BUS LINE FOR (CITY OF PASCO): 11
Fred Miller desires to operate a bus line on the city streets of Pasco, he is form-
ing a bus route corporation; papers are in Olympia at this time, he would like to
obtain a permit or franchise rom the city, length of permit, fares to be charged,
also stops and locations were considered, the committee feels that more time is
needed to work this out, in conclusion it was agreed that a meeting be held in the
Committee room by the Street and Police Committee with Mr. T4liller, Monday April 8th,
1946, eight o f clock P.1v1.
CARD TABLE LICENSE A?PL'ICA1'ION(VIRGIL LESLIE):
Mr. Leslie stated he had a card table license application to be acted upon a nd would
like to answerany and all questions pertaining to s.,me, chairman of the committee
commented on the situation, other applications were read, L.C. Yorgy ,
and James, R. Muir for renewals one table each, Virgil Leslie ��;bO.e Lloyd,&Tayor 2nd.�tables
J.O. Ev,,ns application held over from last meeting was alsotaken into consideration r
the committees -recommendation that no more card table licenses be granted, indefinitely,
until a few situations are straightened out; was discussed,.motioii made by Nelson
seconded by 01allis to accept the committees recommendation; question, some felt
that dependable operators should be granted renewals, tables in plunbing shop and
cafe was frowned upon by some; a vote was taken by roll call, Beck voting yes, Casey
not voting, Beck changes his vote to no, Diemond yes, Larson, nog Felson yes.,
Rodkev yeas and Wallis yes, motion carried by roll call vote of four(4).
HAT'VITv'ANS SEWER EAST SIDE:
Made a
Nr. Hammans/req_uest to install a sewer lateral in the alley running east and west,
Block 5," Longs Addition was discussed, Mr. Hamman would have to make this ins-
tallation',sewer depths were determined by profile, the special sewer committee
request more time for further study.

A copy of a letter to L.R. Durkee from Hill Williams relative to negotiation for
use or purchase of the U.S.O. Building was read and ordered filed.
WATER SERVICE TO NORTHERnPACIFIC ICE HOUSE:
/ A letter was read from V.E. Williams and D.W. Zent relative to water service to
f the Northern Pacific ice house and Northern Pacific contract. Mr. Larson, with
the NorthernFPacific Railway Company was in town and contacted the Mayor and water
manager. A blue print of pipe line from the cemetery line to the ice house is
attached to file.
FILTRATION PLANT:
Filtration plant contract, engineering services; letter was read from D.J. Zent
rendering his opinion on contract for professional engineering services on water
filtration plant as follows: Under section 1, subdivision b, the contract provides
.that "Any inspectors which appear needed and advisable to assist the resident
engineer shall be provided and paid for by the City". It appears to me that this
.would be a part of the work of the engineers employed to supervise the construct-
ion of the plant and should be paid out of the fees allowed them.
i It also appears to me that the inspections to be made as mentioned in Sec. 2,
would be a part of the engineering work and should be paid for out of the fees
allowed the engineers.

As I understood it the total fees to be paid the engineers would be 7-a, if that
is the case, Sec. B. on the last page of the contract should have added thereto
.(including the 5% as set forth in Sec. A.) Motion made by Beck to accept City
Attorneys opinion on changes in agreement,.City Clerk to so notify John W. Cunning-
ham and Associates and return contract for.changes and signature, motion seconded
.by Rodkey, carried so ordered.
ALLEY VACATION IN COLLEGE x DDITION:
.A letter was read from Earle M..Pence submitting engineers description of alley '
I in College Addition, a continuation to the South or unplated poDtion of Block
three, a continuation to the North or unplated portion of Block 14, Riverside
Addition for City alleys, motion made by Beck seconded by Diemond that the Mayor
negotiate with the County Commissioners for an easement grant for alley purposes,
the following described property Zent to prenate easem(�nb request on property ;
to -wit: Beginning at a point 3701 South of the center line of "A" Street, midway
E between 8th and 9th Streets (1651 '.Jest from the center line of 8th Street and
.1651 East from the center line of 9th Street.) said point is on the center line
of alley of the most southern point of present alley, and is the point of
.beginning. Thence South parallel to the center line of•present alley, a distance
1301 to the North side of "B" Street. The land involved is a strip 201 wide
. toa:wit:-101 East and 101 West of said center line and the full length of said
alley center line and beginning at a point of the South side of "B" Street
.midway between 8th and 9th street (1651 Nest from the Center line of 8th Street
.and 1651 East from center line 9th Street) and continuing South and parallel
.with afore said center line of alley, a strip of land 201 wide, to -wit: -101 on
the Ease'side of center line and 101 on West side of center line, a distance of �
.1201 to a point which is the northly end of present alley, motion carries.

seconded by Wallis to accept committees recomendation, motion carried.
CEMETERYCOMMITTEE: recommend that Raymond.M Fry be appointed Sexton with Bisente
.Amador as his assistant as they seem tobe doing a fine job at the cemetery, they
.each receiver ?175.00 per month, motion made by Beck seconded by Rodkey to accept
the committees recomendation Motion carried.
.Nelson also reports that the engineers are out of the Hutments in Sylvester Park,
He is also trying to obtain some rough lumber from Grosscup, 2,000 feet of
. 1X.61 s for theCemetery.

