Linderman presiding. ROLL CALL: ' By clerk. Councilmen present, John Beck, Karl W. Casey, Charles Diemond, D. -F. Rodkey and C. R. Wallis; R. J. Larson and D. W. Zent arrived at 8:15, Walter Nelson at 8:45. i REGULAR ORDER OF BUSINESS SET ASIDE by Unanimous consent. CONCESSION IN POINT OF VOLUNTEER PARK: Mr. Gower is desirous of establishing a lunch stand or drive-in lunch at the inter- section of 3rd and 4th in the north end of Volunteer Park by means of a portable Ilk trailer, fitted with a full set of plumbing, lights, water etc. He was advised that this property is owned by the Northern Pacific Railroad and leased to the City for Park purposes only, therefore can not be used for rental concessions. RETURN TO REGULAR ORDER OF BUSINESS by Unanimous consent. READING OF THE MINUTES: Minutes of the previous meeting were read and approved, with ammendments to state- ment dealing with a request by the N.A.S. to close the Sewage Disposal Plant at !I the Base and dump raw sewage into the city system. The ammendment should include that the N.A.S. grant permission to the city to connect on to the Navy sewer In- side the city limits. COMMUNICATIONS: 6 ROY SHAW, SEXTON, RETURNING: A wire was received and read from Roy Shaw stating he would arrive here in two weeks as a civilian to take over his position as Sexton. PHRENOLOGY AND FORTUNE TELLING ORDINANCE:: The City Clerk was instructed to write the Association of Washington Cities for copies of Ordinances showing how other cities govern the practice of phrenology, fortune telling etc. She now reports that copies of Ordinances have been loaned to us for a period of twenty (20) days. CERTIFIED NAMES FROM OUR ELIGIBILITY LIST: CIVIL SERVICE A letter was read from the Secretary of the Civil Service Board certifying the following names from their list of firemen: Lawrence A. Matthias, Gordon R. Beckley, Paul M. Akridge, Loren L. Cheney, Lawrence John. Weltz and Lyle Elwood Cooney. FIREMEN APPOINTED: Mayor Linderman made the following appointments: (1) Lawrence L. Matthias, (2) Gordon Beckley, (3) Paul M. Akridge, (4) Loren L. Cheney, (5) Lawrence John Weltz, and (6) Lyle Elwood Cooney. A motion was made by Beck, seconded by Diemond that the appointed be accepted, motion carried, so ordered. LIQUOR LICENSE SUSPENDED (M. A. KETCHELL): I' A letter was read from H. A. Cohn, Supervisor License Division, Washington State i Liquor Control Board notifying the Mayor that M. A. Ketchell's license at the Grill 417 West Lewis has been suspended for seven days from July 15th to 21st. METHOD TO COLLECT SEWER CHARGES: A letter was read from the City Treasurer making inquiry regarding method to be used in collecting unpaid sewer charges, all such charges were delinquent after June 7, 1946 and there are no doubt quite a lot that have not been paid. Making a canvass of the sewer system and property owners names that have paid was sug- gested; from this information a list of property served and not paid, and a list of property, served and paid, covering the East and West side sewer system could be made. Methods to be used in arriving at this were varied. In conclusion, it was decided to turn this to the City Treasurer to work out method and employ as- sistance. Motion made by Nelson, seconded by Beck that City Treasurer be author- ized to take care of compiling lists of property owners who's property is served by the East and West side sewers with an allowance of $200.00 from Treasurer's Budget. Motion carried by roll call vote of seven (7). CLEANING AT CITY HALL: The City Treasurer also requests that some cleaning and kalsomining be done and a new desk top for his desk. Motion made by Nelson seconded by Diemond that the Building Commission be authorized to receive bids on having upstairs City offices kalsomined, Water office lights corrected also City Treasurer's desk fixed. Bids to be presented August 6, 1946. Motion carried so ordered. i SEWER TO ICE HOUSE (AGREEMENT): j A letter and agreement was read from N.E.Williams Industrial Agt. for the N.P. Rail- way Co. regarding sewer connection at the N.P.Ice House to the City Sewer system. 