No quorum was present, Mayor Fred Huber recessed the meeting to Thursday at
two P.M. August 22, 1946.

Meeting called order at 2:00 otclock P.M. by Honorable Mayor Fred Huber, councilmen
present John Beck, Karl Casey, Chhs. Diemond, Walter Nelson, D.F. Rodkey,a.O R '_1N9Lllis,
Attorney D.W. Zent aorived at 3:15 o'clock P.M., R.J. Larson was absent
BOND ATTORNEY FOR BOND ISSUE
Graves of the Graves, Kizer and Graves, Law firm in Spokane, Washington was
present and discussed handling -che proposed filtration plant bond issue and
election proceedings, unable to state off hand about transfer or cancellation of
Sewer Revenue bonds in the amount of 1551000.00 all ready authorized; but will
advise what action can be taken; will give opinion aft r all manuscripts have
been examined; in regard to the General UbligationGf3' Se authorized by a vote
of the people; they expect to prepare all notices, resolutions and ordinances,
also instructions regarding election and bond sale, make bond form only for
$2,500.00 but not printing, selling or call for bids; questions were asked and
discussionrentered into. Bonds are to be sold on the open iparket, Mr. Graves
went over town for a few minutes while the council considered the proposition;
on his return, getting information from John W. Cunninghams office for Ordinance
data was discussed, sending a man down there for this purpose seemed logical, motion
made by Beck seconded by Casey that we grant permission for a man to go to
Portland for this data with an expense allowance up to $10.00 per day with a
maximum of $75.00, motion carried so ordered. Authorizing payment through 1947
Budget was agreed upon, Graves Kizer and Graves will contact Cunningham's office
by phone and if possible to get desired information, they will not have to make
a trip to Portland, motion made by i4elson seconded by Casey that we hire Graves,
Kizer and Graves for $2,500.00 as special attorneys for Filtration Plant Bond
Issue and election with expenses to Portland to see John W. Cunningham & Associates,
with reference to Filtration Plant Bond, one trip only, all expenses to be paid
through the 1947 budget, motion carr*ed by roll call vote of six (6). Graves
states he will get all information down here August 31st, if not all bets are off.
MR. ZENT arrived at 3:15 otclock, Mr. Graves made inquiry regarding number of days
for notice before election on Bond Issue, Mr. Zent thought Graves should find
that information out for himself since his company had been hired as special attorneys.+
FINAL FORMS ON STATE DEVELOPMENT BOARD GRANT:
Final forms and instructions,were received August 12, and are ready to be forwarded
to the Board, motion made by Beck seconded by Nelson that t1w Beardslee Merrell be paid
$100.00 for preparing forms and $25.00 expense in connection with State Grant,
motion carried by roll call vote of six (6).
