CALL TO ORDER:
Meeting called to order at eight otcloek P.M, Honorable Mayor Fred Huber pre-
siding.
ROLL CALL:
By clerk, councilmen present were John Beck, Karl Casey, Charles Diemond,
R.J. Larson, R.J. Larson arrived'at eight twenty otclock, D.F. Rodkey and.
C.R. Wallis also City Attorney D.W. Zent. Walter Nelson was absent.
REPORTS FROM COMMITTEES:
FIRE COMMITTEE: reports nothing has been done to correct fire hazard "at the
rear of Bills Place and the M. & M. Cafe on West Lewis, City Attorney to write
V.F. Walker and W.P. Godfrey to abate the nuisance.
BIDS ON PIPE: from Hugh G. Purcell and Hughes were reviewed, Hughes can make
delivery in 200 days. Hugh G. P.ercell could make delivery in twelve (12) to
fourteen (14) months, motion made by Diemond to award the bid to Hughes, bidding
for the Pacific States, City reserves the right to cancel all or any part of
this shipment prior to forty five (45) days of shipping date, motion seconded
by Larson, carried by roll call vote of six (6).
CIVIL SERVICE: Mr. Cruzen reports on Civil Service examinations, lie states the
Police eatrolman passed a good examination, there is no one available on either
Police or fire availability list, he recommends a raise in pay to hold present
empl6yees; Chief of Police A.L. McKibbin, D.W. McGhee, water Superintendant and
I.N. Brickey, Street Superintendant submitted a list for salary'revision which
scaled from 9 to 121 cents per hour raise requesting that this raise be ret
roactive to July 1, 1946, motion made by Beck to pay both Police and Fire
Department $25.00 raise each per month,,:retroactive to July 1, 1946, motion
carried by roll call vote of seven, motion made by Rodkey seconded by Beck t�o
admit City Clerk, City Treasurer'san'other full time salaries except Park&nd r
Library, motion carried by roll call vote of six (6).
READING OF ORDINANCES AND RESOLUTIONS:
RESOLUTION NO. 263:
Resolving to employ Richards'& Blum, Inc. of Spokane, Washin ton as .fiscal
agents for the City in assisting the financing AYd installain�"of said Filtration
Plant, motion made by beck seconded by Diemond to adopt the Resolution, motion
carried by roll call vote of six (6).
ORDINANCE NO. , 76:
AN ORDINANCE PERTAINING TO FIRE HAZARDS IN THE CITY OF PASCO, REGULATING THE
HANDLING AND BURNING OF TRASH: REQUIRING NOTICE TO THE FIRE DEPARTMENT OF
SHUTTING OFF WATER -OR CLOSING STREETS OR OTHER A CTS WHICH MIGHT INTERFERE
WITH THE FIRE DEPARTMENT IN THE PERFORMANCE OF THEIR WORK OR DUTIES.
Motion made by Beck seconded by Casey that Ordinance No. 576 be adopted, motion
carried by roll call vote of four (4). Rodkey and Wallis voting "no".
AMENDMENT FOR SENER ORDINANCE:
City attorney to give opinion, the recommended amendment,would effect newer
charges to all property where service is available.
GRAVEL PIT SITUATION:
Mr. Powell asked for more time on court hearing to make detailed report by the
26th of August, Mr. Zent agreed to extend time of hearing to September 9, 1946.
LOW PLACE ON 10TH AND WASHINGTON:
This was main discussed at length, Wallis to investigate with Brickey and make
report.
LIG'.-!TS ON WEST HENRY:
Casey to make report.
REPLATING BLOCK158:
L.J. Pearson is building on Block 158, Pasco Land Companys First Addition, he
agreed to place a deed to 40 feet off this block on Lewis Street and 40 feet
on 14ehe in escrow at the Pasco bank, this has not been done; for this deed he
expects to locate building as per present plat and has asked to have the alley--
vacated
lleysvacated and block replated.
COOLER:_ at City Hall susposed bo be completely installed by the first of the
week.
AGREEMENT WITH NOR^1HERN PACIFIC RAILWAY CO.: covering sewer connection charges
and annual fees, has been returned to Railway Cots office in Seattle for final
signature.
LAYING (RATER AND SEWER PIPES IN CLOSE PROXIMI^1Y: Ordinance to be drafted by City
Attorney to cover like instalations.

CAUTION LIGHT AT 10TH AND AINSWORTH:

�I. State man recommends taking a count.before"deciding on type of caution light,
State equipment to be used in making count. A 25 mile per hour sign is to be
established at the bridge. {

POLES FROM FEDERAL HOUSING AUTHORITY: City waiting to hear from Surplus Nroperty.
SPEIRIS GARAGE: City Attorney is waiting.for a reply to his letter. w
I NEW BUSINESS:
REMOVING TREES IN PARKING: Request made by Woods Key Shop, motion made by
Beck that all property owners on Lewis Street be given permission to remove
trees from parking if they so desire, motion seconded by Casey, carried so
ordered.

J.W. SPROUSE: wishes to black top street in front of his place between curb
and hard surface, will do this at his own expense, wants to locate black top,
Wallis to check.
i` 'TITLE TRUST BUILDING ENTRANCE: well should be installed inside of building
rail pipe, creates a hazard at the alley.
BUILDING COMMITTEE: to check wall at foot of stairs in City Mall, plaster is
crumbling, a section needs replastering, motion made by Rodkey to have this
place patched, motion seconded by Diemond, carried by roll call vote of six(6),
Rodkey to look after this work.
CITY CLERK: to write Halverson for information regarding his comm,ttment re-
garding Memorial Park site.
AT 10TH AND AINSWORTH: the corner is being cut by Plotorist at the Drive inn
Lunch, painting a yellow line,; installing stop sign button or painting stop
sign were all considered, Wallis to investigate and make report,.
JAIL REMODELING: TYe need of more space and facilities was reviewed by the
Police Chief, building committee to check and report at next regular meeting.

TRAILER SALES LOT-G.G. BARriHILL: Mr. Barnhill applied to operate a trailer sales
lot at 320 West ewis was read, motion made by Beck seconded by Rodkey to issue
license, motion carried so ordered.
ADJOURNMENT:
Motion made by Casey seconded by Diemond that the meeting adjourn.to next
regular meeting night, Tuesday August 20, eight of ock P.M. Potion carried.
