Linderman presiding. ; ROLL CALL: I By clerk, councilmen present were,John Beck, Walter Nelson, R.J. Larson and D.F. Rodkey; absent were Karl Casey, Charles Diemond and C.R. Wallis, also City Attorney D.W. Zent. REGULAR ORDER OF BUSINESS SET ASIDE: by unanimous consent. PRINTS ON SWIMMING POOL (MR. STREET): Mr. Street spoke to the council relative to obtained prints on the proposed swimming pool from the National Gunite Co., New York, the concenses of the council s favored the idea of receiving prints if there was no charge and Mr. Street was given to understand that only on that basis would they receive these prints - he was furnished information as to the size which was 105' X 701. WATER SERVICE OUT SIDE CITY LIMITS: Mr. Street talked about needing this service; there was no action taken. MORE CAST IRON PIDE NEEDED: Mr. McGhee wishes to purchase another car load of pipe, plans on taking advantage of the 10% allowance covered in call for bid and at the same price if possible, this purchase was favored by the council body. The department is also trying to obtain some twelve (12) inch pipe from Hanford salvage. REGULAR ORDER OF BUSINESS RESUMED: by unanimous consent. READING OF THE MINUTES: Reading of the minutes of the previous meetings; minutes were read for meetings held January 3, 8, and 15, 1946 -Beck asserts he did not say Volunteer Park, as mentioned in January 3rd minutes under heading MEMORIAL PARK AND SWIMMING POOL; line 11, makes a motion"that'unless contract can be.cancelled"be recorded as replacing "one isninstalled North''of Volunteer Park" motion seconded by Larson carried so ordered, with this correction the minutes were approved. BILLS: Current bills against the city were read and ordered paid as follows; motion made by Beck seconded by .Rodkey that all bills property signed and approved be paid, motion carried by roll call vote of four. Reimbursement voucher presented by Sample in the amount of $141.85 had been questioned. City Treasurer License, maps, postage 46.25 7 Total 81484.75 p Grand Total 46,308.08 COMMUNICATIONS: PURCHASING ALLEY IN BREWERY PARK: Property purchased in Brewery Park from Mr. Dunn does not complete the alley, a strip 101 X1321 owned by Irvin Kau, he offers to sell this for $6.00, motion made by Beck that the ('ity purchase 132 X 101 from Kau, in order to complete alley through to Murray in Brewery Park, Block, Kurth's Addition, motion seconded by Larson, carried by roll call vote of Four. PRICE OF SENIOR CITIZEN GRAVES: A letter was read from the University of Washington Municipal Research Lac Services stating in part, that to assure a decent burial, cooperation with the Funeral Directors Association have established a minimum standard funeral which the funeral director provides at a cost to the State of $100.00 of this the funeral director allocates about $22.50 toward the purchase of a burial plot. Follsbwing a short discussion it was recommended that the Committee prepare an amendment to the Ordinance. U.S.O. BUILDING: A letter was read for approval of the council to be mailed to Magnusen, Mitchell, Livingston and Hoagland regarding the purdhase of the U.S.O. Building by the City. Approval was given by the council; a report was read by Nelson, meeting with Mr. Tomilson was discussed, no action .taken. RECREATION DEPARTMENT: A letter was read from Mr. Cash, State ExamineV stating it was not legal for any department to have a revolving fund from which expenditures are made, all money collected must be turned into the Treasurer and expended by Warrant only. The council recommend that a copy of this letter be mailed Mr. Adams, Nelson, and Miss Larson. The Recreation Committee at a meeting Monday February 4, 1946, recommend that the mileage for recreation supervision be discontinued. LICENSE APPLICATION FOR CHRIS ROGUEST: A license application to operate a light repair shop in his garage at 421 W, Shoshone by Chris Rogust was previously rejedted, he was notified January 8, 1946 through action of the City Attorney of actiontaken and to stop operation at that location, copy to Chief of Police. Chairman Larson states he will have the Chief check on this