CALL TO ORDER:
Meeting called to order at eight o'clock P.M., Honorable Mayor M.J. Linderman
presiding.
ROLL CALL:
By clerk, councilmen present, John Beck, Karl Casey, Charles Diemond, R.J. Larson, s.
Walter Nelson, D.F. Rodkey and C.R. Wallis, also City Attorney D.W. Zent. _.
REGULAR ORDER OF BUSINESS SET ASIDE by unanimous consent. �
MORTUARY (A.A. SPENCER & SON):
Mr. ''pencer & Son were present to furnish information that might be desired by
the council in considering the granting of a building permit for the erection of
a mortuary on Lots one (1) and two (2).. Block 10, Pettits Addition, approximate
valuation $403,000.00; to have dwelling quarters in the basement, funeral home on
Main floor, motion made by Nelson seconded by ''odkey authorizing the building d
Inspector to issue permit, motion carried so ordered.
WIDEN EAST LEWIS:

Mr. Hamman made inquiry relative to widening East Lewis by taking out trees in the E
parking strip and setting back curbs to sidewalks and continue to City Limits, ,
motion made by Nelson seconded by Rodkey that this be turned to the Street and
Alleys Committee for investigation and report, motion carried so ordered; in debating
thy: question it was brought out that this would widen.the street twelve feet thus
making the street 68 feet wide for traffic and parking use.
SEINER CONNECTIONS:

Mr. Hamman also made inquiry about sewer connections to five blocks on Oregon
Street, he mentioned bringing sewer across the street, motion made by Nelson
seconded by Diemond to turn this to the sewer committee for investigation and
report, motion carried so ordered.
REPAIR SHOP IN R-1: (CHRIS ROUJ'UST):
A letter was read from Chris Rougust requesting permission to operate a repair
shop for a period of ninety(90) days at which time he ekpects to have a location
down town, motion made by Beck seconded by Casey that this be turned to the i
Police Committee with Police Judge Stone included, motion carried so ordered. I
GRADING STREET TO S TOCL YARD:

Pat Owens in person requested the council to grade a,)to the city limits for the
Stock Sales Yard at the stock yard. Graveling cost would be about $300.00 per
block, the street department could not stand this expense, Mr. Owens thought a
graded dirt road would be all right, this was turned to the Street and Alley
committee with power to act, motion so made- by Rodkey seconded by Diemond, carried
so ordered.

CARNATION MILK:
Mr. R.E. Kirscher states he.wrote the Morning Milk Co., in regard to rent on trucks
being parked in City yards, but received no answer; in talking to one of the
Managers at Sunnyside he expressed his idea of the rent which he said was to hig)j
also that the dates and number of trucks parked was not correct, motion made by
Rodkey seconded by Diemond that we bill the Morning Milk Company for truck rent
retroactive to September 15th, 1945 at 2.50 per truck to ialarch 1, 1946 -two trucks
six months; one truck five & one half months; one truck for two and one half months
thus making a total of $35.00. The Carnation Company has purchased the Morning
Milk Companys holdings in Sunnysideand Pasco and they will pay rent on three trucks
from ``arch 16 1946• the amount of rent was again discussed

truck was suggested by Mr. Kirscher in conclusion a motion was made by Beck sec-
onded by Larson to charge `t'2.50 per month per truck, motion carried so ordered.
In billing the Morning Milk Company, Mr. Kirscher advised to mail same to L.W. Gurr, �
505 Continental Bank Building, Salt 'Jake, Utah.

EAST PASCO:
Delbert Avery invited the Mayor and council to the East Side School, Friday
evening March 22, 1946 to a meeting of the East Pasco Improvement Club. He also
stated that people on the East side desired to have their district designated

as "East Pasco" instead of the .East Side.
REGULAR ORDER OF BUSINESS RESUMED by unanimous consent.
REnDING OF THE MINUTES:
i Minutes of the previous meeting wereAa correction was made in describing pipe
installation in block "D" instead of reading"the City to furnish and lay 8" pipe"
i should read "City to furnish 8" pipe." City Clerk requested to make correction
by John Beck, Rodkey confirmed correction.
CORRESPONDENCE:
FILTRATION PLANT:
A letter was read from John W. Cunningham & Associated to D.W. McGhee, suggesting

that a special meeting to meet with a representative, probably Felix Zeidlhack,
to confer with the council and make arrangements for Filtration Plant preliminaries.
In a phone conversation to John W. Cunningham & Associates referance was made
{ to a letter of December 3, 1946 setting out a proposal for engineering services
in connection with this work, the lepter was reread which states in part "For the
! filtration plant, we will make all necessary field surveys, prepare plans and
specifications for a reinforced concrete plant, valves, piping, pumps, filtration
controls and equipment. We will attend opening of bids, tabulate the results
and advise the Council as. to the most acceptable proposal. We will negotiate
with the State Board of health and secure their approval of the plans and spec-
a ifications. We propose to do the above for Five Percent(5%) of the actual con -
II struz.tion cost of the plant, or the estimated cost, payable on completion of the i
' plans and specifications, inc ase construction does not follow.
For staking the site and supervising construction, we will have a competent }`
resident engineer on the job for the contract period and will palace the same in
service and instruct the attendants in its operation. For this service we would
ask TVIO AND ONE-HALF PERCENT (21 ) of the final construction cost." Following

