CALL TO ORDER: t
Meeting called to order at eight fifteen P.M... Honorable mayor Fred Huber presiding.1
ROLL CALL:
By clerk, councilmen present, Charles Biemond, Walter Nelson, D.F. Rodkey and tl
C.R. Wallis, R.J. Larson arrived at eight twenty five; absent were Rohn Beck
and Karl Casey, City Attorney D.W. Zent was also present.
REGULAR ORDER OF BUSINESS SET ASIDE: by unanimous consent.
OLD PASCO GOLF COURSE PROPERTY:
H. De schepper, Secretary of Franklin County Irrigation District No. 1, requests
that the City improve or develop their property in section 34, or return it
to the Irrigation district to be improved with grapes or cultivation of some
other type, the N2 of Section 34 with the exception of twenty (20) acres was
supposedly deeded to the city for recreational purposed in about 1934, this will �
be taken under consideration.
AGREEMENT VETO READ:
Mayor Hubers vett of agreement from Richards & Blum was read, Richards & Blum
desire to be employed by the city as fiscal agent. 1�1r. Piper spoke to the
R council regarding bond purchase.and contract covering General Obligation and
Revenue bonds, the contract was _.ead by Mr. Piper and turned to the Mayor.
Through the company he represents which is Grande & Co., Inc. of aeattle,
Washington for issuance and sale of approximately $150,000.00 of General
Obligation Bonds for 14/ of principal amount of bonds issued; forms, notices,
etc., to be prepared by Preston, Thorgrimson, Horowitz and 'Turner, also legal
opinions of an estimated 63 000.00 principal amount, General Obliga`t'ion bonds
they offer to purchase for 4198.00 per aP'100.00, some favored Mr. Pipers offer
if they would agree to do the work'for .$20500.00 and 3% bond issue and bid on
both issues. Spokane firm by the name of Graves, Kizer, and Graves that were
of the opinion they could handle bond deal complete $2,500.00 orl-possibley
$2,000.00, motion made by Rodkey seconded by Diemond that the Mayor call
Graves, Kizer and Graves on the phone the first -thing August 21st and have
them come down here for conference with council, motion carried so ordered.
SELECTIVE SERVICE BOARD:
Vic Small was present for a report on headquarters for Selective Service Office,
Nelson recomended that some of the things be moved out of the Recreation Library
and they be allowed to make temporary headquarters there for a rent of $50.00
per month, motion made by Rodkey seconded -by Diemond to accept the chairmans
recommendation, motion carried so -ordered. The board desired a lease but was
informed that this could not be arranged and a month to month basis seemed to
be the best policy, a thirty (30) day notice would be given, if changes had to
be made.
CENTRAL SAND & GRAVEL COMPANY:
Wendell Brown reports that negotiations are under way to move houses from present
location in Block 15, Grays amended Addition to Pasco to other sites, more
contacts have to be made this week, final report to be ready by lst meeting in
September. The case against the gravel company to abate the nuisance is set
r for August 26th, City Attorney states this date can be set ahead to September
9th, motion made by Rodkey to agree to City -Attorneys request and set hearing
to September 9th, motion seconded by Larson, carried so ordered.
WATER EXTENSION:
Wendell gown request that the North 'Nest quarter of Block one, O'Keefes Second
Addition be furnished city water service, this would make available twenty
two building.sites, the price of installation was discussed, Rodkey favors
amending Ordinances to equalize cost of installation, motion made by Rodkey that
the City Attorney look into proposed amdndment that costs be equalized, motion
seconded by Diemond, carried so ordered.
REGULAR ORDER OF BUSINESS: resumed by unanimous consent.
NORTHERN PACIFIC RAILWAY CD MPANY SEWER CONNECTIONS TO SEWER SYSTEM:
A letter and agreement from the Railway Company was read, motion made by Rodkey
seconded by Diemond that the agreement be accepted and City Clerk bill the
company for connection services, motion seconded by Diemond, carried so ordered
Agreement to be filed.
NAVAL AIR BASE:
A letter was read from J.F. 'Regforth, Commander, Thirteenth 1laval District stating
in part that if the city desires to make additional sewer connections within
the City limits a request if received will be forwarded to the Commander.
The 1°avy Base wishs to empty raw sewage into the City systems and the Government
is willing to consider the desired of the city, motion made by Rodkey that the
City Clerk answer this letter and state citys object is to use Navy sewer for
connections whenever necessary, Government has lease on five feet up'"street,

