PASCO, 'NASHINGTON
CALL TO ORDER:
Meeting called to order at eight fifteen P.M., Honorable Mayor 1i.J. Linderman
presiding.
ROLL CALL:
By clerk, councilmen present John Beck, Karl yd. Casey, Chas. Biemond, R.J. Larson,
Walter 11elson, D.F. Rodkey and C.R. Wallis, Also City Attorney, D.W. Zent.
REGULAR ORDER OF BUSINESS: set aside by unanimous consent.
CIRCUS:
Mr. Harvey Walters, General agent for the 101, Wild West Circus, desires to show in
Pasco, June 25, 1946, at Oregon nd Columbia, Motion made by Beck seconded by Larson
that the request be granted, motion carried so ordered. License rate is $50.00
per day, Police Department to check for admission tax.

Mr. Mason with the American united Shows of Seattle, Vashington requests permission
i to hold a carnival in Pasco. Two letters of recommendation were read, one from
Mayor 'Rest of `Valla Walla and one from E.L Albro of Sunnyside, following a dis-
cussion relative to the Ordinance now in effect prohiting carnivals with in the
City limits, motion made by !elson seconded b3 Beck that this be turned to the
Police Committee for report at next regular meeting, motion carried so ordered.
EYIERGET4CY ORDINANCE $500.00 -DR. TUDOR:
Dr. Tudor requests an additional $'500.00 for the balance of 1946 to assist with the
functioning of his department, stating that funds were depleted during the small
+ pox epidemic and it was necessary to invest more than was anticipated, in vaccine
I and taking care of vacinations, this could not have been anticipated at the time
the budget was compiled, motion made by Larson seconded by 14allis that the necessary
steps be taken in preparing an emergency Ordinance. Rodkey desires to add an
f amendment to motion" that a statement be prepared and presented showing cause
and justification for emergency" as suggested by the City Attorney. Larson and
Wallis accepted the amendment, motion carried by roll call vote of seven (7).
RECREATION REPORT:
Recreation committee held a meeting May 25, 1946 and made the following recommendation;
to the council,.that Mr. A.T. McCallum of Two Rivers be employed as Recreational
Director as of June lst, salary 4275.00 per month, motion made by allis seconded
by Larson that the recommendation of the committee be accepted, motion carried by
roll call vote of seven. 'Fisher should revert to 4'200.00 per month same as other 1
assistant. Mr. tiorrigan, Firs. Ferry and Mayor Lindermann called on Fisher and
Larson reg-..rding their work with the recreation program. Mrs. Perry spoke at the
council meeting in regard to Miss Larson volunteering her services as book keeper
and office work fob the department. Mrs. Cunninghams employment and rate of pay
r was discussed, check ordered withheld for more information. Snack bar supplies were
sold by Brown to Fisher who in turn sold them to J.P. Green.

Minutes of the previous meetings were read and approved.
BILLS:
Current bills against the city as follows were read and ordered paid through a
motion made by Beck seconded by Rodkey that all bills properly signed and approved
be paid, motion carried by roll call vote of seven (7).

PUBLIC HEALTH SERVICE:
A letter was read from A.L. Dopmeyer stating
our letter of April 26,

for,use on the Northern Pacific Railroad.

A letter attached to a print was read relative -to sanitary sewer serving
the fte house
which is approximately one mile north of the
city limits; they desire
to make this
installation right away while their crew is on
location and are desirous
in following
out -city regulations governing sewer pipe -installations
compensation
to cover this
service was also discussed, motion made by elson

that this be
turned to the regular sewer committee.
INVENTORY OF U.S.O. BUILDING:
A letter was read from L.R. Durkee, Division
Engineer for the Federal
Works Agency,
attached copies of inventory of property in the
U.S.O. Building, the
Mayor has checked
property with invoice found one chair broken,
all floor lamps in bad
order and two
table lamp shades broken, motion made by Rodkey seconded by Diemond
to notify The
Federal corks Agency regarding check and itimize pieces found to be
out of order,
motion carried so ordered.

NAVAL STATION SWIMMING POOL:

A letter was read from H.C. Ferguson, Commander USNR attached to terms set out
by W.L. Erdmann, Captain, USN which was also read. In this connection an opinion
from the'Association of Juashington Cities was read and discussed. In accordance
with the State laws set but for third class c tiesa spending money out side of the
city limits except on city owned property, mot�"ion made by '-�iem.ond seconded by
Rodkey to write Commander Erdman stating that city is unable to take over the pool
and to consider the matter closed, motion carried so ordered.
HIGH_'SCHOOL FOOT BALL FIELD:
A letter and lease agreement from School District No. 1 was read, the lease
covers the use of the high school foot ball field for the months of June & July
as requested by the Recreation committee for soft ball playing exclusive, right
is granted for a fee of 5,2.00 for each night the field and grand stand is uded
which would be not oftener than four nights per week; insurance coverage, breakage
etc. were also mentioned, motion made by liodkey seconded by Diemond that this be
turned to the recreation committee for consideration and report back to the City
Council, motion carried,so ordered.
NAVY HUTMENT:
A letter was read from Commander W.L. Erdman, stating, he yeas giving the city
authority to move hutment if it becomes necessary, this was turned to the
Public Building Committee for report.
STREET CONDITIONS (CHAMBER OF COMMERCE):

