PASCO, WASHINGTON
CALL TO ORDER:
Meeting called to order at eight o'clock P.M., Honorable Mayor M.J. Linderman presiding.
ROLL CALL:
By clerk, councilmen present, John Beck, Karl W. Casey, Charles Diemond, R.J. Larson,
Walter Nelson, D.F. Rodkey and C.R. Wallis, also City Attorney, D.W. Zent.
REGULAR ORDER OF BUSINESS: set aside by unanimous consent to hear from visitors.
FRED MILLER
Fred Miller appeared in the interest of•a franchise to operate a bus line on the
city streets. He was assured that this would be acted upon later in the meeting
under -reports from committees.
EAST SIDE ZONING:
A group from the East Side were present in r egard to zoning changes, requesting
that the east side zoneing in general be left very much as it now is with the
Commercial District extending to the city limits; protecting the property around
the school was recommerided. Street grading on several blocks South of Lewis was
also requested by the group; no action was taken at this time. Those present
were advised that a public hearing would be held before any zoneing changes could
be made and thht they would be kept informed.
BROWNINGS STORE BUILDING:
• Brownings store building was reviewed, he states he.is ready to start work on
the new structure. Mr. Haylett was present and informed the council that Mr.
Browning had obtained a n application in the fore part of February but same had
never been returned to his office; up to this time Browning has not been willing
to accept a two year temporary permit, it was brought out that by public hearing
through a petition to change the now existing Ordinance No. 435 or by granting a
two year permit is the only way this can be taken care of, in conclusion a motion
was made by Beck to issue Browning a temporary•permtt for two years with a
guarantee that it would be made permanent within that time, motion seconded by
Larson Rodkey favored,under one condition that the trailers be removed, cabins
be removed or repaired also present store building, the removal of the store
building wase favored, on voting the motion, -carried so ordered.

READING OF THE MINUTES:
Minutes of the previous meeting were read and approved.
BILLS:
Vouchers covering claims against the city were read as follows: motion made by
Rodkey seconded by Casey that all vouchers properly signed and approved be
honored, motion carried by roll call vote of seven.

Two letters were read relative to water service being condemned for N.P, & S.P. & S.
use on their passanger trains, motion made by Beck seconded by Diemond authorizing
the Mayor to negotiate with the State Board of Health and Northern Pacific Ry. Co.
through the City Attorney, motion seconded by Diemond., carried so ordered.

E SWIMMING POOL BLUE PRINTS: '
A letter was read from John W. Cunningham & Associates of February 20, 1946 re-
garding prints for swimming pools, as requested by the Council, they do not have
an assortment of drawings for various sizes of pools, but are designed for in-
dividual pools to suit the requirements of the City.
Prints from the Gunite Company of a proposed pool were presented by karl Krudwig
for Mr. Street they were to be turned to the swimming pool committee and Recreation
committee.
DEED TO MURRAY NIXON PROPERTY IN RIVERSIDE A DDITION:
The deed covering 27 lots in in Riverside Addition, approved by the City
Attorney was examined, motion made by Beck authorizing the Cit Celel-ki to record

Title insurance was discussed but not requested at this time, clerk to make final
check with Russel ''ox to ascertain if anything had been filed against this
property before warrant is mailed.
BUSINESS LICENSE-HORRIGAN & LEAVY:
John Horrigan takes the position that since he and James Leavy constitute a part-
nership that only one business license should be obtained. A letter to this effect
from John Horrigan was read, City Attorney to givean opinion.
U.S.O. BUILDING:

A letter:: as read from Warren G. Magnuson relative to the purchase of the U.S.O.
Building, no present actionwas suggested.
SWIMMING POOL:
A letter was read from Wesley Bintz stating in part that the city has a valid
contract with him and he expects the City of Vasco to live up to the terms of
said contract, he would be glad to cancel the present contract upon the ex- o
ecution of a contract on another type pool at a six per cent (6/) feeJ, for that
work. The City Attorney advises he had notified Mr. Bintz that the City has
canceled their contract for a swimming pool, motion made by Wallis seconded by
Diemond that this correspondence be placed on file for future reference, motion
carried.
Constructing a swimming pool, without filtration unit, by draining and cleaning
pool and using chlorine was discussed, obtaining an opinion from the Health
officer was suggested, also contacting Prosser to ascertain how they cared for
their pool, City Clerk to make contacts with Prosser and Walla Walla. {
B.H. SHELDONS CONTRACT (SEWER): !
A copy of a letter to Sheldon from the City Attorney also one from the City Clerk
was read requesting information regarding claims filed against the contractor
through the �'ity, and setting out figures establishing a balance, confirming phone
conversation.

