CALL TO ORDER:

Meeting called to order at eight o'clock P.M., Honorable Mayor M.J. Linderman presiding.
ROLL CALL:

By clerk, councilmen present were John Beck, Karl Casey, Charles Diemond; R.J. Larson
Walter Nelson, D.F. Rodkey, and C.R. Wallis, also City Attorney, D.W. Zent.
REGULAR ORDER OF BUSINESS SETASIDE: by unanimous Consent.
OIL TANK REPAIR SHOP:
Mr. Haylett, presented a sketch of plans on a building to be erected at Oregon and
Marvin, Block 123, Pasco Land Cots 1st Addition for a tank repair shop, application
for building permit was made by John Raby and Herbert Osburn, 311 Spokane Street,
Spokane, Washington. The council reviewed the plans and location which is in
manufacturing district, motion made by Rodkey seconded by Diemond to issue permit
as long as building meets the specifications of the building code, motion carried
so ordered.
MR. ROBERT H. GILLS SEWER CONNECTION AX 829 MYRTLE:
He wishes to hook on to the sewer tomorrow, there is only one ttyll W-1thtwo conn-
ections to be made, the house and tourist courts are built on lots 17, 180 19,
Block 3, Owens Addition to Pasco, the charge will have to be $100.00, $50.00 for
each connections be made one for the house and one for the tourist cabins, City
to install another "Y".. Gill to dig the ditch, motion seconded by Beck, carried
so ordered. City Treasurer to be so notified,
BIDS ON CAST IRON WATER PIPE AND FITTINGS:
Three bids were received and read as follows: -

Water manager and water committee removed to the water office to extend and tab-
ulate bids on their return to the meeting the committee recommended to accept
the Pacific States Cast Iron Pipe Companys bid which was low providing the District
Manager J.L Boyle made changes to the paragraph covering delayed shipment; this
was made and approved by the City Attorney then accepted. Motion made by Diemond
to accept the committee recommendation with letter attached, Water manager auth-
orized to make purchase sufficient to complete car load of 60,000 pound, motion
seconded by Beck, carried by roll call vote of six.
BIDS ON PRINTING:
A sealed bid from the Pasco Herald was opened and read as follows:($J.-AO) one dollar
per hundred words for the first insertion -and (.80¢) eighty cents per 100 for
subsequent insertions for straight matter, tabulated matter according to space
used, motion made by Diemond seconded by:C,asey to accept Pasco Herald bid, motion
carried by roll call vote of four.
BOND ISSUE OF $20,000.00:
A letter from Paine Rice & Company of December 5th, Blairs letter of December 12,
Richard Blums letter of the 4th were read, Mr. Ackley was present and discussed
their contract with the city as of November 8, 1943, which says in part that the
Cit of Pasco intends to issue Sewer Revenue Bonds not to exceed $150,000.00,
of ,1,000.00, denomination and shall run for a period of 20 years. Resolution
Number 254 prepared by Burcham & Blair wasfread revoking call for bids on
$20,000.00 worth of bonds as same are covered in contract. Mr. Ackley states that
we have $25,000.00 to sell them before completing contract but the company is
willing to release contract with the ?20,000.00 bond sale'a letter from Paine -
Rice & Corn. by F.M. Ackley was read acknowledging purchase of bonds, slitting out
order, interest and maturity of bonds and approved the contract with tge City,
completed with the delivery of $20,00.00 worth of bonds, agreement of arch 8, 1943
was read.
RESOLUTION NO. 254:
A resolution revoking notice of call for bids on $20,000 worth of bonds and auth-
orizing the mayor to negotiate with former purchaser for the issuance and purchase
of Water :Revenue sewer bonds as per former agreement; motion made by Beck seconded
by•Casey to adopt the resolution, motion carried by roll call vote of four..
A CERTIFIED CHECK: from Paine -Rice & Company inthe amount of $1,050. to show good

Amendment to Ordinance No, 531 will be drafted by B'urcham & Blair for our fiscal
agents Richards & Blum, Inc. A further discussion was entered into regarding contract
or agreement of bond purchase; in conclusion a motion was made by Rodkey seconded
by Beck to accept terms set out in letter from Paine -Rice & Company of December 18,
written and presented by Mr. Ackley, termination of contract and sale of bonds, motion
carried by roll call vote of seven.
CITY CLERK TO RETURN SEALED BIDS unopened.