apart, therefore it will be impossible to place two sewer lines and one water
main in street to permit necessary additional connections to the city limits,
motion seconded by Wallis, carried so ordered
EMERGENCY HOUSING RECLAMATION EMPLOYEES:
A letter was read from Gene M. Conger, Housing Expediter, stating that they are
cooperating with the bureau direct in securing housing units.
QUIT CLAIM DEED (L.J. PEARSON):
A quit claim deed from L.J. Pearson and wife; deeding property in Blodk 158,
Pasco Land Companyts First Addition to Pasco, litTashington"was read., paragraph five
provides that this property be used for street and sidewalks only and in event
said property is not used for said purpose within two years from date of deed,
property shall revert to Grantors." motion made by Rodkey that paragraph five be
eliminated, deed to be rewritten and submitted in place of one just read, motion
seconded by Wallis, carried so ordered.
HOSPITALIZATION, POLIO EMMERGENCY:
A letter was read from J.W. Sprouse chairman of the hospitalization committee,
asking the city council to use U.S.O. Building for this purpose in case of a
polio emergency, motion made by Diemond seconded by Wallis to make the
smallest hutment in Sylvester Park available to the polio committee in case of
a necessity, -motion carried so ordered, City Clerk to notify by letter.
SEWER CONNECTION PAYMENTS (NO BUILDINGS):
City Attonney letter was read rendering an opinion on changing Ordinance by
amendment to cover sewer connection charges to property owners onfeTU property not
improved; his opinion is that the city has no power to compell the payment of
sewer connection for property on which there are no buildings, no water is used or
other sewer matter.
PHILLIP M. BOTCH (CONSULTING ENGINEER):
A letter was read from Phillip M. Botch solicit4polring work for the city in the
field of civil engineering.
W.J. DORNER-CIVIL ENGINEER: located at 415 W. Clark also: wishes to serve the city
in this capacity.
BARN AT CEMETERY: Commissioner Fanning suggests that the city make an offer on
property now occupisd by a barn adjacent the cemetery, city should own this
piece of property, Chas. Diemond to contact Irrigation District or County Commi-
ssioners regarding this purchase.
REPORTS FROM COMMITTEES:
Nelson reports Roy Shaw is back and is anxious to move in cemetery house, City
Attorney to notify Raymond Fry to move by 5th of September, ('3-t-y—A-t-torney to—s-o
VOLUNTEER PARK CARETAKER Chappell has resigned, City Clerk to check with Harry
Sandstedt.
REGARDING PIN BALL AND SLOT MACHINE ORDINANCE: City Clerk to write Pullman for
copy of their ordinance.
A STOP SIGN : or yellow strip or both are needed at South 10th and Ainsworth
account motorist cutting corner.
LOW PLACE ON 10th & WASHINGTON: Brickey to install a sump.
WATER RUNNING FROM COOLERS : should not be allowed to run across sidewalks and
down streets, bad condition at the Laundry, peon Sign Co. on Tacoma, Motor
Supply -4th & Clark and others. An Ordinance was recommended for correction -
Wallis to make further study.
SEWER CONNECTION FOR LEE -PERRY:
Lee -Perry & Co. are making an extension to their undertaker parlor, the sewer
runs to T alley, the chairman of the sewer committee recommends that they be
allowed to hook on in alley at rear of Eagles Club, motion made by Nelson seconded
by Larson that the recommendation be accepted, motion carried so ordered.
GRIGGS SEWER CONNECTIONS: in Block 9, Kurths Addition, Griggs states he is unable
to secure cast iron pipe to comply with city ordinance, Griggs is requesting to
use vitrified pipe in the house and out side the orangeburg to property line,
motion made by 1°elson that this be turned to sewer and water committee with
power to act, motion seconded by Diemond, carried so ordered.
READING OF. ORDINANCES:
ORDINANCE NO. 577:
AN ORDINANCE REGULATING THE LAYING AND INSTALLING OF SEWER PIPES WHERE THE SAME
CROSS THE WATER MAINS OR PIPES IN THE CITY OF PASCO AND FIXING A PENALTY
Motion made by Nelson that Ordinance No. 577 be given the first reading, motion
seconded by Rodkey, carried so ordered, motion made by Diemond seconded by Rodkey
that Ordinance No. 577 has been given the first reading, motion carried.

Motion made by Rodkey seconded by Wallis that Ordinance No. 577 be given the
secdnd reading by title only, motion carried, motion made by i4elson seconded by
Rodkey that Ordinance No. 577 has been given the second reading, motion carried
so ordered.
UNFINISHED BUSINESS:
Lights on West Clark Street and poles for overhead lighting was discussed with no
action taken on poles; Casey and w mmittee to check again on locations for
additional light5in residential sectionsincluding West Henry.
,1iATER RATE REVISION:
it A letter was read from John W. Cunningham & Associates which embraced their rec-
ommendations for water rate -revisions, Rodkey requests a copy for study, a short
discussion was entered into, further study to, be made.
EQUITABLE SEVER CHARGES: for the Northern-'acific Railway Co. effective Januaryl,
L 1947 was turned to the water manager and sewer committee for recommendation.
RECREATION BUILDING RENTALS: A $75.00 maximum and a $15.00 minimum for one day,
eL arges based on 157o of gross receipts for admission, .motion made by Nelson seconded
by Rodkey that the Shrine be billed for $75.00 rental on U.S.O. Building, used
for Shrine Benefit the fore part of June, 1946, motion carried, motion made by
Rodkey seconded by Diemond that the city Attorney draw a resolution covering
rental rates to be charged on Recreation Building, motion carried.

RAISE IN SALARY: of assistant purchasing agent,'retroactive to July 1, 1946 to
be paid from extra hire salary in Clerks budget, City Treasurer to receive retro-
active pay from July 1, 1946 for extra work on sewer extensions to be paid from
extra hire in City 'reasureres budget, motion made byTZodkey seconded by Larson
that extra compensation as afore mentioned effecting d assistant purchasing
agent and Treasure be granted, motion carried by roll call vote of five (5).
CROSSING at 4th and Railroad spur track needs to be repaired, also a bad place in
front of fire station.
PORT DISTRICT_ desires to purchase property on shore line between port and Bridge,
Public Building committee to investigate. Tack and puncture weeds within the City
limits are very bad, county has sprayed oil for this menace, Street and alley
committee to investigate.
MR. LAMPSON: adjacent West side water tank will have rubbish all cleaned away by
the last of the week.