NATER COMMITTEE: reports that Graham charged $8.00 per hour for digging.
PURCILkSING MANHOLE BRICK:
Water Manager states that they will need sewer brick for manholes for sewer
extensions, same can be purchased in Kennewick at $32.00 per 100, motion made
by Beck seconded by Diemond authorizing water manager to make this purchase,
motion carried by roll call vote of six, Nelson was out of the room.
SEWER:
Extending the sewer through Brewery Park Block, from manhole proceed .Nest to
center line of Murray between Nixon and Sylvester.

NORTH LUCAS TRUNK LIME extension start at manhole on Lucas at the alley between
Sylvester and Irving, proceed North to the alley between Margaret and Park, install
another manhole.
BLOCK 3 SYLVESTERS SECOND ADDITION sewer extension for one block from manhole
at the alley on Francis between Octaveand Henry -proceed west to Aurilia, install
another manhole. Brewery park Block installation will be approximately
not necessary to call for bids. North Lucas installation extimated by engineer
�to aoAt approximately $1,200.00, bids were/called, none received work to be done
by day labor. T�IORTH LUCAS TRUNK of three blocks bids were called, one received
and considered to high and was therefore rejected, the estimate by John W.
Cunningham & Associates was $2,700.00, this will also be installed by day labor,
motion made by Beck seconded by Diemond that the Water managerand sewer committee
be authorized to go ahead with sewer constructions at the three locations afore
described, motion carried by roll call vote of seven.
FILTRATION PLANT GRANT:
{ Mr. Merrick, Alice Hogan and Mayor M.J. Linderman plan on going to Seattle to
{ meet with the Washington State Development Board, Friday the 5th of April, 1946
in the interest of obtaining financial aid for the Filtration Plant.

GRAVEL PIT:
The Central Sand and Gravel company have been notified of action taken by the {
Council to abide by ordinance now in affect.
GASOLITJE: bids following a discussion regarding the purchase of gasoline and
fuel oil by the City, motion was made by Belson seconded by Wallis that we call
for bids on gasoline and fuel oil for the balance of the year, motion carried
so ordered.
LICENSE -TAXI: Taxi license for J.B. Leonard, he wishes to operate in Pasco twenty-
four 24 hours per day, no objection was registered.

APPOINTT41Ei T-GORDON BECKLEY:
The Mayor appointed Gordon Beckley to the position of Fireman on the regular
paid Fire Department force, motion made by Beck to.aecept the appointment, motion
seconded by Casey, carried so ordered; this vacancy was made by promotion of Lyle
Cooney to Assistant Fire Chief.
READING OF RESOLUTIONS AND ORDINANCES:
RESOLUTION NO. 257:
A resolution a thorizing the sale of $127,000.00 worth of bonds was read and
adopted, motion so made by Beck seconded by Rodkey, carried by rollcall vote of
seven (7), bids to be called the 7th day of May, 1946.
ORDINANCE NO. 572:
AN ORDINANCE AMENDING ORDINANCE NO. 371, BEING AN ORDINANCE RELATING TO THE
MUNICIPAL 'MATER SUPPLY SYSTE1r1 OF THE CITY OF PASCO, REGULATING THE USE OF `NATER
THEREFROM, PROVIDING FOR THE SALE OF THE SAME, FIXING THE PRICE T HEREOF AND
PROVIDING A METHOD OF COLLECTING RATES THEREFOR, RULES, AND REGULATIONS, AND PRO-
VIDING PENALTIES FOR THE `u'IOLATION OF THIS ORDINANCE.
Motion made by Nelson seconded by Rodkey that Ordinance No. 572 having had the
third reading be adopted, motion carried by roll call vote of six (6) Beck
voting "nay". r

GRAVE LOTS IN CITY VIEW CEMETERY AND PROVIDING THE MANNER OF PAYMENT THEREFORE, AND
PROVIDING FOR THE PERPETUAL UPKEEP OF ALL GRAVES IN SAID CEMETERY AND DEFINING
THE MEANING OF THE TER1J "PERPETUAL UPKEEP", AND PROVIDING FOR THE OPENING AND
CLOSING OF GRAVES IN SAID CEMETERY AND THE USE OF CONCRETE BOXES OR VAULTS, AND