READING OF THE MINUTES:
Minutes of the previous meeting were read and approved.
COMMUNICATIONS:
METER INSURANCE:
A letter was read from Austin -Hicks regarding insurance on parking meters; turned
j to the Building Committee.
{ U.S. ARMY:
A letter was read from the Army Service Forces requesting permission to have the
committee room about four hours on Wednesday of each week, motion made by Beck
seconded by Larson to grant the permission, motion carried so ordered.
VETERAN FIRE CHIEFS POSITION:
' A letter was read from the Attorney General rendering his opinion as requested by
j the council inregard to Laurence Matthias returning to his former position of Fire
Chief. The opinion was that the veteran is entitled to be reemployed as Fire
Chief, motion made by Rodkey seconded by Beck that the chairman of the committee
inform Lyle Cooney that in reply.to a request, a letter with opinion was read
stating that the.returned veterans should be employed as Fire Chief was accepted;
Cooney to read letter if he so desires, Casey added an amendment that Matthias be
notified to report for duty January 1, 1946, amendment accepted by Rodkey and Beck,
motion carried so ordered, youngest man on paid �'-or-ce to be. re.placed.by change.
SURPLUS PROPERTY:
A letter was read from J. Al McCoy regarding the desire of the City of Pasco to
purchase cable and cast iron water pipe, they will advise soon as material canbe
obtained. N,

CIVIL SERVICE COMMISSION:
A letter was read from the secretary of the Civil Service Commission giving a
quartekly report from August lst to October 31, 1945. August 23rd an examination
for position of police patrolman was held in the City Hall, budget for 1946 was
itimized and submitted. A proposed examination for positions of Fire Chief and
city firemen} to be held in the near future was decided upon by the Commission.
f PRICE OF GRAVES REGULATED BY ORDINANCE:

A request from the City Treasurer that the Ordinance setting out prices on graves
be amended, this was turned to the Cemetery Committee, more time was granted.
PROPOSED SWIMMING POOL:
A letter was read rom the Franklin County Post Number 34, American Legion signed
by W.E. Drennan, Commander and E.L. Cavanaugh, Adjutant -stating that action was
duly taken November 16, 1945 at a meeting of seven local civic organizations with'
the City Parks Committee urging the council to abandon the suggested site in Vol-
unteer park and start development of Memorial park by extending water service and
planting trees. The Legion stands ready to assist the City at all times to raise
funds for this purpose. Swimming pool committee to meet with entire council and
City Attorney to notify interested parties.

B.H. SHELDONIS INSURANCE:

A release or progress form from the General Casualty Company of America was read
requesting information regarding the completion of the West Side Sewer Project
City Attorney and City Clerk to answer.
U.S.O. BUILDING:
A letter was read from Senator Earl S. Coe and a letter enclosed from Warren G.
Magnuson, letters ordered filed.
REPORTS FROM COMMITTEES:
BUILDING COMMITTEE: reports fence erected by the Water Department near Louis
Kleebs property is on the property line, Clerk to so notify T''ir. Klbbb.
SEWER ON WEST HENRY STREET
Cunninghams estimate on a sewer extension for one block was $1,200.00, call for
bid and day labor or force account was discussed, it was decided to call for
bids soon as possible, motion made by Beck seconded by Diemond that the Mayor
furnish data and set date for call for bid, motion carried so ordered.
LIGHTS have been installed by the Pacific Power & Light Co. in 'Out of Bounds
Area".' Base Commander to make inspection and recommendation.
RECREATION COMMITTEE: report a meeting was held, they recommend that some changes
be made from war time recreation, that the hutments be closed and operations
carried on a t the U.S.O. Building, some of the Equipment moved to the U.S.O.
Building that the rest be left in the hutments; doors locked, -windows boarded over
and insurance adjusted. The U.S.O. council request from their council $400.00
per month for a period of three months totake care of Navy personnel using the
U.S.O. building, motion.made by Diemond seconded by Wallis accepting committees
report that Miss Lorayne Larson be employed as director for $200.00 per month
was also accepted inthe same motion and carried by roll call vote of seven,
LOW PLACE ON 10TH STREET: Brickey recommends that a manhole be installed with
small pipe not large enough' -to over work pump, motion made by Beck to run water
into sewer as Brickey suggested, motion with drawn. The State Highway Department
expect to make some corrections at the North end of the Bridge soon as possible.
Street department to figure out solution to remedy low place in street.
RESOLUTION NUMBER 253:
Transfer resolution and request for the .director of highways to perflorm certain
work which will be removing snow and ice from highway through the city, motion
made by Casey seconded by Rodkey that Resolution Number 253 beeadopted, motion
carried by roll call vote of seven.
RESOLUTION NUMBER 255:
Prohibiting further extension of water service beyond the corporate limits of the
City of Pasco, motion made by Diemond seconded by Beck to adopt Resolution number
255. City Attorney reccbmends that the words (with the provisions'that such
water shall be for domestic use only) be stricken from the resolution, this was
accepted and' Resolutibn number 255 adopted, i'notion carried by rol•1 call vote of
seven.
