Matthias recommending that actionbe taken to condemn and have removed all wooden structure and inflamable material'at the rear of Bills Place and the M. & M. Cafe, 122 & 124 West Lewis, motion made by Rodkey seconded by Diemond that this be turned to the fire committee for in- vestigation and report. NORTHERN PACIFIC ICE HOUSE SEWER CONNECTION: A letter was read from V.E. Williams with two blue prints enclosed, showing ice house and proposed sanitary sewer from the,ice house across the tracks and U.S.A. property to connect with 8" sewer serving the Federal Housing project. This.sewer will be used for sanitary pupposes only; They request that we inform the F.H.A. in Seattle by letter, enclosing a print, that the connection for this service is agreeable to the city, also that the FHA and the Northern Pacific negotiate the permit direct in Seattle instead of through the city; this for convenience and will save time, motion made by Beck seconded by Diemond that this s be turned to the sewer committee, motion carried. REGULAR ORDER OF BUSINESS SET ASIDE by unanimous consent. TRUCK AND TAXI NOISE: (Dave Scott) Dave Scott living at 110 North Douglasy. 2 block from Lakets cafe, complained of the noise made by Taxi drivers when calling for some one in his block each morning; also noise from oil tankers and drivers tooting their horns in front of Lakes, motion made by Beck seconded by godkey to turn this to the Police Committee, motion carried. PHRENOLOGY LICENSE)(Madam May by A. Evans): Mr. -Ridenour appeared in behalf of A. Evans whoseapplication was presented and read requesting permission to practice phrenology; following a discussion regard- ing similar activities the police committee recommend- that the application be rejected, motion made by Beck seconded by Rodkey that the committees recommendation be accepted, motion carried. Mr. Ridnour also spoke regarding rezoning the city and Ordinance changes. REGULAR ORDER OF BUSINESS RESUMED: by unanimous consent. REPORTS FROM COMMITTEES: POLICE COMMITTEE: reports the Police Judge would like to hold court up stairs, motion made by Rodkey seconded by Diemond that the committee inform the Police Judge to use the large council room for a court room. Police committee to work on license for punch boards, slot machines, vending machines, etc. SEWER CONNECTION CHARGE: With reference to the Rrank Warner, George Warner and F.M. Brain property. Brain gave description of his lots to the City Treasurer for sewer connection stating his house occupied 50 feet and was charged $50.00. Mr Brain owns three 25 foot lots_ on Myrtle and "A" facing Myrtle as per plat, however, the house faces "A" Street, the lots are 115 feet deep. Brain is using all three lots, 75 X 1159 the discussion was on the amount Brain should have paid, some felt that he should pay $75.00 thus taking care of all his property, account building the wrong way of the lot with out enough property left for another building. Rodkey made a motion which was seconded by Nelson that the Ordinance be amended to charge $1.00 per front footage for sewer connecting on all property occupied or vacant. Beck voting "NO", four (4) voted favoring the motion. EXPENSE OF CORREDTING SEWER LINE: II The expense of making correction in changing sewer line crossing water main in alley between Sylvester and Irvinig near Adams Street was discussed. Jaynes was employed to make correction, collecting cost of charge or $64.22 from George Voshell was discussed, City Attorney to investigate State Health laws and City 4 Ordinances for information on like conditions in case nothing helpfull is located, an Ordinance should be drawn to prevent reoccurance. DIaCONNECTING SEWER DISPOSAL PLANT N.A.S.: Sewer committee reports W.L. Erdmann, commanding officer, is requesting permission to close the sewage disposal plant, for cleaning and painting, and dump their raw sewage direct in the city system; committee favors granting this request with agreement in effect in case the base is reopened. PAY FOR COUNCILMEN AND MAYOR: A letter to the examiner, Howard Albert from Lawrence Hubble was read, stating that if the Mayors approval is obtained, along with