TO :ORDER; 1 Meeting called to order at eight ten o'clock Y.M., Honorable Mayor Fred Huber i presiding. ROLL CALL: By clerk,. councilmen present, John Beck, R.J. Larson, D.F. Rodkey and G.R. Wallis, - Charles Diemond arrived at nine -thirty' absent Karl ,Casey and Walter nelson. City Attorney D.V1. Zent was present. COMMUNICATIONS: BOND ELECTION: A letter was read from Graves, Kizer and Graves of September 7th and of September 9th, 1946, both letters cover instructions regarding election for General Obligation bonds and enclosed -were resolutions, Ordinance and notices. REGULAR ORDER OF BUSINESS SET ASIDE by unanimous consent. NAVY AIR STATION: i Mr. hicks with the Zimmerly Air Lines spoke to the council with reference to The, Pasco Navy Base Air Fie)_(', b.P h-_(. mad -e insnect-l.or_ o -r the field, this date and found it in first class condition in his opinion this area is badly in need of a passenger and cargo base for short haul and feeder lines as air cargo is a coming business. The Government is negotiating with afew other cities and counties working out ways and means whereby they can take over the bases no longer needed for Government operation. Rentals or fees were discussed lightly, square footage rental also percentage of gross. revenue were mentioned. i The county feels that this would be too big an operation and would soon become a white elephant.- Zimmerly plans to move from Lewiston to Pendleton by the first of the year, will make survey of Pasco Base-C.A.A. Range Station, was + discussed, keeping range as now e stablished is favored. A planning committee has been set up by the Governor, Pasco might receive some assistance from fund. Status of law to be checkeDregarding municipalities taking over air bases; Mr. Hicks would like to meet with=the council at some later date. LIGHTING PLANS -(ROY SKILL): A letter to Roy Skill from J.F. Whitney was read, this contained a summary of lights now in the city system and a chart of recommendations. Mr..Skill states the overhead lighting is much cheaper; new additions will need lights, provisions should be made now for the budget; Mr. Vlhitney will work with the committee,( REGULAR ORDER OF BUSINESS was resumed by unanimous consent. THE 1947 TENTATIVE BUDGET was reviewed by the Mayor and council, Charles Diemond arrived at this time, City Clerk was excused to help with the City Election.