A letter was read from the civic committee of the Pasco Chamber of Commerce,
requesting that the city streets especially in the business section be kept
cleaner, also that the blade be used at intersectio_,s and in residential districts
to smooth out chuck holes, this was turned to the Street Committee.
NA ,JY SUPPLY DEPOT:
Notification that contract No. N406s-2423 providing water service to naval air
station is to be continued in full force and effect during the next fiscal year
beginning July 1, 1946 and thereafter until further notice. This was turned
to City Attorney, motion so made by Rodkey seconded by Uasey, carried so ordere d.
WAR DEPARTMENT, OFFICE DIVISION ENGINEERS.EASEMENT ON ROAD THROUGH'. CEMETERY CORNER:
A letter and easement deed was read requesting the grant of an easement right-of-
way for road and water pipe line, over and across a portion of the cemetery
property to sew°ve the Little Pasco Engineer Redistribution Center; this was turned
to the City Attorney. t
WASHINGTON STATE DEVELOPMENT BOARD FUNDS:
Form to be filled out' for a preliminary request for funds for the construction
�f of a project were received, a letter from Secretary George P. 6heridan was read
stating that availbble to our city was the amount of $58,372.26, half of this
amount is available as an outright grant, the balance must be matched dollar for
dollar with city funds after due"consideration, motion was made by Rodkey seconded
by Diemond to forward forms to John W. Cunninghams & associates office for study,
filling in their portion of the form and return to this office, motioncarried
so ordered.
GROSS INCOME TAX (INESTERN tJ1ION) :
A letter was read from the rdestern Union Telegraph Company,stating they desired
to take an appeal of. Ordinance No. 563, Section 16, and asked for a hearing date,
Council set the hearing for June 18th, City Clerk to so notify.
TAXI CAB APPLICATION:

I An application to operate the second taxi cab was made by James R. Noble and
Sol R. Adelson, motion made by Beck seconded by 'arson to grant license, notion
carried so ordered.
TAXI PARKING SPACE:
Noble and Adelson purchased Johnnie Bradshaws Taxi and wished to operate from
the sane "No Parking" strip paid for by Bradshaw. Licenses are not transferable,
City Attorney to read Ordinance and render opinion, motion so made by "odkey seconded
by Diemond, carried so ordered.
CARD TABLE LICENSE APPLICATION:
Ralph W. Hill's application to operate a card table at 215 W. Lewis, was read,
motion made by Beck seconded by Rbdkey to turn this to the Police Committee, motion
�+ carried so ordered. Complaints etc. in connection with card tables, The Grill,
Carrolls and Lesliefs were discussed. Larson reported on man hurt in Austins
Grill and now in hospital. The procedure to be followed in revoking license
was explained by the City Attorney llfallis favors revoking allcard table licenses.
SANITARY SERVICE:
Tvlayor Linderman stated that by purchasing disenfectants from the west Disinfecting
Company of Seattle we would also obtain the service of an area man that would
inspectand clean all the city owned toilet facilities.
FILTRATION B ONDS:
The Bond issue was again discussed
E , �odkey mentioned employing an attorney in

Kennewick to assist the City Attorney, no actionwas taken, waiting to hear from
the Attorney General regarding 6 mills allowable for indebtedness.
REPORTS FROM COM11ITTEES:
AIR COOLER:
Building committee reports they have been shopping around and feel that Matheson
is quite high in price but would be a good job when completed. Cliff McCoy
would make another type of installation for less money by cooling from the hall,
motion made by Rodkey to give the building committee power to purchase cooler
and have installation made, motion seconded by i4elson, carried by roll call vote
of seven (7); purchasing motor at Munford was discussed, Larson, Beck and 'nelson
going up and look these motors over.
YELLOW STRIP:
The lack of a yellow strip on South 10th also at curve at Lewis & 10th has been
the cause of several accidents, City Clerk to call Highway Department to
ascertain when they anticipate repainting -this strip.
CITY OWNED PROPERTY:
Party interested in purchasing city property near car barns never showed up
the minimum price was set at 750.00 for 50 feet inside lots and $1,000.00 for
corner lot.
CAUTION LIGHTS:
Caution lights are needed badly at two locations, 10th & Washington and 10th I
& Ainsworth, this was turned to the Street Committee for report.
ADDITIONAL PARKING METERS: (POLICE COMMITTEE) j
Allowance should be made in the 1947 budget for the purchase of additional
parking meters.
PAINT & RUBBER MATTING:
Fire Committee recommend the purchase of matting and paint for the Fire Department,
Motion made by Nelson seconded by Beck to accept committees recommendation, motion
carried by roll call vote of seven.
REMOVE ICE HOUSE:
The Building Inspector and Fire Chief recommend that Mr. Twombley move ice
office and storage room, out of city, motion made by Nelson seconded by Diemond
to accept the recommendation, motion carried so ordered.
CIVIL SERVICE:
The availability list has been held up account secretary being --busy and did not
receive request for quite some time.
LOTS IN RIVERSIDE ADDITION:
Water Committee has been contacted regarding the sale of city owned property in
Block 11 Riverside Addition and recommend that Lots 5 and 6 each,�25 foot lots in
Block be sold on request for $400.00, this figure includes both lots, motion made
by Beck seconded by Rodkey that the committees report be accepted, motion carried
by roll call vote of seven.
SEWER CONNECTION ( PENI\TY
Warren Penny at 116 Idaho Street has made inquiry regarding the cost of sewer'
connection to his property, the house faces the alley, house has been built the
wrong way of original plat, portion facing alley with house is 801, committee to
check with property owners and make recommendation.
ADJOURNMENT:
Motion made by Beck Seconded by Casey that the meeting adjourn to next regular �+
meeting, next Tuesday, June 18th, 1946, eight o'clock P.M., motion carried so
ordered.