` Cunningham & Associates, Tuesday March 26th, 1946, motion carried so ordered,
motion made by Diemond to accept proposal on Filtration Plant Engineering services
is as stated in Ziedlhacks letter of December 3, 1945, motion seconded by Casey,
carried by roll call vote of seven.
PETITIONS:
TO RE PLAT BLOCK 158 PASCO LAND COMIPAIffS FIRST ADDITION:
A petition presented by L.J. and Thelma Pearson was read petitioning the City
Council to approve replat as per blue print attached. Date of hearing was set
for May 7, 1946, motion so made by Nelson seconded by Rodkey, carried so ordered.
BUSINESS LICENSE -JOSEPH A. WILSON:
Mr. Wilson obtained a license to conduct an amusement center at 215 West Lewis
the first of November, 1945 he states that he did not open the center until
January 1946 and is asking that he be allowed to operate under the 1945 license,
motion made by Diemond that Joseph A. Wilson be granted business license for 1946
on receipt paid November, 1945, motion seconded by Larson, carried so ordered.
BUSINESS LICENSE -HENRY WILSON:
Henry Wilson has made application to operate a news and tobaccostand on the front
porch of the Denver Hotel, this was discussed, motion made by Beck seconded by
Larson to grant the license, motion carried so ordered.
J.O. EVANS CARD TABLE LICENSE:

An application presented by J.O. Evans to operate a card table at 218 West Lewis
was considered, fi=r. Evans operates a cafe at this location, the.Ordinance prohibits
card tables in places where food is served and the area is to small for partitions
motion made by Beck to turn to Police Committee, this motion was withdrawn, foll-
6wing the discussion motion was made by Rodkey seconded by Nelson to turn to the
Police Committee, motion carried so ordered.
BUSINESS LICENSE FOR HORRIGAN & LEAVY:
A letter was read from D.W. Zent stating that after reading the Ordinance again
he feels it was the intent of the council that each person so engaged should pay
the fee, a court action would be the only definite way to determine the matter.
He advises that the City Clerk write Horrigan and state that if the fee is not
` paid court action will be taken.
�? CARNIVAL LICENSE: ( MEEKER SHOWS) :
An application by George French to bring the Meeker Carnival shows to Vasco was
read, following a brief discussion motion made by Nelson seconded by Larson
that the application be denied.
SALARY TO COUNCILMAN (CHAS F. DIEMOND):
During Jure, July, and August 1945, during our congested period, the Mayor and
one City Councilman put in considerable time at the City dump poisioning rats;
at a regular meeting August 21, 1945 motion was made by Rodkey seconded by Beck
to pay the mayor and Chas. Diemond ninety cents (90�) per hour for time put
in at the City dump poisioning rats, motion carried by roll call vote of six.
The City Clerk wrote to the Association of Washington Cities, legal consultant
September 7, 1945 for an opinion on the payment of this claim when presented,
{ Mr. Homer rendered his opinion which was in the negative and stated that "if any
expenditure for that purpose is made it would have to be approved by the ex-
aminer for the State Division of Municipal Corporations, which'takes its advice
as to legality of the same from the Attorney General. `This file was forwarded
to Ar. C.F. Cash, State Examiner 1^Jho forwarded same -f-ile to the Division of
Municipal Corporations, mailed his reply to, the City Clerk at Pasco, stating
that they agree with Mr. Homer and that Adah Perry be so advised; City Attorney;,
D.W. Zents opinion by letter of September 6, 1945 that the amount being under
$100.00 per month may properly be allowed, again at this time the voucher was
y considered and the City Attorney and council would like to bring it up for court
decision, motion made by Rodkey seconded by Beck that Chas. Diemonds voucher in
the amount of eighteen ($18.00) dollars be paid, motion carried by roll call vote
` of six (6). City Clerk advises that voucher will have to be properly made out

REVISING WATER RATE ORDINANCES.AND RATE STRUCTURE was discussed, motion made by
Rodkey to ask John W. Cunningham and Associates for recommendations on rate
structure changes, motion seconded by Diemond, carried so ordered.
CITY CLERK furnished each member a copy of the January and February Budget report
of all departments.
ADJOURNMENT:
Motion made by Beck seconded by Rodkey that the meeting recess to Tuesday, March 26,
1946,.eight o'clock P.M., motion carried so ordered.
