Linderman presiding. 8 ROLL CALL: By clerk, councilmen present were, John.Beck,. Karl Casey, R.J. Larson, Walter it Nelson and D.F. Rodkey, councilmen absent were Charles Diemond and C.R. Wallis City Attorney D.W. Zent was present. REGULAR ORDER OF BUSINESS SET ASIDE: Motion so made by Beck seconded by Larson carried so ordered to hear from civic groups present, also individuals. I.I. GRIGG:(SEWER) Mr. Grigg made inquiry relative to sewer service to Block 5, Kurths Addition, from the saver: line on Aurelia stating he would put in'all the laterals in accordance to City specifications and under city supervision. Extending the sewer trunk j North on Lucas from the alley between Irving and Sylvester to serve Blocks 3, 4, I and 9 was also discussed, both issues were turned to the Special Sewer Committee, Rodkey, Beck, Diemond and McGhee. I GRAVEL PIT ON AINSWORTH: Frank L. Holmes of the Central Sand & Gravel Company requesting permission to open up and operate a pit in Block 16 and part of Block 9, Grays Amended Addition; Filling in the existing pit in Block 14 was discussed; complaints were registered relative to the old pit creating a hazard and containing.stagnate water part of the year. Mr. Custer spoke in behalf of the Railroad Companies and is anxious to have the right of way brought down to grade, he thought the top soil could be used in filling old pit. The City ordinance No. 500 pertaining to gravel pits within the City was read. Mayor Linderman feels that the City should be paid for gravel taken from the streets and alleys. Private property in Blocks 15 and 16 is badly needed by the gravel Co. but the property owners and gravel company seem to be unable to negotiate a deal, the council.is reluctant'to take further steps until this has been done. In regard to filling in the old pit a check would have to be made of the top soil to ascertain the amount that could be used for this purpose. Harold Blanton is the owner of Block 14 and 16, Grays Amended Addition; other phases were"discussed such as noise created by the plant, hours of operation, necessity of the plant etc., in conclusion a motion was made by Nelson seconded by Beck that this be turned to the Street and Alley Committee for consideration after the gravel company has consulted property owners, motion carried so ordered. SWIMMING POOL Representatives of the American Legion, a group of ladies interested in the Swimming Pool location and other civic or�afaizations were present to discuss the building of a pool and its location; Mrs. ewell presented figures on the canvass made by interested mothersas follows: from 84 homes 214 favored memorial park site, from 507 homes 1,177 favored volunteer site for the pool. Mr. Hartman thought memorial park a long, way out and suggested a.location South of "A" Street.. Mr. Clancey was of the opinion that a fair and unbiased canvass was not conducted, all present desiring to be heard were.granted the floor. Finances and Bintz Pool contract was discussed, City Attorney was asked if he had.heard from Mr. Bintz in regard to releasing the City from contract, City Attorney state he notified, Bintz that the City was not going to use his pool in any event; Bintz has the right of arbitration. Raising money by subscription to help with finances was suggested, Mr. Drennan stated the Legion was donating the ground and that was all the Legion was going to do.-�-Property change was discussed by Fred Huber, motion made by Beck that the City turn property in Blocks A,B, And C, the unplatted Block: between Lucas and Mound, Olive and Grace to the American Legion for purpose in return for title to Savage and Brown propertyr; motion seconded by Casey, carried by roll call vote of five,Xliotion made by Beck that the Mayor call John W. Cunningham & Associates and othersand request plans for a swimming pool 551 or 701 X 1051, motion seconded by Larsonm motion carried by roll call vote of four,, Nelson voting "no". One exception was registered by Rodkey incase there was a charge for these plans then he was not in favor. WATER SERVICE OUT SIDE CITY LIMITS:' (MR. STREET) Mr. Street and Mr. Durham spoke to the council in regard to obtaining water service out side the City limits, city taking it to the limits and Mr. Street would extend from there to his place. He did not object to a higher rate, this was turned to the water committee for investigation and report, committee Rodkey, Wallis, and Nelson. Reference was made to Resolution No. 255. BROWNINGS STORE: Mr. Browning discussed his store plans with the Building inspectorand the council minutes from other meetings were reviewed qnd questions considered in conclusion a motion was made by Rodkey that a permit be giverl,Mr. Browning if plans conf6rm with building code and are approved by the• Building Inspector, motion seconded by Beck, carried so ordered, Nelson voting "nay". LEASE FOR SNACK BAR: A letter was read from Karl B. Krudwig relating that Mr. Lawrence J. Daw wished to sign a contract with the City and negotiate a lease on lots 23 and 24 School House Block in Pasco to erect a drive in snack bar to be constructed of concrete 1.63 PASCO, 'WASHINGTON REGULAR EDC_OUN ,L: qHAMER FFBR 19 -46 f blocks on a basement; rental for same $100.00 per month. No sale of liquor on the premises to be stipulated; no sale -of the property for a certain length of time also time of notification prior to sal&, motion was made by Beck that the City Attorney draw lease to L.J. Daw or Business Associates for a cafe on the westerly fifty (501) feet of City Hall property for a period of five years subject to 120 days notice after the first year if city wishes to build any civic building, no E sale of intoxicating liquor on the premises, rental at $100.00 per month, grounds to be left in same.condition as it.was when he moved on the property, motion seconded by Casey, carried so ordered. ' ADJOURNMENT: Motion made by Beck seconded by Rodkey that the meeting adjourn to eight o'clock, Wedn.esdaz� February 6, 1946, motion carried so ordered.
