CALL TO ORDER:
Meeting called to order at eight o'clock P.M., Honorable Mayor M.J. Linderman presiding.

ROLL CALL:
Roll call by clerk, councilmen present were John Beck, Karl W. Casey, Chas..Diemond,
R.J. Larson, Walter Nelson, D.F. Rodkey and C.R. Wallis, also City Attorney ,
D.'N. Zent
REGULAR ORDER OF BUSINESS SET ASIDE by unanimouns consent,
GARAGE AND LIVING QUARTERS:
A request was made by a man not giving his name, to build a garage at 723 ff. Henry
with living quarters above the garage, he was referred to the Building Inspector.
MR. PENCE TO DO SURVEY WORK:
Mr. Pence shpoke irk regard to surveying.street for the City Street Department so
Brickey could grade them in Helms Addition, Murray, Irving, Yakima, and Pacific;
OtKeefts 2nd Addition, 3 Blocks on 12th Avenue and out Francis to City Limits in
Sylvestert-,s 2nd Addition.
The City Street and Highway out East Lewis in Grace Kurtzmants unplatted Addition;
the property has been used for a street and highway for more than twenty five(25)
years, the City Attorney states that it is considered City Street property after
this length of time.
MR. BUX AND ORDINANCE NO. 567:
Mr. Bux appeared in the interest of Ordinance No. 567 which will create a Commercial
District C-4 on West Sylvester, Block 2.
ORDINANCE NO. 567:
AN ORDINANCE AMENDING, ORDINANCE NUMBER 444, PERTAINING TO REGULATION AND RESTRICTION
OF THE LOCATION AND USE OF BUILDINGS AND LAND 'IIITHIN THE CITY OF PASCO PROVIDING
FOR THE CREATION OF TWO ADDITIONAL DISTRICTS TO BE KNOWN AS COMMERCIAL DISTRICTS
C-2 AND C-3 AND PROVIDING FOR THE REGULATION AND USE OF BUILDINGS AND LANDS WITH IN
SUCH COMMERCIAL DISTRICTS C-2 AND C-3, BY.ADDING COMMERCIAL DISTRICT C-4.
Motion made by Beck seconded by Diemond that Ordinance No. 567 be given the third
reading, motion carried; motion made by Diemond seconded by Beck that Ordinance
No. 567 has been given the third reading. Mr. Both spoke regarding the Planning
Comission and that Ordinance No. 567 should have been advertised for hearing; other '
changes are also being contemplated in fact the Commission has an Ordinance under
way at this time which calls for changes to several exis_ting.zones and districts.
In accordance with the present Ordinances the only way Mr. Bux can build is by
being issued a temporary permit, this was recommended by the Commission. Motion
made by Diemond that Mr. Bux be issued a temporary permit to build a store building
on West Sylvester in Block 2, Kurths Addition, motion seconded by Larson, carried
so ordered. Motion made by Beckseconded b -,T Diemond to amend Ordinance 567to delete
south half.of Block three and add the North half of Block two to Commercial -4',
motion carried so ordered. Motion was then made by Diemond seconded by Casey that
the City Clerk advertise for a public hearing at the next regular meeting, February
51 1946, motion carried so ordered. Following a discussion it was decided to prepare
all contemplated changed. in Ordinance amendment form, call for a hearing on these
amendmentsand adopt changes accepted: therefore Mr. Bux will for the time being
operate on a temporary permit which is good for two years.
DE PUEtS TRAILER CAMP LICENSE:
An application was read from Mir. De Pue for a temporary license to operate a trainer
camp on North 3rd, motion made by Beck seconded by "iemond that the license be
granted, motion carried so ordered. +
WRECKING YARD REQUEST:
A copy of a letter from Mr. Booth to J.E. Welsh, was read, Mr. Welsh desires to
start a wrecking yard in the vicinity of the East side school, the request was
rejected.
RECREATION PROGRAM:
A letter was read from L.R. Durkee requesting information regarding our Recreation
program for the year and present activities; Nelson to conunr City Clerk to answer
` the letter. -

FILTRATION SITE (NIXON PROPERTY):
A letter was read from Murray Nixon stating that.,he was interested in selling his
holdings in Riverside Addition a total of 27 lots'_.! at X2,500.00, motion made by
Diemond seconded by Beck to accept Nixons proposal a s per letter in the amount of
$2,500.000 City Attorney suggests that he forward a good title for examination, i
motion carried so ordered.
1 GASOLINE CONTRACT:
1 The Associated Gasoline contract was read and ordered tabled.