ESTABLISHING A SEWER COMPLETION DATE: was again discussed and a letter from the
City Attorney read pertaining to information needed by the City Treasurer for
filing leins against the property where owner did not comply with Ordinance. It
was suggested by the City Attorney that this date be used and notice published,
motion made by Rodkey that the water superintendant publish notice of sewer
completion date as of March 5, 1946, motion seconded by Diemond, carried so ordered.
{ PETTITIONS:
GRAVEL PIT:
A petition to prohibit the operation of any gravel pits inside the city limits
and especially in the 6outh East portion and to require the present operators to
remove from and cease work on the present gravel pit, for the reason that same is

A desire to have the Ordinance enforced; this was turned to the Street and Alleys
Committee for report and recommendation, motion carried.
COMMERCIAL ZONE DESIRED(BLOCK 1 LOTS 1 to 8) SYLVESTER PARK ADDITION: i
16 valid signatures
Petitions presented by L.L. Williams with 45 signatures//requested that lots 1 to i
8 inclusive Block one, Sylvester Park Addition be placed in a Commercial Zone for
the purpose of allowing thereon the conducting of mercantile and like business,
following a discussion with Mr. riaylett, Mr. Browning and the council, a temporary t
permit was advised.
SURVEY AND MARK CER'T'AIN STREETSAND ALLEYS ON EAST SIDE: t
A petition was presented, signed by 19 signers to have a designated portion of
four streetsand alleys surveyed and graded; this was describedand located onthe
map during the discussion followed by a motion made by Nelson seconded by Rodkey
that this be turned to the Street and alley committee for recommendation, motion
carried.
MOTEL ON EAST LEWIS:
Mr. Haylet requested permission to issue to.L.J,.- Pear..son & R.B. Britten a building
permit for the construction of a motel in Pasco Land Companys First Addition, Block
1583, to cost more than $10,000.00, motion made by Larson seconded by Belson that
Mr. Haylett be authorized to issue permit, motion carried.
GARAGE ON COLUMBIA STREET:
Mr. Haylett requested permission to issue a permit to Mr. DeMuthe for a garage to
exceed $10,000.00 on Lot 13, Block 17, Gerrys Addition, motion made by Beck
seconded by Rodkey to authorize the building inspector to issue permit if con-
struction is in accordance with the building code, motion carried.
REPORTS FROM OFFICERS:
The City Treasurers report for February 1946 was read.
FIRE CHIEFS report for -February 1946 was read.
A STATISTICAL PUBLIC LIBRARY report for the year was read.
REGULAR ORDER OF BUSINESS SET ASIDE:
MONARCH MACHINE COMPANYS SEVER SERVICE:
Representatives for the Monarch Machine Company were present making inquiry in
regard to obtaining Weser Service to Block 123, Pasco Land Company's Addition
extending an eight (8) inch line from blain Street up Lytle to alley in Block 123,
thence up alley with 6 Y's inst&lled this being a comparable installation with
Kidwells extension in Block 121 was discussed. The sewer committee recommend that
the city extend an eight (8) inch line up Lytle from Main to manhole at lamphole
at alley in Block 123, motion made by Diemond seconded by Larson to accept
committee recommendation, motion carried by roll call vote of seven. The Committee
also recommend that the Monarch Machine Co. furnish and lay eight (8) inch pipe
from Lytle up alley with 6 Y's installed, city to dig ditch, backfill and make
all inspection, motion made by Rodkey seconded by Diemond to accept the committees
recommendation, motion carried by roll call vote of seven.
REGULAR ORDER OF BUSINESS RESUMED:
COMMITTEES REPORTS:
BUILDING COMMITTEE: --INSURANCE ON PARKING METERS this was considered not advisable
account of coverage not being definite.
HUTMENTS AT SYLVESTER PARK: U.S. Engineers with the Columbia Basin Project have
been granted the uSe of hutment for office purposes until June 1, 1946. Recreation
supply to be kept there also, recreation committee trying to work out a plan where
by the basin project staff might be able to continue on through the summer months.
STREET COMMITTEE:Brickey wants to have dirt hauled from building site on east side
to du#lp,to correct caving in conditions out there which are considered hazardous,
hiring two trucks for this work was favored by the council, they were assured that
the cost would be nominal.
PARKS & CEMETERY: Committee reports Mr. Sample has given notice to the committee
of his intent to resign March 11, 1946, Mayor and committee to try and locate
some one for this position.
Volunteer Park caretaker Chappell states he expects to quit unless his wages are
raised from X175.00 to 3200.00 per month, following a short discussion where it
was determined that this could be done without exceeding* the budget, motion made
by Diemond seconded by Casey to raise Chappells salary .to -,.-,I $200.00 effective
March lst, 1946, motion carried by roll call vote of seven.
BUS SERVICE: Mr. Miller has conversed with the St. committee in regard to ob-
taining a franchise to operate a city bus service on the City Street extending
through the Riverview District, mention was made of half hour service within the
city and hourly service outside city limits granting a franchise or permit was
discussed, City Clerk to write the Association of Washington Citys for information
on like situation, motion made by Bedk to issue Mr. Miller a temporary permit to

