CALL TO ORDER:
Meeting called to order at 8:03 otclock P.M., Honorable Mayor Fred Huber presiding.
ROLL CALL:
By clerk, councilmen present, Charles Diemond, R.J. Larson, D.F. Rodkey and
C.R. Wallis, John Beck arrived at 8:15 otclock, City Attorney D.W. Zent arrived at
8:45 otclock, councilman Karl W. Casey and Walter Nelson were absent.
COMMUNICATIONS:
REQUESTS LEAVE OF ABSENCE(DENNIS HUNTLY):
A letter to the Civil Service Board, Mayor and Chief of Police, from Dennis H. Huntley
was read requesting three (3) months leave of absence effective September 1, 1946,
to oDnsider another position, -Mayor Huber reports the civil service board recommend
that the leave not be granted, motion made by Rodkey seconded by Diemond to accept
the civil service boards recommendation, motion carried so ordered.

A letter was read from L.A. Matthias, Fire Chief, desiring to purchase 100 feet of
fire hose from three separate companies for the purpose of determining the quality j
needed for future purchases, motion made by Larson seconded by Diemond granting the
authority to purchase, motion carried, Wallis to sign purchasing orders.
GRAVEL PIT SITUATION:
A letter from Wendell Brown and his report to Charles Powell were read pertaining
to progress being made on property exchange in Block 15, Grays Amended Addition,
discussion followed, motion made by Beck seconded by Diemond to accept the report,
motion carried so ordered. I�
R.J. LARSON: was appointed by the Mayor to act with the National Aeronautical �!
11 Association as a member of the committee. ,
READING OF ORDINANCES:

ORDINANCE NO. 577: !

AN ORDINANCE REGULATING REGULATING THE LAYING AND INSTALLING OF SEWER PIPES WHERE if
THE SAME CROSS THE WATER MAINS OR PIPESIN THE CITY OF PASCO AND FIXING A PENALTY `
motion made by Diemond seconded by Deck that Ordinance No. 577 be given the third
reading, motion carried, motion made by Rodkey seconded by Larson that Ordinance
No. 577 has been given the third reading, motion carried, motion made by Beck
seconded by Diemond that Ordinance No. 577 be adopted, motion carried by roll call
vote of five (5).
ORDINANCE NO. 578:
AN ORDINANCE AMENDING ORDINANCE NO. 566, BEING AN ORDINANCE RELATING TO THE
q CONVEYANCE OF PASSENGERS AND BAGGAGE FOR HIRE, AND PROVIDING FOR TAXICAB OPER!iTORS
LICENSE AND REGULATING THE OWNERSHIP OF TAXICABS AND TAXICAB COMPANYS IN THE CITY OF
PASCO --motion made by Beck seconded by Diemond that Ordinance No. 578 be given
the first reading, motion carried, motion made by Diemond seconded by Larson that
Ordinance No. 578 has been given the first reading, motion carried, motion made by
Beck seconded by Wallis that Ordinance No. 578 be given the second reading by title
only, motion carried, motion made by Diemond seconded by Wallis that Ordinance
No. 578 has been given the second reading, motion carried.
RESOLUTION NO. 264:
Resolution No. 264, revoking Resolution No. 263 being a resolution authorizing the
hiring of Richards & Blum as fiscal agents, motion made by Rodkey seconded by
Larson to adopt Resolution No. 264, motion carried by roll call vote of five (5).
RESOLUTION NO. 265:
A Resolution fixing rentals for short periods of time for the building known as
' The U.S.O. Building, to wit:
Minimum rental for any portion of one day $15.00.
Maximum rental for any portion -of one day 05.00, excepting for luncheons and
for luncheons the rate shall be 25¢ per plate, and for activities where
admission is charged the rental shall be fifteen per cent of the gross
receipts for admission. Motion made by Rodkey seconded by Nallis to adopt
Resolution No. 265, motion carried by roll call vote of five (5).
�i OLD GOLF COURSE PROPERTY:

Henry Deshepper spoke to the council about having old golf course property returned
to the irrigation District to be resold in 10 acre tracks, there was thought to be
140 acres or more. Diemond and Wallis to check property, wonership and restrictions
if any, noted on deeds.
TENTATIVE BUDGET FOR 1946:

City Clerk furnished each member a copy of the monthly budget of all departments.
The tentative -budget was -considered briefly.

year, motion made by Rodkey seconded by Diemond that the building committee
have power to act on what they deem necessary, motion carried by rollcall vote
of five (5). Safety valve and grates on furnace out of order, should be
replaced, Nelson, Rodkey, and Beck to check Labor Day.
PROPERTY FOR PORT DISTRICT:
The port district through Scott Roff is requesting to purchase city owned beach
property, building committee to check.
SERVICE STATION ON SOUTH 4th and 6olumbia: Cutting curb on 4th and Columbia
was discussed, Ordinance to be reviewed, permit to so do must be obtained from
the building inspector.
STREET LIGHTS: A check will be made for additional installations, Rodkey, Larson
and Casey to check and hand in report.
CAUTION LIGHT ON 10TH AND AINSINORTH: was discussed, a wide yellow line on
South side of Ainsworth might help, Police could fine a few which might also
help.
BICYCLE PROBLEM:
Parking bicycles on the sidewalk , committee to check with Chief of Police for
Parking rack locations, Police should also check for riding violations.
PAINTED CROSSING AT NIXON:
Crossing street at Nixon from Highschool, motion made by Rodkey seconded by
Beck to'paint diagional line crossing from highschool to Nixon, motion carried
so ordered.
ADJOURNMENT:
At 11:45 o'clock a motion to adjourn to next regular meeting Tuesday, September
3rd, 1946, 8:00 o'clock, P.M. was made by Beck seconded by Diemond, Carried so
ordered.
