CALL 'TO ORDER:
Meeting called to order at eight five o'clock P.M,, Honorable Mayor Fred Huber
presiding.

Nelson, D.F. Hodkey and C.R. Wallis, Charles Diemond arrived at 8:15 o'clock,
City Attorney D.11, Zent was also present.
REGULAR ORDER OF BUSINESS SET ASIDE: by unanimous consent.-
RIVER
onsent.RIVER BLOCK PROPERTY:
Scott Roff appearing for the Port of Pasco, wished to negotiate a purchase or
trade with the city for their property in River Block Addition, Lots 32 to 42
inclusive, which joins the port property, Building committee to check lots,also
property to be considered for trade.
CENTRAL SAND & GRAVEL CO.:
Mr. Powell and vdendell Brown reported again on progress being made in re -locating
property owners in Block 15, East Grays Addition, Brown states he has done all
he can and would like to be dismissed. The final action to be taken is up to
Blanton and Martin, they do not seem to be a -le to come to an agreement. Powell
requested some suggestion from the council regarding the continuance of operation
if they move back toward the spur track North of Ainsworth, Zent says they should
pay for gravel used out of streets and alleys. Pulling dirt from noll North of
present pit into the pit for fill was suggested by the Niayor. Powell will do
all possible to push settlemen, would like to have court hearing date seat
ahead to September 16, 1946, this was favored by the council.
MR. O.L. JONES:PUMPLR DISCHARGED:
Mr. Jones states he had been fired by the Water
Manager and would
like to be j

informed why he is being let out, he was requested
to leave the
room until
his case was considered, this he did without dissent,
the general
opinion
was that his service was not satisfactory and he
was not cooperative,
he
returned and was informed that this would not be
taken over the
Whter Managers
head.
MR. MERRILL: Spoke briefly on the discontinuance
of his companys
services as
fiscal agent for the Filtration Plant Bond Issue.

An estimated appraisal on city owned buildings was presented by Irigg and M.C.
Merrit which amounted to §,;171,305.00, this was thought to be rather high, motion
made by i4elson seconded by °Vallis that the building committee investigate and
bring in report, motion carried so ordered.

A petition signed by approximately twenty (20) signers was read requesting a
street light be placed at the corner of nelena and bouth Elm; the Pacific Power
& Light Co. is making a complete survey of the city for locations badly in need
of lights, they have a man here for that purpose and expect to have installation
material available in the near future, Casey to contact racific Power & Light Co.
for progress report.
REPORTS FROM COMMITTEES:
BUILDING COMMITI.'EE reports the roof and cooler at the U.S.O. building needs
repairing badly; the pumps in coolers are not working satisfactorily, the waste
water is damaging the roof, the Mayor suggested that this repair be held up
until after May 1, 1947 for renewal of lease. The furnace is not working good
and is considered unsafe, Rodkey to check.
DIEMOND presented a memorandum with the description of city owned property in
Section 34 known as the old casco Golf course. It will be necessary to locate
deed for all property owned by the city in this Section; also the amount in acres.
De shepper would like to know soon as possible what the.city council really wants
i to do with this property.
CEMETERY: The Irrigation District owns property adjacent the cemetery to the
East; a strip is needed for city buildings, it might be possible to negotiate
_this in a trade. Fry is moving out of the cemetery dwelling and Shaw is moving
in.
CIVIL SERVICE: commission is interested in a pension set up for Police and Firemen,
City Clerk to check and inform committee by letter. The committee is desirous
of a place for the safe keeping of their records, the council favored a steel file
that could be locked and placed in committee room.
STREET COMMITTEE: recommend paying for and keeping second pump for lull loader
when same is returned from Portland.
CUTTING CURBS: Wallis has checked with Haylett as to length and proper procedure
for this service. Crossing at highschool will be painted in the near future.
MANHOLE NEAR BECKS property, check to be made by Rodkey.
SEWAGE DISPOSAL PLANT SITE at George McCullough's place down the river was dis-
cussed, also water revision rates, Northern eacific rates should be raised same
as Government Contract now existing with Northern Pacific, stipulates a sixty
(60) day notice, motion made by Nelson seconded by Beck that the Northern Pacific

AN ORDINANCE PROVIDING FOR THE ACQUISITION, CONSTRUCTION AND INSTALLATION OF A
WATER FILTRATION PLANT AND FACILI'T'IES BY AND FOR THE CITY OF PASCO, BEING AN
ADDITION TO THE EXISTING MUNICIPAL (NATER SYSTEM OF SAID CITY, THE COMPLETED
WORKS OF WHICH SHALL BE OWNED, CONTROLLED AND OPERATED BY SAID CITY, THE FORE -
G FOING ACQUISITION, CONSTRUCTION AND INSTALLATION BEING EXPRESSLY SUBJECT TO THE
APROVAL OF THE QUALIFIED ELECTORS OF PASCO AT A SPECIAL ELECTION HEREIN PROVIDED

in case the grant`was not received would it in any way effect the election.,.
City Clerk to make inquiry of Graves, Kizer and Graves, motion carried.
UNFINISHED BUSINESS:
BICYCLE RACKS: for parking to be established.
JOHN DIETRICH: desires a contract from the city for a period of five (5) years,
Diemond and Beck to investigate and make report.
PUMP HOUSE should be open to visitors, motion made by Rodkey seconded by Casey
that the pump be open to visitors from 1 to 4 daily, to adults only, motion carried
so ordered.
PARK Mr. Griffith special agent at the park will be through work the last of
September. 'i
COOLING SYSTEM: Air vents not properly finished also water drain, Nelson to
check, also eve trough, Bunch stated he would make installation for a figure
not to exceed $775.00.
HUTMENT: adjacent City Hall badly in need of a paint job, veterans will furnich
the paint, motion made by Beck that Brickey be authorized to furnish a man and
spray gun to paint hutment adjacent City Hall, motion seconded by Casey and
Carried so ordered, Wallis to so inform Brickey.
j SETTING BACK POLES on 5th Street, Wallis to furnish Pacific Power & Light Co.

WINDOW WELL BLOCKS: in alley between Pasco Auto and Title Trust Building should
be moved also between Pence Building and Theatre, they obstruct the alley way
?'Vallis to measure alley and notify City Attorney, dVella should be leveled and

NEW BUSINESS:
MARY YAMAUCHI'S CAFE:

An application presented by Mary Yamauchi to operate a cafe at first and Lewis
was read, motion made by Beck seconded by Rodkey that the license be granted,
motion carried..
GUN CLUB PROPERTY:
Purchasing property adjacent Gun Club for skeet range was -discussed, $3,000.00 i
has been quoted as a purchasing figure, Beck to contact Government or Northern
Pacific regarding property in the same location.
PUMP HOUSE SITE: on Government property leased to the Northern lacific Railway
Company, City should own 12th street for pipe lines, City 'ttorney to report back
on this.
ADJOURNMENT:
Motion made by Beck seconded by Diemond that the meetLng adjourn to Tuesday,
September 10, 1946, eight o'clock P.M., motion carried.
