Linderman ROLL CALL:. By clerk, councilmen present John Beck, Karl W. Casey, R.J. Larson, Walter Nelson, D.F. Rodkey and C.R. Wallis, Chas. Diemond was absent; City Attorney arrived at 8:15. p j REGULAR ORDER OF BUSINESS SET ASIDE, motion so made by Beck seconded by Nelson, carried so ordered. ELECTRICAL WORKERS: Mr. Wiseman representing the electric workers in this area spoke in regard to the need of an electrical inspector; he fe&t that a salaried inspector should be main- tained by the city to prevent lower standard of workmanship and low grade material used. Setting this up in the budget was requested, motion made by nelson seconded by Beck that this be turned to the Fire and Light committee for consideration at i some future date, motion carried so ordered. ++ JACK EVANS CARD TABLE LICENSE: I An application to operate a card table at 218 West Lewis was again considered, having been tabled since April 2nd 1946. Evans states he was aprehended in Benton County for operating gakabling devices and fined $200.00; -at this time he is re- model -ngthe building at 218 W. Lewis, formally operated as a cafe, he expects to run a.taxi office at this address. Motion made by Larson seconded by Beck that the license be grantedr: motion carried by roll call vote of six (6). NELSON.EQUIPMENT COLS REPRESENTATIVE: Mr. Callback spoke about some street equipment, a ditch digger and street roller, several other pieces were mentioned also equipment used by Water Department, motion made by 'nelson seconded by Casey that this be turned to the water and street com- mittee for consideration, motion carried so ordered. HYDRAULIC PUMP REPLACEMENT: Mr. Callback was asked about the pump replacement for Lull Loader, this loader was purchased in February and it has been necessary to order another pump in the amount.of 05.17. Mr. Callback to take this up with the company and advise action taken for adjustment, council not satisfied with service of this piece of equip- ment. Voucher to be held up pending Callbacks report. SWIMMING POOL-N.A..S.: Mir. Adams, Nelson and Brown called on Admiral Jacobsopf April 30th in regard to ob- taining the base swimming pool for civilian use by Pasco and Area. In case the City Budget funds for swimming pool operation could be used out side the city liraits.the amount available would not be ample, the Pasco and Kennewick Kiwanis V Club, through Mr. 'Allem,' who was present stated they would raise sufficient money through donations and selling season tickets. The pool is four tdet six inches (4f. 61?_)at the shallow end therefor beginners and children unable to swima'would not be admitted, the question is, does the city want to sponsor this.program or not; the Red Cross, it is said will furnish one life guard, motion made by Rodkey seconded by Larson that the city sponsor program to :`3,620.00 as set up in the budget with the Pa-sco and Kennewick Kiwanis furnishing all above that figure, providing Cash 0.K.1s1 this expenditure, motion carried by roll call vote of six (6). f' y BILLS: CLrrent bills against the city were read as follows: motion made by Rodkey seconded by Casey that all bills properly signed andapproved be allowed, motion carried by roll call vote of six (6). ORDER OF BUSINESS SET ASIDE: by unanimous consent. CENTRAL SAND AND G_�AVEL CO: Mr. Powell representing the Central wand & Gravel Co. relative to their operating a pit at Ainsworth and SotL h 4th; Mr. Powell states he had examined previous contractsand letters, he read his letter to the council requesting an extension of time to September 1946 in which to stock pile gravel for the plant, would be glad to draft an agreement and submit to the council for approval. They also suggest that the pit created by removing sand and gravel could be used for certain types of waste matter from the city, the council body felt that the company should contact property owners in regard to purchasing their property; filling the present pit and moving crusher near S.P. & S. rijht of way was discussed also securing other locations for property owners, -ate buying lots and moving houses was mentioned, some were considered to frail to move. Mr. Zent suggested that 'Mendell Brown take the matter up with Harold Blanton and The Central Sand Gravel Co. ' then report May 21, 1946. ' J 1196 PASCO, WASHINGTON REGULAR MEETING CONTINUED COMMITTEE ROOM MAY '7,,1946 I I FILTRATION BONDS: t .Mr. Nelson had talked to Mr. Blum in Spokane relative to using the $155,000 balance -authorized by Ordinance 531 for Filtration construction, Mr. Merrill & Mr. Ackley were present; Mr. Merrill slated the 1155,000 could probably be used by setting it up in another Ordinance. This amount could be cancelled from Ordinance No. 531 but that would not be necessary, the amount could just stand as is. In case .$155,000. worth of bonds were sold, it would take j�20,000 approximately per year -for retirement of bonds and interest. Mr. Merrill is interested at this time in 'getting a contract as fiscal agent; he feels that at the end of another 30 or 60 days bids would not be as low as if advertised at an earlier date. Contract would be the same as submitted last time as to wording the amount of money and dates to be specified. lie suggested that at the next regular meeting a decision be made, if he is given the contract, adjourn meeting for one week at which time he would have the Ordinance prepared and ready for the first reading. CARD TABLE LICENSE APPLICATION: An application for card table license was presented by J.C. Bailie to be located at the Depot Lunch, 108 Tacoma Avenue between Clark and Lewis, card tables in cafes was discussed, Mayor suggested that the committee look the location over and -make recommendation. -SALE OF FIRE CRACKERS: A letter was read from T.N. Bishop, Manager of the Ecomomy Drug Co. relative to sell- ing fire crackers and other fire works on the Fourth.of July, motion made by Casey seconded by Wallis rejecting the sale of fire crackers and fire works, motion .carried so ordered. PRICE OF MEALS FOR PRISONEiS: A letter w as read from Esther Sawyer asking.to raise the price of meals to prisoners from forty (.40) to fifty (.50�) cents, this raise was authorized providing it does not conflict with ceiling prices,motion made by Larson seconded by Casey to allow the raise if sanctioned by the 0_41P.A. office, City Clerk to obtain this information, motion carried by.roll cel 1 vote of six (6). RESIr,NATION OF OLIVER M. AD YfiS: I A letter was read from Oliver M. Adams, tendering his resignation as chairman of the Recreation Committee -effective June 1, 1946, prompted by insufficient time to carry on this work, motion made by Relson.seconded by Wallis to accept the resig- nation, motion carried so ordered. PARKING METERS: !, A letter was read from -.-Chief of Police McKibbon, recommending that parking meters i be extended another block east on Lewis., between First and Second to increase the i revenue. The present meter man would be able to handle the additional meters, motion made by Nelson seconded by Rodkey that this be turned to the Police Committee, motion carried so ordered. U.S.O. BUILDING INSURANCE: A letter was read from':iMr. L.R. Durkee of May 1, 1946 setting our requirements for insurance coverage on U.S.O. Building in connection with lease agreement, property identified as Federal Works Agency -Project: 45-243-F Recreation Facilities, Pasco, Washington. The council requests the City Clerk have insurance policy made out in accordance with the Governments request. Recreation committee reports through Walter Nelson of action taken at a meeting April 27, 1946; R.S. Brown Jr. with the U.S.O. states he would accept the position of Recreational Director for $4,000. per year and Mr. Fisher as assistant would expect $250.00 per month. U.S.O. staff .to discontinue May 15th. Drown & Fisher state they are unable to work with Miss Larson there fore she was given the opportunity to resign which sha said she would do but requested a letter of recommendation; following this report other city officials salaries was discussed,also work and results of Miss Larsons d-ervices, which were agreed unanimously to.be favorable. In conclusion motion was made by Beck seconded by Rodkey that the directors salary be set at $275.00 per month, assistant director salary 51>200.00 and Janitor ;200.00 per month, motion carried by roll call vote of six (6).