11 The council objected to item o of the agreement whereby the Railroad Company main- tain the sewer to 1 Federal Housing Authorities.Project, this should be amended to read: maintained to City limits, Motion made by Nelson seconded by Larson that the agreement be accepted as amended. JUL- Y-1-6-.9-1-946__ I� HOUSING PROBLEM FOR BASIN CONSTRUCTION: A letter was read from the Chamber of Commerce to George Coplin, National Housing Administration, regarding shortage of housing facilities for single men and men with families not eligible for Federal Housing Units, they would like to have the Mayor also write and explain the need for more housing in this location by Basin Construc- tion workers and request that the necessary action be taken to make Federal Housing Units available to these workers. Motion made by Beck, seconded by Rodkey that the Mayor write and sign a letter to Mr. Coplin stating the need of housing units by Basin workers. Motion carried so ordered. MAYOR LINDERMAN RESIGNS: Mayor Lr.indermants resignation was read: effective date July' -17, 1946. Motion made by Nelson seconded by Diemond to accept the resignation. Motion carried. EMMITT WATTS, JANITOR, RESIGNS: Mr. Watts tendered his resignation as Janitor of the City Hall effective June 16, 1946: Motion made by Nelson seconded by Diemond to accept the resignation. Motion carried so ordered. LAWRENCE WELTZ APPOINTED JANITOR: i Lawrence Weltz was appointed to fulfill Mr. Watts position as City Hall Janitor. Motion made by Beck, seconded by Casey. Motion carried so ordered. REPORTS FROM OFFICERS: INSURANCE APPRAISED ON CITY BUILDINGS: I! Beck states that Grant Stringham informed him that a reappraisal of City Building and contents should be made at this time. Motion made by Nelson, seconded by Rodkey i that the building committee make a report following an investigation of previous ap- praisal and insurance policies. Motion carried so ordered. COOLING SYSTEM: The cooling system now being installed in the City Hall will be complete in another week. FILTRATION PLANT: Mr. Diemond called Zeidlbach on the phone, he thought that by sending local talent or interested parties to Seattle to make necessary contact would be sufficient. MR. DWARSHAK is reported by Diemond as having had Filtration Plant Experience at Richlan , is out of employment at the present time, lives at 307 Bonneville, would be a good man for the City. He has also .had Engineering positions in Lewiston, j Idaho. Water Committee to contact Mr. Dwarshak. CENTRAL'SAND AND GRAVEL COMPANY: Nothing new to report. RECREATION: Mr. McCallum left July 10 for a trip to Nebraska. Miss Larson returned July 7, 1946. They are having janitor service trouble at the Recreation Building. They would like a man to take care of the lawn at both the Recreation and Sylvester Park. MR. POND: met with the Committee, he thinks that the program is badly in need of a projector. There is one available at the Garrets Studio, an ampro priced at a- bout $140.00. Motion made by Rodkey, seconded by Wallis that the parks Committee make an investigation and report. Motion carried, so ordered. Nelson complimented the Recreation personel. 1HE WADING POOL at Sylvester Park is to be repaired right away. Cleaning and repair job needed on Hutments at Sylvester Park. Motion made by Rodkey, seconded by Diemond that prices be obtained on paint and repairs to Hut- ments, Nelson to furnish data, amount limited to $250.00. i REPORTS FROM COMMITTEES: STREET COMMITTEE REPORTS: Dead dogs and cats will be taken care of by the Garbage Dept. through the Police Dept. Noise on East side made by tankers and taxis being checked by Police Dept. FIRE HAZARD: M. & M. Cafe and Bill's Place. Fire Committee to check with Fire Chief. Edgar Millar at Yakima and Eighth has a tool house on parking strip. Notice was given by City Attorney to remove by registered mail. He received notice July 9th. Wallis to notify Brickey to take this tool house away. WATER MANAGER: Rubbish such as tree clipping, lawn cutting and truck body has been duitped at the water tank site adjacent Lampson's property. He would like to have the City Attorney write Lampson ordering him to have same removed. McGhee to contact City Attorney at his office. This site should be fenced, also tank site on East Side. STREET COMMITTEE: reports Brickey is getting along all right with preparatory work for the blacktotop. 