Larson, Walter Nelson, D.F. Rodkey and C.R. Wallis, also D.W. Zent City Attorney. r REGULAR ORDER OF BUSINESS SET ASIDE: by unanimous consent. f GRAVEL PIT SITUATION: { Mr. Powell reports that arranggments have been made by Bendel Brown to move houses in Block 15, Grays East Riverside Addition to lots, donated by arold Blanton in the same addition that have sewer and water but the property owners would like to be moved to another location in the City but it is doubtfull if these houses could be moved very far with out falling apart. Mr. Powell states that this is a report on progress being made. REGULAR ORDEROF BUSINESS RESUMED: Motion made by Beck seconded by Casey to return to the regular order of business, motion carried. Motion made by Beck seconded by Casey that the first order of business be to nominate a Mayor, motion carried so orderdd Mayor Pro -tem nominated Fred Huber as Mayor to fill the unexpired term. Motion made by Beck seconded by Casey that the nominations be closed, motion carried Nelson voting "no", .. By roll call vote on nomination of Fred Huber for Njayor,'Beck, Casey, Diemond and Larson voted for the nomination, Rodkey ' did not vote, 1�elson and Wallis voted "no". Motion made by Beck seconded by Casey that Mr. Huber be caned at this time to take charge of the meeting, motion carried. Full filling the unexpired term was questioned; City Attorney requb-sted that nomination be reworded. Motion made by Beck seconded by Casey to reopen nomination account error made in form of nomination, motion carried. REGULAR ORDER OF BUSINESS SET ASIDE: I Motion made by Beck toset aside regular order of business and hear from visitors motion seconded by Diemond, carried so ordered. SELECTIVE SERVICE BOARD: Victor Smull, Mr. Kerfoot and Col. Felts ask for assistance from the City in finding an office location for the Board. Mention was made of the 1}utments, Library and Recreation Building, Col. Felts stated they had to be located by September lst., they are allowed $50.00 per month for rent, their staff consists of three board members and a full time clerk. The Red Cross have offered temp- orary quarters at Shoshone and North 4th, Mayor to appoint a committee later to check city facilities. Two representatives present were heard from. Iblotion made by Rodkey seconded by. Diemond that the bids be turned to the water committee for extension,- studyj,,and report. Recommendation at an extended meeting, motion carried so ordered. REGULAR ORDER OF BUSINESS REST.MED: by unanimous consent. COLLECTING SEWER CONNECTION CHARGED: Setting up formula or out line by the Treasurer for making sewer collections was authorized by the council but no mention was made as to who was to do the collecting, Mr, Collins, City Treasurer wishes to have forms set up or printed to notify property owners now unpaid. It is not intended to force payment by shutting off water, motion made by Diemond seconded by Rodkey that the Treasurer be authorized to collect sewer connection charges, motion carried so ordered. DEPARTMENT OF HEALTH PIPE LAYING STANDARDS: In.responce to an inquiry by the City attorney regarding the State Standard for Sewer and Water pipe crossings, a lettervas read from the State Department of Health in part as follows: (1) Where the se•,er pipe is laid below a water main, a minimum lateral distance of 10 feet between pipe is required; (2) Where the sewer pipe is laid above a water main, a minimum of 25 feet between pipe is required; (3) Nhere unusual local conditions necessitate the placing of the pipes at a lesser distance than that required above, it will be necessary to use cast iron iron pipe with leaded joints for the sewer; and (4) Wherever house connections pass over the. water main, a section of cast iron pipe with leaded joints for a'distance of 10feet laterally on either side of the water main is required. Plans for any improvements or extensions in the water system or sewerage system should be submitted to this office in triplicate for review and approval. Motion made by Wallis seconded by lliemond to place letter on file, motion carried. QUIET TITLE -DAVID ZIER AND WIFE: A summons of compla�nt by '-avid and Larean Zier to clear title on lot 6 in Block 15, Northern acific Railways Companies plat to Pasco, claims against the property for water service and how credited was stated, motion made by Rodkey seconded by Nallis to turn complaint to City Attorney for collection; amendment i added that the City Attorney answer the summons and defend claim, amendment accepted, motion carried so ordered. POSTING KI017ANIS BEACH: A letter was read from the Pasco Kiwanis Club stating a resolution was passed by_the club endorsing the posting of the polluted beaches by the proper health authorities and pledging their support with the posting. Sa4iples recently taken indicate serious pollution, Nelson to contact health Department, motion made by Rodkey that Nelson be given authority to get signsmade and posted, motion seconded by Diemond, motion carried so ordered. CARD TABLE LICENSE REFUND: Refunding card table license application fee of $100.00 paid by E.G. Burgess and E.A. Sewell at the Mint, Tacoma and Lewis was sanctioned by the council, motion so made by Beck.seconded.by Diemond, carried by roll call vote of seven(7). CHIEF OF POLICE: activity report for July, 1946 was read. Minutes of the Recreation Committee for June 7th and August 5, 1946 were read. CITY TREASURERTS: report for June and July was read. PASCO, 'WASHINGTON REPORTS FROM COMMITTEES: CLEANING CITY HALL OFFICES AND HUTMENTS:; three extimates were receivedas follows: ALFRED B. QUORN flat wall paint or kalsomine, plaster cracks filled, wood work kept clean