operate a bus line ninety (90) days pending working out agreement, motion
seconded by Diemond, carried so ordered.

FIRE COMMITTEE --ASSISTANT FIRE CHIEF: The fire committee recommend adding an
assistant Fire Chief to the ire Department staff and hiring another regular
fireman this can be done without exceeding the salary budget, motion made by
Beck seconded by Larson to a ecept the committee recommendation to establish a
position of Assistand Fire Chief -salary $225.00 and add another regular fire-
man at $200.00 per month to fillvacancy left.by advancement,.effective April 1,
1946, motion carried by roll call vote of seven.
SEWER COMMITTEE:
SEWER TO BLOCK D( JOHN BECK) --Extending sewer service to Block "D" was discussed,
Sewer committee recommend that eight (8) inch pipe be used instead of four (4) inch
thus taking care of four more connections in same block, City to pay difference
in size of pipe, that is between 4" and 8" pipe; motion made by Diemond seconded by
Casey to accept committees recommendation that the city furnish Ira -y eight (8)
inch pipe with four Y's and one lamphole also engineering work from man hole in
Block one to lamp hole on East side of Murry Street, motion carried by roll call
vote of six, Beck did not vote.
SEWED EXTENSION ON LULUS:
A letter was read from John W. Cunninghams office in regard to sewer extension out
Lucas Street also blue prints and profiles covering extendion from manhole at the
alley between Sylvester and Irving to alley between Park and Margaret Street,
Approximate cost $2,700.00. The end manhole near Margaret Street shoulddhave a
twelve (12) inch stub pipe in case the sewer is extended in the future. The blue
prints and profiles were studied and discussed, committee recommends to call for
bids, motion made by Diemond seconded by Larson to advertise a call for bids on
sewer extension three blocks north on Lucas Street, motion carried by roll call
vote of seven.
MORNING MILK CO.: has never answered request for rent on truck parking in city
yard.
NORTHERN PACIFIC WANTS WATER SERVICE to ice house, -this would be taken off the
cmeme#ery line that serves the army at Little Pasco, the Water Manager states that
the railway company should not be served water at a cheaper rate than the Army,
which is a higher rate than the railway company ispra in t*tY in the city limits,
he also suggested having John W. Cunningham & Assn,:.�_e.

seconded by Diemond that a temporary rate not less than four cents (4¢) be
considered pending rate revision, motion carried so ordered.
ADJOURNMENT:
Motion made by Rodkey seconded by Beck that the meeting adjourn to next regular
meeting Tuesday, March 19th, eight otclock P.M, motion carried so ordered.
