ROLL CALL: BILL: Roll call by clerk, councilmen present were John Beck, Karl Casey, R.J. Larson,,L D.F. Rodkey, and C.R. Wallis; absent Charles Diemond and Walter Nelson, City Attorney D.W. Zent was present. BINTZ POOL CONTRACT: A letter of January 3rd from Bintz to the City Attorney was read, stating in part that there was nothing to worry about until we built,a pool; the council feels that they would like to be released from this -contract account price of con- struction being prohibative, motion made by Beck seconded by Rodkey that the City Attorney write Mr. Bintz stating that the bid received was so far over his estimate that it would be impossible to build and that the city -would like to be released from contract. The bid estimated by B1_ntz,.was $39,.000.00, bids received incomplete over $59,000.00, letter to enclude figures, motion arried so.ordered. FIRE DEPARTMENT (CLOCK): A letter was read from Fire Chief Matthias requesting permission to purchase a large Seth Thomas clock for twenty five ($25.00) dollard to be used in signaling for the noon siren blast, the purchase met with the approval of the council, pur- chasing agent to issue order. A few vouchers for 1945 business that arrived in January were read and ordered paid with the final December payment, motion made by 3eck seconded by Rodkey that vouchers properly signed and approved.be paid, motion carried by roll call vote of fjve (5). READING OF ORDINANCES: ORDINANCE NO. 565: AN ORDINANCE PROHIBITING THE HOLDING OF MEETINGS OR GATHERINGS UPON THE STREET { OF PASCO EXCEPT FOR THE PUBLIC INTEREST AND REGULATING THE MEETINGS FOR PUBLIC INTEREST. Moyion made by Beck seconded by Casey that Ordinance No. 565 be given the third reading as amended, motion made by Casey seconded by Rodkey that Ordinance No. 565 has beef given the third read as amended, motion carried so ordered, motion made by arson seconded by Casey that Ordinance No. 565 be adopted as read motion carried by roll call vote of five. ORDINANCE NO. 566: ti AN ORDINANCE RELATING TO THE CONVENANCE OF PASSENGERS.A ND BAGGAGE F'OR HIRE, PRO- VIDING FOR TAXICAB OPERATORS LICENSES AND REGULATING THE OWNERSHIP OF TAXICABS AND TAXICAB COMPANYS IN THE CITY OF PASCO. The proposed Ordinance was re read and changes suggested such as$2.50 for operators license, $75.00.for parking space per year out side a certain area, this being optional. License to be furnished by City Clerk, City Attorney to make amendments. AN ORDINANCE GOVERNING PINBALL RENTALS: was discussed, motion made by Rodkey to amend Ordinance raising pin ball machines monthly license from $8.00 to $12.00, 1 motion seconded by Casey, carried so ordered, City Attorney to make amendment. PLANNING COMMISSION, JOINT MELTING: Mr. Booth, Mr. Hall and Miss Hogan joined the meeting and displayed the overall plan for the Cityand thought it best to stay as near to the plan as possible, the commission has elected Nor. E -1 ALLEY THROUGH COLLEGE ADDITION: The 14iayor states that the alley through college addition had never been dedicated to the City for alley purposes, City Attorney to draw up Ordinance condemningalley. GRAVEL PIT ON AINSWORTH AVENUE: The Central Sand and Gravel people arezaking to take over pit and operate another 30 or 60 days. An Ordinance now in effect prohibits the operation of gravel pits with in the City Limits, it was suggested by.Beck that the Street Committee, Build- ing and Docks,/withthe City Attorney ta. make recommendation, John Beck Chairman. work- ` PASCO, WASHINGTON NTINUED P.OMUITTEE ROOM REPORTS FROM OFFICERS: JANUARY 8, 1946 1159 FIRE COMMITTEE MEET WITH PRESNELL: A committee report on the hearing held with Albert Presnell was read, motion made by Wallis seconded by Beck to accept_the committees report which upheld the actiontaken by the Fire Chief, motion carried so ordered.
