Linderman presiding. ROLL CALL: By clerk, councilmen'present"were John Beck,_ Karl..Casey,...Chas_..Diemond, R.J. Larson, D.F. Rodkey, and C.R. Wallis, also City Attorney D.W. Zent REGULAR ORDER OF BUSINESS SETA SIDE by unanimous consent. j MEMORIAL PARK AND SWIMMING POOL: Mr. Fred Huston, commander of the American Legion in 1941r,,spoke in regard to Memorial Park developments and swimming pool site, called the attention of the ` council to the fact that by resolution they accepted property from the Legion for a Memorial park and swimming pool site and later petitioned the city to go ahead with developments. &r. Booth, and Mr. Huber, are anxious to get this im- provement underway; Mr. Drennan stated definitely that the American Legion wants M the Swimming Pool in Memorial Park, Lloyd Johnson assets he voted to purchase property to donate to the.city for park_and.swimming pool purpose., Resolution adopted at the time the deed was presented was reread. -The Mayor states that finances are not ample for construction of a Bintz Pool. Becks idea is that the pool can not be built this year any way unless one is installed North of Volunteer Perk�but suggest that improvements be started in Memorial Park, by making a motion to take water out to Memorial Park by extending a six (6) inch pipe,for two blocks to 10th and Yakima and a two (2) inch pipe near the .top of the ground from there to Block 14 and that we instruct the Water Dept. to prepare call for bids at the next regular meeting, motion seconded by Diemond, carried by roll call vote of seven (7); further discussion was entered into regarding finances and extending pipe to park regardless of price, Fred Huber stated'the Legion wished + to take care of the expense of condemnations and assist with the developments. Several persons present are of the opinion that Pasco will experience a rapid } growth within the next two years, Karl Krudwig states that from 100 to 250 dwellings will be erected in the western area of the city. Mr. Booth and the remainder of the swimming pool committee will be glad to get together and re- consider the contract. Mayor Linderman to appoint a Memorial Park committee to consider developments and finance. RECREATION REVISION: Mr.Adams read a report, of the Recreation committee regarding function and duties of the Recreational committee for the City of -Pasco, Washington, committee to continue with seven members, one a councilman, Mayor wife' ex -officio member, vacancies to be filled by Mayor and council, from nominations made by Recreation committee, shall operate within a budget, the committee determining all expenditures and have full authority to employ recreational staff, also operate U.S.O. Building, swimming pool,all playgrounds and equipment. City Attorney to render opinion relative to creating a Recreation Board with power comparable to the Library Board, -officers term of office to stagger over a period of four years, motion made by Beckseconded by Diemond that this be turned to the City Attorney for alteration and corrections, motion carried so ordered. COMMERCIAL DISTRICT C-4: H.H. Bux and Karl Krudwig requested that a zoning change be made creating District C-4 in Blocks two and three, Kurths Addition to Pasco for the purpose of erecting a two story store building for a neighbor retail store with apartments upstairs Mr. Bux had appeared before the Planning Commission,at this time the Planning Commissions report was read whereby the commission decided to incorporate this proposed change inthe revised zoning map rather than ask for a special Ordinance at this time. Following a lengthy discussion motion was made by Rodkey_to in- struct the City Attorney to-amend-Ordinanc:e-Nd' 435'to-incorporate commercial j district No. C-4 as recommended by the..Planning Commission in Blocks 2 and 3, + Kurths Addition, motion seconded by Diemond, carried by roll call vote of seven. A.F. SYLVESTERIS BUILDING ON FOURTH STREET: Mr. Haylett presented plans for A.F. Sylvester to build a one story building on Fourth Street between two buildings he now owns, the Pennystore and The Dependable store to be built. of concrete Block and tile, estimated value to exceed $10,000.00, motion made by Beck seconded by Diemond authorizing Building inspector to issue permit, motion carried so ordered. G PARKING STRIP FOR LOADING AND UNLOADING: Mr. Hayes of the Modern Cleaners asked permission to paint a loading and un- loading zone in front of his place of business on Clark Street, motion made by Beck seconded by Casey to grant a loading strip of twenty(20) feet, Mr. Hayes to do the painting, motion carried so ordered. ALBERT PRESNELL (FIREMAN): Mr. Presnell presented a complaint in regard to being taken out of service as City Fireman, motion made by Beck seconded by Diemond to turn this appeal to the Fire Committee to'act as they see fit, recommendation to be submitted to the Council motion carried so ordered, hearing set for January 4, 1946, seven o'clock, Lyle Cooney and Fire Chief requested to be present. 1 r .b 1155 PASCO, WASHINGTON RECESSED MEETING_ CONTINUED COMMITTEE ROOM JANLTARY 3_.,1.94.6 II REGULAR.0RDER OF BUSINESS RESUMED: by unanimous -consent. COMMUNICATIONS: �I i �+ SHELDONS CLAIM: i A letter was read from D.J. Speier on behalf of an eight dollar claimagainst B.H. Sheldon, for damage to his garage, letter ordered filed. 1 CARD TABLE LICENSLz N.C. LLOYD: An application for a card table license presented by N.C.'Lloyd was read and f discussed, motion -'made by Diemond seconded by Beck that N.C. Lloyd be granted +� a license to operatea card table at third and Lewis, motion carried so ordered, motion made by Beck seconded by Casey that the City Clerk be instructed to collect a•business license from Mr. Lloyd for operating a finance business for the year 1944 and 1945, motion carried so ordered. FILTRATION PLANT SITE: A' letter was read from Murray Nixon relative to twenty seven (27) lots in Riverside Addition, the City would like to purchase for a Filtration Plant site, motion made by Rbdkey seconded by Diemond authorizing the appraisal of this property by Mr. Cox, Mayor, City Attorney and the Water committee, motion carried so ordered, time set for one otclock Friday January 4th. I i�BUSINESS LICENSE -CHRIS ROUGUST-LIGHT REPAIR: An application by Chris Rougust for a business license to do automobile repair work in a private garage in R-1 was read and discussed, motion made by Wallis seconded by Casey rejecting the application, motion carried so ordered: COUNTY PROPERTY NORTHERN PACIFIC PLAT: if The County Commissioners have requested through the Mayor that the City take steps to purchase Lots 6,. 7, 8, and 9 in Block 6, Northern Pacific Plat to Pasco, at a + very nominal price, motion made by Rodkey•that steps be taken to make this purchase, motion carried by roll call vote of seven. BILLS:• Bills against the city were read as follows; motion made by Rodkey seconded by Diemond that all vouchers properly signed and approved by honored, motion carried by roll call vote of six (6), Central.Motors voucher -to be checked before payment.
