Linderman presiding. ROLL CALL: By clerk, councilmen present, John Beck, Karl Casey, Charles Diemond, R.J. Larson, Walter Nelson, D.F. Rodkey and C.R. Wallis, also City Attorney D.W. Zent. REGULAR ORDER OF BUSINESS SET ASIDE: by unanimous consent. PETITION AGAINST MORTUARY: A petition was read by Attorney E.A. Davis which set out that a permit had been applied for and might be.granted permitting the operation of a funeral home and mortuary at the corner of Seventh and Clark, the signers do hereby earnestly and respectfully object and protest against the granting of such permit for such business as proposed. The prop gty owners feel that the proposed business in Residential District R-1 would/ etrimental to the adjacent property. Twenty two voters signed the petition. Mrs. Saylor and Pars. Gray commented on the situation, motion made by Beck to cancel permit to build funeral home on Lots 1 and 2. Block 10, Pettits Addition; motion seconded by Diemond, carried so ordered. Mr. Spencer to b e notified at once by City Clerk. CARD TABLE LICENSE: (JACK EVANS): Mr. Evans was present inregard to his application for cardtable license in cafe, the committee had not arrived at a definite answer, more time was requested and granted committee to make recommendation for or against at next regular meeting. 1� SWIMMING POOL (G.G. HARTMTAN) : Mr..nartman made inquiries of Mr. Zeidllack with reference to filters for swim- ming pools. {I REGULAR ORDER OF BUSINESS RESUMED: by unanimous consent. FILTRATION PLANT: Mr. Zeidlhack of the Join V4. Cunningham & Associates presented a contract for professional engineering services, which was read by the clerk, then discussed with Mr. Zeidlhack; City Attorney requested a copy to study before passing on it., --this was granted, motion made by Beck that 1kr. Zeidlhack sign contract, City Attorney can make revisions if found necessary when he passed on it, motion seconded by Rodkey, carried so ordered. Two ways of handling construction was mentioned, one by complete contract with contractor; the other by City purchasing equipment, general contractor build and install equipment. Second method was recommended. Mr. Zeidlhack would like an expression from the council as to when the contract would be approved or acted upon; City Attorney presumes he will have it ready by next regular meeting. SALE OF BONDS: and Federal Grant were discussed, motion made by Rodkey that the City Attorney prepare a Resolution for sale of bonds, motioh seconded by Beck, carried so ordered. and RATE REVISION: of the Citys entire water system outside of the City limits and in respect to filtered water; this revision and costs were discussed, Zeidlhack made and estimate of cost at $250.00 or $300.00 otion made by Belson that John W. Cunningham and Associates make a rat �o"' lour water system for present and filtered water, motion seconded by Diemon4, carried by roll call vote of seven (7). NORTHERN PACI_IC ITIATER RATE: and their contract was discussed, this should be read by the water manager and city attorney prior to changing their present rate, it was stated by McGhee that't�ie expense of delivering water to the Northern Pacific was higher than the rate charged. They have asked for water service out side the city limits at the ice house from the Cemetery line, motion made by Nelson that the new connection on the Cemetery line be charged the same rate as the army or (Little Pasco) out side the city limits, motion seconded by Rodkey su b ject t0 t i Gur >ttOrneyS approval was accented as an ar_endment to the motion, amendment made by Rodkey, motion carried so ordered. RE_tDING OF ORDINANCES: ORDINANCE NO. 572: AN ORDINANCE AMENDING ORDINANCE NO. 371, BEII'GG AN ORDINANCE RELATING TO THE MUNI- CIPAL ':NATER SUPPLY SYSTEM OF THE CITY OF PASCO, REGULATING THE USE OF :`TATER THEREFROM, PROVIDING FOR THE SALE OF THE SAME, FIXING THE PRICE THEREOF AND PRO- VIDING A METHOD OF COLLECTING RATES THEREFOR, RULES AND REGULATIONS, AND PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE. Motion made by Rodkey seconded by Diemond that Ordinance No. 572 be given the third reading, motion carried, Beck, voting "nay", motion made by Rodkey seconded by Nelson that Ordinance Ido. 572 has been given the third reading, motion carried so ordered, Beck voting "nay"; Beck discussed out of City water connection -charge also out laying districts writhing the limits, he feels that a charge should be worked out where by every one paid the same. 0 i RECESSED MEETING CONTINUED UNFINISHED BUSINESS USED CAR LOT LICENSE: PASCO, WASHINGTON COMMITTEE ROOM Elmer Smiths Applica iorfor a license to operate a used cars and display lot at 320 'Nest Lewis'Mtion made by Beck seconded by Larson that the license be granted, motion carried. G.E. S!�NDERS BICYCLE REPAIR AND HIRE LICENSE:. Mr. Sanders application fora bicycle repair and to hire lot was approved providing � the location is in the proper zone and in accordance with all city regulations, motion made by Beck seconded by Larson to grant license providing location is in commercial district, motion carried so ordered. HENRY WILSON -DENVER HOTEL: desires to sell fruit at his news stand, motion made by Rodkey seconded by Larson to turn to the health committee. B.H. SHELDON'S FINAL PAYMENT: A voucher presented b B.H. Sheldon in the amount of $5,937.64, balance due after deducting penalty of 1,500.00 and repair charges to street of $ 1,005.03, motion made by Beck seconded by Rodkey that we allow balance on Sheldons estimate, motion carried by roll call vote of seven (7). Motion made by Beck authorizing the mayor to sign release of contract with the exception of the bond, motion seconded by Casey, carried by roll call vote of seven (7). Motion made by Beck seconded by Rodkey that the.City Clerk notify insurance company that bond was not being released until claims are all paid, motion carried so ordered. COOLING SYSTEM: For second floor of City Hall, motion made by Rodkey seconded by Diemond that call i for bids be published on five (5) outlets for second floor of City hall, motion carried by roll call vote of seven (7). PLANNING COMMISSION INCREASE: A resolution was requested by the Mayor to increase the number of members to the Planning Commission Board -more time to consider was suggested. E ! STREET LIGHTS• A street light is badly needed at 10th & Yakima -no lights available at this time. PARK ATTENDANT: Mayor Linderman reports that complaints'have-been made'to him regarding trouble between children and the park attendant, C.B. Chappell. It was suggested that this beireported to the park board. SEINER IN BLOCK "D" KURTHS ADDITION: I.I. Grigg is working on his project in Block 5, Kurths Addition, laying sewer laterals, committee to contact Graham for his price on digging ; Fence going to Oregon the second week in May, committee to see Graham & rence and report to council. HAMMAN SEWER: j Mr. Hammants Sewer in Block 5, Longs Addition is in Lewis and Clark streets, he would like to run a leteral from City lateral in alley running North and South down alley running East and West to serve his project from alley instead of connecting to Street services, this lateral would be 150 feet long; committee to investigate and make recommendation. VACATING ALLEYS IN BLOCK 158 LAND C01S 1ST ADDITION:(L.J. PEARSON): I Vacate alleys in Block 158 Pasco Land Companys First Addition was discussed, the I replat print and street widths were defined, it was discovered that Lewis and I Wehe Streets would not be uniform widths if replated according to replat, motion made by Rodkey that we vacate alleys in Block 158 for Lot 6, in revised plat or 40 feet providing replating is approved, also 40 feet from Lewis Street center so Lewis Street will -conform with Acre Park Addition, motion seconded by Nelson, carried so ordered, City Clerk to write Mr. Pearson this proposal.