for �p353.00; Hutments Sylvester Park, two coats paint, no repairs $240.00. D.D. DOBYTTS & A. De FREESE:Kalsomine or Flat Wall Paint -one coat $245.60; Hutments Sylvester Park -2 coats outside paint lead and oil base $240.00; Gas Pump $4.00. JOHN SOUTHERN: Four rooms Hall & radiators, 730..70. After all bids were con- sidered a motion was made by Beck to accept Dobyns & DeFreese bid on City Hall work with stipulation that they start work within one week or by the 12th and be finished in 30 -days, motion seconded by Diemond, motion carried by roll call vote of seven (7), agreement to be drawn by City Attorney, City Clerk to notify De Freese. Motion made by Nelson that Hutment bid be awarded to Quorn to be finished by September 1, 1946, motion seconded by Casey, carried by roll call vote of seven (7) , agreement to be drawn by pity Attorney, City Clerk to notify Mr. Quorn. HUTMENT ADJACENT CITY HALL: Retired Veterans club not willing to move to Sylvester Park, motion made by Beck retired railroad men to use hutment; motion withdrawn. CITY BUILDING APPRAISAL: Beck reports on additional information regarding appraisal on City Buildings for blanket insurance, motion made by Rodkey authori.ning Building Committee to have competent man with Committee do appraising of city owned building, motion seconded by Diemond, carried by roll call vote of seven (7). LOW PLACE ON 10th AND WASHINGTON: Washington street approved for oiling. Reports are that the sewer is being flooded by a four (2) inch stream of water coming in pump well; putting down a manhole was discussed at length, holding up manhole installation to determine source of water flow was suggested, motion made by Beck that Water Department be authorized to install a manhole at intersection between 9th and 10th on Washington at sewer -f 1 Block 24 at the alley, motion seconded by Casey, carried by roll call vote of seven �7). DYEING THE COLUMBIA RIVER: and raising property by fill was reviewed by Rodkey. j SEWER EX`T'ENSION ON SYCAMORE STREET: T.A. Simard has a piece of unplatted property on the South side of East Lewis between South Sycamore and Waldamar, he is planning on improving this by erect- ing a Tourist camp, is making inquiry regarding Sewer extension, no actiontaken at this time. WASHINGTON STATE DEVELOPMENT BOARD GRANT: Mr. IVerrill, of the Richard, Blum Co. was in the city this date at the request of Mayor Diemond (by phone) in regard to filling out final application form to submit to the Washington State Development Board, his fee to be $125.00 for - this service, he took final forms and preliminary forms to Spokane. A memo- randa regarding filtration financing was presented by Diemondto act as Fiscal Agent is based on 2� of first $150,000.00 worth of bonds issued and one (lo) per cent of additional bonds sold. Bond issue estimate is $213,000.00, this amking his fee 3,650.00, motion made by Diemond to employ Richard & Blum to act as Fiscal Agent for Filtration financing, motion withdrawn, discussion continued, motion made by Diemond that the City At.orney draw Resolution accep- ting Richard & Blum's offer to act as Fiscal agent for financing Filtration" Plant, motion seconded by Beck, carried so ordered. CEMETERY.COP!IMITTEE: reports Roy Shaw going to work as Sexton, August 7th, 1946, Bisentte Amador continuing on at Cemetery, Fry.to accept position at the Pump House; Chas. Griffith at present is Night Watchman at Volunteer Park from 7 P.M to 2 A.M. at $5.160 per shift, seven days a week. BUNCH states he is sorry about cooler installation at City hall. WADING POOL in Sylvester Park cleaned out and repaired. TAXI PARKING STRIP committee recommend that Ordinance be changed stating parking strip to go with companys license, motion made by Rodkey to accept committees recommendation, motion seconded by Beck, motion carried so ordered, City Attorney to draw "rdinance. o CASE AND SHENBECK'S property on the East side joins by an irregular piece of land; they are unable to determine sewer charges,this was turned to the sewer committee. BUILDING INPARKING STRIP:on West Yakima has been moved to the City Barns, k1 Miller to pay cost of moving if hey reclaims building. i 7 993 PASCO, WASHINGTON MRS. BO.1TMAN: requests permission to rent space to two trailers on South 10th near Washington, Mrs. Boatman to bea dvised to consult Trailer Ordinances, MISCELLANEOUS: 1 SALARY RAISE FOR. CITY EMPLOYEES: N Mr. Brickey states that the Street crew are insisting on a wage increase as of July 1, 1946, in accordance with salaries paid by the county which is approximately $1.00 per day raise; Mr. McGhee also states that his department feel they should be considered for a raise, they have scaled their requested increase from 9 to 14%, motion made by Diemond to grant request of Street and Water Department as per schedule submitted, r etroa.ctive as of July 1, 1946, motion seconded by r, Casey, carried by roll call vote of seven. N PIPE BID: was discussed further,'there is a difference of approximately.five per cent in the bid prices quoted, Water Department has some pipe on hand for emergencies; delivery time most important item to be decided upon; Thursday, August 8, 1946, date set for awarding bids. RESOLUTION NO. 262: VVIHREAS, C.J. DUNN and SADIE DUNN, his wife, have heretofore convgyed certain property to the City of Pasco, a -municipal corporation, for the purpose of streets and alleys and sidewalks, motion made by Diemond seconded by Beck that Resolution No. 262 be adopted, motion carried by roll call vote of seven (7). ADJOURNMENT: Motion made by Beck seconded -by Diemond that the meeting recess to Thursday, eight otclock P.M., August 8, 1946, motion carried so ordered.
