COMMUNICATIONS: CHANGING SALARY OF APPOINTIVE OFFICERS: Diemond,R.J. Zent. LarsonlWalter l i A letter was read from D.W. Zent quoting Remingtons revised statutes which indicated { that it was the intOntion of the legislature to provide that the salaries could not be changed for the year for which the budget was made. REPORTS FROM OFFICERS: THE PLANNING COMMISSIONS report of November 21, 1945 was read. PURCHASE OF FIRE HYDRANTS AND TRAILER: McGhee requested the councils opinion on the purchase of eight fire hydrants at $45.00 each and a trailer for $139.00 from the Surplus property section, motion made by.Leck seconded by Casey approving the purchase, motion carried by roll call vote of five (5). REGULAR ORDER OF ,BUSINESS SET ASIDE: by unanimous consent. PEEiRSONI S SEWER CONNECTION ON DUNN PROPERTY: Mr. Pearson purchased one lot from Mr. Dunn on West Sylvester and desires to connect to the city sewer line by?crossing private property; tie council favors purchasing a strip for alley purposes,was discussed and favored by the council, motion made by Beck seconded by Casey to turn the negotiation for this alley extension over to the Mayor to take care of as he sees fit in getting alley open, motion.carried so ordered. REGULAR ORDER OF BUSINESS RESUMED by unanimous consent. MEMORIAL PARK: A letter was read from The Veterans of Foreign tAlars, Post #16519 stating a meeting was held November 16, 1945 by representations of seven civic organizations deciding that the pool should not be built in Volunteer Park, to wait a ,year or two on finances and that the city acquire title on balance of property in Memorial Park area, without delay, that the necessary water service be installed before the summer of 1946, motion made by ]Beck that communication from Veterans of Foreign Wars on Memorial Park and swimming pool be placed on file, motion seconded by Diemond, carried so ordered. READING OF ORDINANCES: ORDINANCE NO. 562: AN_ORDINANCE:_,pEF:IN1NGeTHE CRIME OF PETIT LARCENY AND PROVIDING A PENALTY THEREFORE. li Motion made by Beck seconded by Casey that Ordinance No. 562 be given the,third reading, motion carried so orde-red, motion made by Beck seconded by Casey that Ordinance No. 562 has been given the third reading, motion carried. Motion made by Beck seconded by Diemond that Ordinance No. 562 be adopted, motion carried by roll call vote of five (5). ORDINANCE NO. 563: AN ORDINANCE AMENDING ORDINANCE NO. 478 OF THE CITY OF PASCO, BEING AN ORDINANCE RELATING'TO AND PROVIDING FOR A LICENSE OR OCCUPATION TAX UPON CERTAIN BUSINESSES, OCCUPATIONS, PURSUITS, AND PRIVILEGES: DEFINING OFFENSES AND PROVIDING PENALTIES, AND REPEALING SECTIONS 31, 65, and 72 OF ORDINANCE NO. 424, BY ADDING PARAGRAPH (d) TO SECTION 5, OF SAID ORDINANCE. Motion made by Beck seconded by Diemond that Ordinance No. 563 be given the third reading, motion carried, motion made by Beck seconded by Diemond that Ordinance No. 563 has been given the third reading, motion carried, motion made by Diemond seconded by Beck that Ordinance No. 563 be adopted, motion carried by roll call vote of five (5).- ORDINANCE 5). ORDINANCE NO 564: AN ORDINANCE REGULATING THE USE OF LOUD SPEAKERS OR SOUND INCREASING DEVICES WITHIN THE CITY OF PASCO AND PROVIDING A PENALTY FOR THE VIOLATION THEREOF. The council feels that an Ordinance.to control loud speakers is not necessary at this time. Motion made by Beck seconded by Casey to table Ordinance No. 564, motion carried so ordered. ORDINANCE N0: 565: ' AN ORDINANCE PROHIBITING THE HOLDING OF MEETINGS OR GATHERINGS UPON THE STREE OF PASCO EXCEPT FOR THE PUBLIC INTEREST AND REGULATING THE MEETINGS FOR PUBLIC INTEREST.. 4 Motion made by Beck"seconded by Casey that Ordinance Number 565 be given the first reading, motion carried. ORDINANCE NO. 566: 6 AN. Motion made by Beck seconded by Casey that Ordinance No. 566 be given the first reading, motion carried, motion made by Diemond seconded by Beck that Ordinande No. 566 has been given the first reading, motion carried. A discussion regarding the charge for carrying suit cases, finger printing of owners and other sections of the Ordinance, motion made by Beck that this be turned to the Police Committee for further study, motion seconded.by Nelson, carried so ordered. MISCELLANEOUS: STREET IMPROVEMENTS, WEHE STREET: - Grading Wehe Street, 40. feet was considered, motion made by Beck to turn widening Wehe Street -from Lewis to "All to an 80 foot street be turned to the City Attorney, i motion seconded by Casey, carried so ordered; City Attorney states it is not his duty to check for this information,. the Mayor to furnish information. HELENA STREET: Motion made by Beck to extend Helena Street through Block 154 for extension of sewer and water service, motionseconded by Diemond, carried so ordered. "A" STREET: Motion made by Beck that a request be made of the Northern Pacific Railway for a deed on property between First and Front on "A" to make an 80 foot street, motion carried; also to widen "A" Street between Front and Wehe to 80 feet, City Attorney to obtain title to the above mentioned parcels needed for City streets, motion so made by Beck seconded by Casey, carried so ordered. Blanton to be contacted by �uilding Committe-e regarding the platting of con- demned property to be used or memorial park, motion made by Casey authorizing Building and Street Committee to have this work done, motion seconded by Diemond, carried so ordered. TRUCKS UNLOADING AT DEPENDABLE STORE: Trucks obstructing the traffic and creating a hazzard was discussed. OILING STREETS: Oiling a few streets on the east side and a few more on the west side was -received by the Mayor as follows: ell G1' CLARK STREET from Oregon to Franklin; Oregon from Lewis to ilagerman; 5th street(.,O from A to Columbia; 6th Street from J910 #177SW1 r'f from 9th to 10th, motion made by Beck to accept the Mayors recommendation and that black top be installed to the above mentioned streets,motion seconded by Casey by roll call vote of five (5). ADJOURNMENT: Motion made by Larson seconded by Beck that the meeting recess to the third day of January Thursday at eight o'clock P.M., motion carried. Attest Passed and approved this day of 1946
