Zent rendering his opinion on contract for professional engineering services on water filtration plant as follows: Under section 1, subdivision b, the contract provides .that "Any inspectors which appear needed and advisable to assist the resident engineer shall be provided and paid for by the City". It appears to me that this .would be a part of the work of the engineers employed to supervise the construct- ion of the plant and should be paid out of the fees allowed them. i It also appears to me that the inspections to be made as mentioned in Sec. 2, would be a part of the engineering work and should be paid for out of the fees allowed the engineers. I As I understood it the total fees to be paid the engineers would be 7-a, if that is the case, Sec. B. on the last page of the contract should have added thereto .(including the 5% as set forth in Sec. A.)
