water rate revision was discussed, motion made by
Casey that the fire hydrant rental remain at $2.00 per hydrant per month,
motion seconded by Beck, carried by roll call vote of five (5); Rodkey and Wallis
voting "NO".
Minor changes inthe budget were made and set aside'for adoption.
PURCHASE OF BONDS:
Motion made by Beck that the City Attorney check into legality of purchase of
sewer bonds by cashing in Government Bonds of Water Department and appropriating
5,000.00 from operating funds of the water department, motion seconded by'
Larson, carried by -roll call vote of six (6)..
RESOLUTION NO. 268 adopting the preliminary budget for 1947 and giving due
notice that said budget is on file and that city council will meet on
Monday the 7th of October, 1946 to adopt same, motion made by Rodkey seconded by
Nelson that Resolution No. 268 be adopted, motion carried by roll call vote of
seven (7).
OaDINANCE NO. 580: 1947 BUDGET: wasgiven the first reading, motion so made by vVallis
seconded by Rodkey, carried so ordered, motion made by Nelson seconded by Rodkey
that Ordinance No. 580 be given the second reading by title only, motion carried
so ordered, motion made by Diemond seconded by Wallis that Ordinance No. 580 has
been given the second reading, motion carried.
ADJOURNMENT:
Motion made by °vallis seconded by Liemond that the meeti adjourn to next'regular
meeting night, Tuesday; October 1, 1946, eight O'clock .M., motio arried so
ordered.