SEWER EXTENSION.(CALL FOR BIDS):
Bids were called for this date on sewer extension work on West Henry. No bids
were received and no one was present to submit a bid.
REPORTS FROM.COMMITTEES:
HOT WATER TANK:

The hot water tank at the City Hall is not operating and hot water is badly
needed, motion made by Nelson that the building committee be empowered to buy
a forty (40) gallon hot water tank and have.same installed, motion seconded by
h Larson, carried by roll call vote of seven.

GARBAGE FRANCHISE:
John Dietrich, wishes to buy a bulldozer to keep the dump in order, also desires
to build a large housing garage for his equipment before making this investment
would like a franchise of same sort with the city, this was discussed with no
action being taken.
CEMETERY COMMITTEE: reports the fence"on the !Vest of the cemetery has been set out
eighty 80) feet, cemetery looks good.
RECREATION COMMITTEE: thinks their report should be checked and some authority I
designated until this is done things cannot be lined up for the new program. An
inventory is to be taken of all the Recreation property. Some of the things will
be moved to the U.S.O. Building, the hutments boarded up and insurance continued.
A LIGHT is badly needed at Bridge and "A", motion made by Beck seconded by Diemond
that this be turned to the Light Committee, motion carried so ordered.
SANDWICH SHOP LOCATION: Karl Krudwig reports that jar. Daw'would like to lease a
small parcel of land adjacent the City hall for a drive in and out sandwich service
on a rental basis of $100.00 per month.
HOLE IN STREET ON 10TH near bridge to be corrected by Briekey.
CITY CLERK TOINRITE The Association of Washington Cities regarding price of graves
for Senior Citizens.
THE WATER COMMITTEE: was requested to bring in a recommendation to raise the price
of water connections from $15.00 to $50.00.
ORDINANCE NO. 566:
AN ORDINANCE RELATING TO THE CONVENIENCE OF PASSENGERS AND BAGGAGE FOR HIRE PRO-
VIDING FOR TAXICAB OPERATORS LICENSES AND REGULATING THE OWNERSHIP OF TAXICABS
AND TAXICAB COMPANYS IN THE CITY OF PASCO.
Motion made by Beck seconded by Rodkey that Ordinance No. 566 be given the third
reading, motion carried. Motion made by Rodkey seconded by Diemond that Ordinance
No. 566 has been given the third reading, motion carried; motion made by Beck
seconded by Diemond.that Ordinance No. 566 be adopted, motion carried by roll call
vote of seven.
ORDINANCE NO. 568:
AN ORDINANCE AMENDING ORDINANCE NO. 424, BEINg AN ORDINANCE RELATING TO LIC-
ENSES FOR, AND REGULATING CERTAIN OCCUPATIONS, TRADES AND LINES OF BUSINESS CARRIED
ON IN THE CITY OF PASCO, AND REQUIRING THE SAME TO BE LICENSED AND PROVIDING A
PENALTY FOR THE VIOLATION ,THEREOF, BY ADDING TO SAID ORDINANCE ANOTHER SECTION
TO BE KNOWN AS SECTION 55-A.
Motion made by Rodkey seconded by Diemond that Ordinance No. 568 be given the
first reading, motion carried so ordered, motion made by Diemond seconded by
Rodkey that Ordinance No. 568 hq,s,been given the first reading, motion carried.
Motion made by Nelson that the fee of twelve (12.00) dollars be raised to
fifteen ($15.00) dollars, motion seconded by Larson, carried by roll call vote of
four, Beck, Casey and Diemond voting "no". Motion made by Rodkey seconded by
Nelson that Ordinance No. 568 be given the second reading by title only, motion
carried. Motion made by telson seconded by Diemond that Ordinance No. 568 has been
given the second reading, motion carried.
MISCELLANEOUS:
SEWER CONNECTION'S FOR HERMAN SCHULTZ: at Walnut and "Alt were discussed, the council
is of the opinion that a charge of $50.00 for each house should be made.

Motion made by Rodkey seconded by Nelson that the meeting adjourn to next regular
meeting, Tuesday February 5, 1946, eight o'clock P.M.