others, and the voucher it self is properly itimized'as to the hours and days worked in his opinion the reimbursement for work performed could be allowed. Mr. Liemonds claim i= for work performed in 1945, voucher made out in 14arch 1946, this will have to be set up as a ,separate item in the 1947 budget for payment. FILTRATION PLANT GRANT: A lettervia.s read from Horrigan & Leavy, stating they had been asked to consider f being employed by the City to perform legal work in connection with the issuance i r PASCO, WASHINGTON REGULAR_MEETING CONT,INLED CLQXMITTEE ROOM JULY Z.. 1946 of bonds for the City Filtration Plant and are willing to work as special council for a fee of $1,000.00 net; expense of advertising and printing to be borne by the city and a formal contract incorporating terms be drawn. This proposal was discussed ; City Attorney a dvises that a bond expert be,employed. Diemond to call Ziedhlack on the phone to see if he could come to eattle and meet with the State Development Board and members from Pasco, it was thought that his knowledge of the plant and experience would be helpfull in negotiating for the grant. REGULAR ORDER OF BUSINESS SET ASIDE: by unanimous consent. i TRAILERS FOR COLORED FAMILIES: Carlton Smith requested that the council take steps to retain some of the navy trailers that are now being moved away for use by families not being able to find living quarters and crowding in with others which has created a bad situation. The Mayor will appear at the City Attorneys office and together they will contact Mr. Brown of the Housing Authority. REGULAR ORDER OF BUSINESS RESUMED: by unanimous consent; STREET COMMITTEE: Street committee reports Brickey is doing preparatory work for street oiling, is having some trouble with the loader. COOLER FOR CITY HALL: will be installed by Bunch and Son of Kennewick, blower duct work and all complete for $775.00, this gives service to each room, at .resent the hall installation is all they have material for, this will cost 525.00 as part of the $775.00 for complete job. CEMETERY looks fine. RECREATION: Mr. McCallum is taking a month off account illness of his father. SEWER CONNECTION AT NORTHERN PACIFIC ICE HOUSE: Regarding sewer connection of Northern Pacific ice house, an agreement is to be drawn covering issues decided upon by the company and city also Ordinances setting ,out connection charge and annual charges. This was referred to the City Attorney. .DUTIES OF POLICE DEPARTMENT: City Attorney states duties and regulations of Police Depaotment should be { embraced in an Ordinance. Following a discussion regarding a report to the Police Department relative to the removal of a dead dog. Police committee_ to contact garbage man for information and progedure to be taken. ' REPORTS FROM OFFICERS { D.W. McGhee submitted a written report on the water convention held May 23 and 24 at Gearhart, Oregon, which was read at this time. POLICE activity report for June was read. POLICE JUDGES report for June was read. s o FIRE CHIEFS report for hay was read. A budget report of all departments was furnished each member by the City Clerk. MAYOR LINDERMAN: informed the council that he was resigning as Mayor, effective August 1, 1946s it is necessary that he move to California for business reasons. READING OF ORDINANCES AND RESOLUTIONS: ORDINANCE NO. 574: AN ORDINANCE AMENDING SECTION ONE OF ORDINANCE NO. 469 OF THE CITY OF PASCO, BEING "AN ORDINANCE RELATING TO THE OPERATION OF MOTOR VEHICLES WITHIN THE CITY OF PASCO, PROVIDING PENALTIES HER`,20, AND REPEALING OTHER ORDINANCE", AND REPEALING SECTION ONE OF ORDINANCE NO. 469. Motion made by Liemond seconded by Rodkey that Ordinance No. 574 be given the third reading, motion carried, motion made by Rodkey seconded by Diemond that Ordinance No. 574 has been given the third reading in %ull,motion carried so' ordered, motion made by Beck seconded by Diemond that Ordinance No. 574 be adopted motion carried by roll call vote of six. ORDINANCE NO. 575: AN ORDINANCE DECLARING AN EMERGENCY AND AUTHORIZING THE EXPENDITURE OF FIVE HUNDRED DOLLARS BY THE CITY HEALTH DEPARTMENT FOR THE MAINTENANCE OF SAID DEPART- MENT.