situation, motion was made by Larson seconded by Rodkey to refund the license fee of X5.00, motion carried by roll call vote of four. BUSINESS LICENSE-N.C. LLOYD: City Clerk advises that she did not collect a back business license from Mr. Lloyd, motion made by Rodkey seconded by Nelson that Beck make this collection, motion carried so ordered. I APPLICATION FOR TAXI PARKING ZONE: An application presented by M.M. Kirk fora taxi parking zone provided for by Ordinance No. 566 was read, Zone to be painted in front of his place of bus- iness at 3232 West Lewis. An application was also presented by J.W. Bradshaw for a parking zone on Lewis at third in front of Carrols Recreation, the .Ordinance was consulted regarding the decision on locations, motion made by Rodkey seconded by Beck that the two request be granted, also that all requests for taxi zones, continue to come through•1C.the council for consideration and decision, motion carried so ordered. 1167 PASCO, WASHINGTON RECESSED MEETING CONTINUED COMMITTEE ROOM FEBRUARY 6, 1946 TRUCKS CAUSING A HAZARD: i Mention was made again of trucks parking at the Dependable Store for unloading extending more than half way out in the street; signs have been ordered to establish a loading and unloading zone. Slow signs are badly needed at 6th and "A'", and Lewis and Oregon. About 300 feet south on Oregon from Lewis. LICENSE APPLICATION(LL. WILLIAMS: I� An application was read from L.L. Williams to operate a store on North 3rd M d Nixon, motion made by Beck seconded by Larson that the license be granted:;' motion carried so ordered. PETITIONS: I PETITION FOR SIDEWALKGRADE LINE: A petition, signed by fifteen signers petition for aside walk grade line on Fifth between "A"" and "B" Street. Brickey will furnish grade soon as possible. RESOLUTIONS: RESOLUTION NUMBER 256: Resolution No. 256 was read which pertains to the Recreation Committee spending money budgeted for that department, dividing budget into twelve equal parts was objected to and the council agreed that this Resolution should be rewritten with the division by the month deleted. I ORDINANCES: SEWER BOND SALE ($20,000.00): The Bond Form was read in its entirety and discussed, motion made by Beck sec- j onded by Larson that the form be approved with the approval of the City Attorney, motion carried so ordered. ORDINANCE NO. 569: AN ORDINANCE AUTHORIZING THE ISSUANCE OF THE "CITY OF PASCO SPECIAL FUND 'VVATER- SEWAGE REVENUE BOND OF 1944-19463, SERIES "B" IN THE PRINCIPAL AMOUNT OF 20,000., being a part of the "CITY OF PASCO SPECIAL FUND WATER%.SEWAGE REVENUE BOND OF 1944113, AUTHORIZED BY ORDINANCE NO. 531 OF SAID CITY, PASSED AND APPROVED A T A REGULAR MEETING OF THE CITY COUNCIL ON MARCH 7, 1944, DECLARING THE DENOMINATIONS AND MATURITIES OF SAID BONDS AND THE TERMS THEREOF: RESCRIBING THE SUBSTANTIAL FORM OF SAID BONDS AND INTEREST COUPONS, PROVIDING THAT THE SAME SHALL BE PAYABLE OUT OF THE SPECIAL FUND KNOWN AS "THE WATER REVENUE SPECIAL BOND FUND OF 1944 j "CREATED BY SAID ORDINANCE NO. 531 AND THIS ORDINANCE,AND PROVIDING FOR T14E PAY- MENT OF SAID BONDS OF SERIES B OUT OF AND FROM THE EARNINGS AND REVENUES OF THE WATER WORKS SYSTEM AND SEWAGE DISPOSAL SYSTEM QF THIS CITY AND CONFIRMING THE SALE OF SAID BONDS TO PAINE, RICE AND COMPANY OF SPOKANE, '_WASHINGTON: PROVIDING FOR THE PUBLICATION OF THIS ORDINANCE AND ITS EFFECTIVE DATE. ORDINANCE NO. 568: d AN ORDINANCE AMENDING ORDINANCE NO. 424, BEING AN ORDINANCE _!ELATING TO LICENSES FOR, AND REGULATING CERTAIN OCCUPATIONS, TRADES AND LINES OF BUSINESS CARRIED ON TN THE CITY OF PASCO, AND REQUIRING THE SAME TO BE LICENSED AND PROVIDING A PENALTY FOR THE VIOLATION THEREOF, BY ADDING TO SAID ORDINANCE ANOTHER SECTION TO BE KNOWN AS SECTION 55-A, Motion made by Nelson sedonded by Rodkey that Ordinance No. 568 be given the third reading, motion carried. Pearce was reappointed as a member of the Library Board, effective date December 31, 1945. i 1• PUBLIC HOUSING AUTHORITY: - C. Scott Roff was reappointed as a member of the Housing Authority for a term of six years, effectivedate January 28, 1946 to January 28, 1951. CIVIL SERVICE COMMISSION: J.