1217 Pasco, Washington REG. A small child could remove the cover and fall in. City Attorney to write the Federal Housing Authority about correcting this condition. LIONS CLUB: to hold street dance. Request location on Fourth between Colum bia and Lewis, September 28, 1946. Motion made by Beck seconded by Diemond that the request be granted. Motion carried. WASHINGTON STATE DEVELOPM-LIUT BOARD: Rodkey state Mr. Merrick informed him that the gov- ernor was holding a meeting of -the Board Thursday 18th. Horrigan is in Seattle will be back this week, some information should be received following this meeting. SEWER COYMITTEE:P,7rs. Warner paid $75.00 for sewer connection without protest. Brain to be billed by the City Treasurer for balance of 175.00 which is $25.00. D.J. SPEIR'S GARAGE: damaged by sewer construction Co. Motion made by Rodkey seconded by Diemond that the City Attorney write Sheldon's Bonding Company regarding this repair. Motion carried so ordered. SEINER PIPE: The Sewer Committee recommend placing an order for approximately 2000 ft. of 8 inch Bell and Spigot sewer pipe to be made by the Washington Pipe% -Culvert Company I while they have the forms on hand. This for anticipated use by the city. CIVIL SERVICE EXAMINATION FOR FIRE CHIEF: AND ASSISTANT FIRE CHIEF: The Mayor reports that an examination will be held in,-�the near future for a Fire Chief and Assistant Fire Chief. LETTER OF APPRECIATION TO MAYOR LINDERMAN: Motion made by Wallis, seconded by Beck that � a letter be written to Mayor Linderman extending thanks and appreciation of his valuable service to the City. Motion carried. REPORTS OF OFFICERS: The Building Inspectors report was read for June 1946. City Clerk furnished each member a budget report for June 1946 of all departments. READING OF ORDINANCES AND RESOLUTIONS: ORDINANCE NO. 575; AN ORDINANCE DECLARING AN EMERGENCY AND AUTHORIZING THE EXPENDITURE R OF FIVE HUNDRED DOLLARS BY THE CITY HEALTH DEPARTMENT FOR THE MAINTENANCE OF SAID DEPARTMENT: Motion made by Beck, seconded by Diemond that Ordinance No. 575 be given the t. -,i. third reading. Motion carried. Motion made by Diemond, seconded by Beck that Ordinance No. 575 has been given the third reading. Motion carried. Motion made by Beck, Seconded by Larson that Ordinance No. 575 be adopted. Motion carried by Roll CAll-Vote of seven. ORDINANCE NO. 576: AN ORDINANCE PERT2iINING TO FIRE HAZARDS IN THE CITY OF PASCO, REGULATING THE HANDLING: AND BURNING OF TRASH: REQUIRING NOTICE TO THE FIRE DEPARTMENT OF SHUTTING OF WATER OR CLOSING STREETS, OR OTHER ACTS WHICH MIGHT INTERFERE WITH THE IRE DEPARTMENT IN THE PERFORMANCE OF lIIEIR JORK OR DUTIES. Motion made by Beck, seconded by Diemond that Ordinance No. 576 be given the third reading. Motion.carried. Motion made by Beck, seconded by Diemond that Ordinance No. 576 had been given the third reading. Motion carried. This Ordinance was discussed. Parts of Ordinance thought to be unnecessary. Notifying Fire Department by mail would be to slow. Following the dis- cussion a motion was made by Rodkey, seconded by Diemond to turn to the Fire Committee to work with the Vater and Street Committee's, also Fire Chief. Motion carried. i RESOLUTION NO. 261; WHEREAS, The Naval Air Station has now been placed on an inactive basis and there is no longer a large number of people stationed at said Naval Air Base and it is not feasable or necessary to use the sewage disposal plant at said Naval Air Base, and '-;uHEREAS, the sewer connected with said Naval Air.Base can be used A;Jithout the use of the sewage disposal plant and it is desired to so use said sewer: was read and the question discussed. An ammendment was suggested, that another paragraph be added to read as follows: "Providing however that the city be permitted to connect and use the Naval Air Base sewer within the city limits." Motion made by Beck, seconded by j R6dkey that this ammendment be added to Resolution No. 261. Motion carried. Motion made by Beck, seconded by Rodkey that Resolution No. 261 be adopted as amended. Motion carried by roll call of seven. Captain W.L. Erdman to be notified at once and furnished a copy of Resolution No. 261. I UNFINISHED BUSINESS: TAXI'S PARKING STRIP: Parking strip purchased by Taxi Companies are applied for separate from Taxi licenses . Ordinance No. 566 does not state if this permit for a loading zone is transferable or not, In case the Company changes hands. Motion made by Nelson, seconded by Beck that this be turned to the Police Committee to work with the City Attorney.in regard to amendment and submit at next regular meeting.
