PASCO, WASHINGTON
CALL TO ORDER:
meeting called to order at eight o'clock P.M., Honorable Mayor Pro -Tem Charles
Diemond presiding.
ROLL CALL:
By clerk, Councilmen present Charles Diemond, R.J. Larson, Walter Nelson, D.F.
Rodkey and C.R. Wallis, absent John Beck and Karl Casey.

PAVING WEST CLARK:
Request was made by Tvir. Weige that West Clark Street near city limits be paved
about 7/10 of a mile is badly in need of hard surfacing, motion made by Nelson
seconded by Rodkey that this be turned to the Streets and Alley Committee for
investigation and report, motion carried so ordered.
PHRENOLOGY LICENSE:
A license application was presented by A. Evand desiring to obtain a license
for Madam May to practice phrenology, Nelson does not favor granting a license
to cover this activity; in conclusion a motion was made by Felson seconded by
Rodkey that this be turned to the Police Committee, motion carriedp
WESTERN UNION (GROSS INCOME TAX):
Mr. Cobb appeared as council for the Western Union Telegraph Co. in accordance with
their request for a hearing on Ordinance No. 563,, he stated that a 2% gross income
tax on their intrastate business would be grossly excessive, he had been advised
by the New York office that in some smaller locations they were paying a $50.00
flat fee per year, motion made by Nelson seconded by Wallis that a set fee of $50.00
per year be required for a business license under Ordinance No. 424 section 78,
motioncarried so ordered.
SEWER LINES OVER WATER MAIN:
May Lucas 1303 Irving Street and C.W. McIntire, 1307 Irving were present in an
indeavor to correct improper installation of sewer from their property to main
system. In both cases George Voshell was employed to make the connections and
in so doing he placed the sewer shallow and directly over the water main; the
estimated cost in makin� correction by placing the sewer line under the water
line was approximately 5p20.00 each following a discussion motion was made by Larson
seconded by Rodkey that the city go ahead and install sewer lines correctly from
property line to sewer main, McGhee to make inspection and see that work is done
properly, motion carried by roll call vote of five. City Attorney to check for
state regulation governing like conditions.
ACTION BROUGHT AGAINST CENTRAL SAND AND GRAVEL CO:
A letter was read by Mr. Powell from the Central Sand and Gravel signed by
Jack E. l�iartin and H.L. Blanton stating no gravel had been removed since
May 23, 1946, and would not resume operations pending action on restraining order.
Blanton to negotiate exchange of property with property owners in Block 15,
Grays Amended Addition, -that the over burden from area East of present pit be
placed in pit making pit available for clean fill. Then requesting the city to
vacate streets and alleys in this area. Mr. Powell akked that action of complaint
hearing be set aside indefinately, with understanding that the company only run the
mixer, Zent to handle continuation of the matter and hold action in abeyance pending
agreement, no objection to mixing was voiced the company desires to move the crusher
to the north side of existing pit and bring top soil into the hole for filling.
i negotiating property exchange with out valuation inflation was discussed.
SEWER CONNECTION FOR (GEORGE iA�TARNER, SR.) :
Re: Mr. 'Narners property on Walnut; Mrs. Frank Warner was present, their property
is across the alley and will be served from the same stub sewer, George Warners ,
house sits on three lots not en.oughtroom left for another building, the committee
recommended that the regular fee of $75.00 for the 75 feet as set out by
Ordinance be charged for this connectim3p...

READING OF THE MINUTES:
Minutes oft he previous meeting were read and approved.
NORTHERN PACIFIC WATER SERVICE (DIVISION OF PUBLIC HEALTH):
A letterwas read from Roy M. Harris, Chief Division of Public Health Engineering
to A.L. Dopmeyer, recommending that -the Pasco City Water supply be given provisional
approval for the period of July 1, to'December 31, 1946 inclusive.
RENTAL ON STREETS & ALLEYS HOUSTNG'PROJECT:
A letter was read from the Department of Justice, Lands Division, regarding
rental on streets and alleys now being used by Pasco Defense Housing Project,
motion made by Nelson seconded by Larson that the Mayor Pro -tem and City
Clerk sign document, motion carried so ordered.

;HEALTH DEPARTMENT REQUEST $500.00 EMERGENCY:
A letter was read fromDr. Tudor, who was present, setting out the need of more '
funds to carry on the operations of that department, in disciissing the needs etc.
Dr. Tudor was advised to state the cause of the emergency, how funds were to be
disbursed following the sane method as in the annual budget, motion made by
Rodkey that information be furnished the City Attorney showing why emergency
exists and what funds are to be used for itimizing same, Totion seconded by
Edelson, carried so ordered.
REPORTS FROM COMMITTEES.
STREET DEPARTMENT has established and paited a yellow strip on the highways
through the city; caution light is needed at 10th and Ainsworth, the department
has a light that needs repair, city clerk to contact Highway Departmentregarding
regulations of signs on highways for Brickey. Oiling ten to twenty blocks soon
as possible was discussed, Brickey to prepare streets for the oil, motion made
by Rodkey seconded by Nelson that Brickey prepare and call for bids on oiling
for advertisement in the local paper, information to be furnished City Clerk by
Wallis and Brickey, 4iotion carried by roll call vote of five (5)/
A REGUEST has been made by the Navy Air Station Officer to dump raw sewage from
the base direct into the city sewer system, they sesire to clean and paint their
i sewer plant preparitory to closing it up, 4iotion made by Nelson seconded by
Larson that this be turned to the sewer committee, motion carried.
RECREATION COMMITTEE REPORTS: THE EMPLOYTIENT OF Augustava as of June lst, Mrs.
Gaglardi as of June 24, at 200.00; Frank Fisher has tandered his resignation
effective July 1, 1946 as a recreational leader at $200.00 per month.
AIR CONDITIONER for City Hall,committee is working ona couple angles trying to
acquire material, rotor, labor, etc. Captain Cobb from the ReconsignAient Point
to call City Clerk with some information regarding a motor for cooling system_
Getting a lawn mower to Sylvester Park was mentioned, McGhee to check Surplus
Property yard for light trailer to haul equipment with.
CARD TABLES: have been closed biy� the sheriff.
CARNIVALS: in discussing carnival application, motion was made by Wallis seconded
by lelson to leave the Ordinance governing.carnivals as it now is, motion
carried so ordered.
SEWER CONNECTION TO THE NORTHERN PACIFIC ICE HOUSE:
The committee reports they find 38 fixtures are to be installed at the present M
time and recommend that an $18.00 per year fee be charged for the first six
fixtures and $.75 each for additional installations; connection charge to the !
sewer line be $400.00, Northern Pacific to Maintain every thing to the city
sewer line, motion made by Larson seconded by Nelson to accept the committees
recommendation, 4iotion carried, city clerk to notify Mr. McCall at once.
k City Attorney to draw up an Ordinance or Resolution to take care of this autho-
rization.

CALL FOR BIDS ON WATER PIPE:
Callfor bids on cast iron pipe for 1947, by Water 1fianager was discussed, water
manager to prepare bids for advertisement and approval.

LEASE TO USE FOOT BALL FIELD:
An opinion from D.W. Zent was read, quoting Section 9128 Remingtons Revised
Statutes and ad-ising the council that the city can not enter into this lease.

BEING "AN ORDINANCE RELATING TO THE OPERATION OF MOTOR VEHIICLES WITHIN THE CITY
OF PASCO, PROVIDING PENALTIES HERETO, AND REPEr:LING OTHER ORDINANCE", AND
REPEALING SECTION ONE OF ORDINANCE NO. 469.
Motion made by Nelson seconded by Rodkey that Ordinance No. 574 be given the �
first reading, motion carried, motion made by Rodkey seconded by iielson that
Ordinance No. 574 has been given the lst reading, motion carried. Motion made

RESOLUTION NO. 260:
Re: State ni,ghway to paint center -along the route of primary State Highway No. 3
and Primary limits of the City of Pasco, motion made by Rodkey seconded by Larson

SEWER LINES PLACED TINDER WATER LINES:
Motion made by Rodkey seconded by Larson that the -present Sewer Ordinance be
amended to read that all sewer connections leading from property to sewer line
must be placed under water main except by special permission of the council,
motion carried., City Attorney to check laws covering water and sewer lines.
UNFINISHED BUSINESS:
Federal Housing :,wants offer on poles through R.S. grown at the Housing project
(D.itV. McGhee to check this).
FILTRATION PLANT:
A letter was read from F.S. Zeidlhack, received with forms from the Washington
State Development Board and information neec*to fill out these forms other than
financial questions; forms to be compiled b; the City Clerk and returned to
John W. Cunninghams office for signature and to be presented to the board.
Rodkey, Horrigan and Merrick was mentioned by Rodkey as going to Olympia, in
regard to securing funds to be allocated for post war projects; itimized
experiditures to be reimbursed if-O.K. by claims committee, motion made by Larson
that Rodkey, Horrigan and Merrick go to Seattle to see abo-mt State and Federal
Grant, motion seconded by Wallis bgrried by roll call vote of five (5).
SEWER CONNECTION CHARGE: -
In,discussing the sewer connection charge for Warners and Brain property, Rodkey
suggested that the Sewer Ordinance be amended and each lot or parcel of land
occupied or unocctLpied.be»paid as per the plated frontage at $1.00 per foot.
