REGULAR MEETING COMMITTEE ROOM DECEMBER -!j., 1945
CALL TO ORDER:
Meeting celled to order at eight o'clock P.M. Honorable Mayor M.J. Linderman ¢
presiding.
ROLL CALL:
By clerk, councilmen present were John Beck, Karl W. Casey, Charles Diemond,
R.J. Larson, D.F. Rodkey and C.R. ,Vallis. Walter Nelson was absent also City
Attorney, D.W. Zent. +
READING OF THE MINUTES:
Minutes of the previous meeting were read and approved.
REGULAR ORDER OF BUSINESS: set aside by unani4ious consent.
SEWER ON `11TEST HENRY:
Lloyd Johnson was present inquiring into development regarding installation4 of
sewer on vilest Henry Street. The Mayor advised that Commander H.C. Ferguson, of
the Naval Air Base had stated by telephone that the request by the City to
make connections to the Navy Sewer had been approved by the Denver Office and
forwarded to Washington D.C.; a favorable reply is expected ina few days.
OUT OF BOUNDS AREA:
Commander Ferguson is interested in having restriction removed from the "out of
bounds area" namely Block 2 Northern Pacific Plat; and suggests that two lights
be installed, one at the intersection of "T" alley the other at First Avenue and,
the alley back of the O.K. Tire Shop; that this instalation be made was so moved
by Beck, also that these lights be protected by a wire covering was suggested by
Rodkey who seconded the motion, suggestion was accepted by Beck as a part of the
motion which carried so ordered.
The need of a light in Blocks 17 and 18 Gerry's Addition at intersection of "T"
alleys was also accepted as part of the motion by Beck and Rodkey.
THE LIGHT COMMITTEE: recommend that the street light at 5th and "B" and 9th and
B be changed from the post to the center of the intersection, that a light be
installed in the intersection of North Norbert and Henry; also one at North
Aurilia and Henry; the light at 9th and Washington be changed to loth & Washington,
motion made by Rodkey sec6nded by Diemond to accept the committees re-comi.gndation, mo
carried so ordered.
} PARKING METER INSURANCE:
A letter was read from Grant H. Stringham, Austin and Hicks and The Dunning
Insurance Agency regarding theft and damage insurance for the City's Parking
Meters. Mr. Stringham spoke in reference to his letter, a short discussion fol-
lowed with no action taken.
BRO'a"U'NINGS STORE BUILDING, THIRD AND NIXON:
Mr. J.D. Browning has changed his mind regarding the plans for a proposed store
.building, now he wishes to erect a two story building; a grocery store on the
ground floor and three apartments on the second floor, he was advised to submit
I his plans to the building inspector and Planning Commission.
NEON LIGHT FOR POLICE DEPARTMENT:
.Chief of Police, McKibbin spoke regarding the purchase of a neon sign for the
police departments stating a sign with the word "POLICE" in letters five inches
t tall would cost $60.00 installed and with transformer, the word Department urould
cost considerable more. Price quoted by Neon and Electric Service Company, motion
made by Larson seconded by 'Vallis authorizing the Chief to make purchase of this
neon sign of 11POlICE", letters five inches tall, sign to be installed with trans-
former, motion carried by roll call vote of six. Chief IVIcKibbin states the wiring
for connection is all ready intack.
FILTRATION PLANT SITE:
Mr. Zeidlhock of the John 'N. Cunningham & Associates office, Portland, Oregon was
present; states he had gone over the proposed sites for a Filtration Plant with
the Mayor and Water Manager, they reviewed three sites all in Riverside Addition,
he recommended that they negotiate for purchase of Block 10, Riverside Addition
and two lots in Block 6 with "B" Street vacated between 12th & 13th; the site
Would be large enough, this location being
close to the main with correct ele-
vation, was decided upon as the most desirable location; following a discussion
regarding dykes etc., .a motion was made by Rodkey thatsteps to acquire property
recommended by Zeidlhock be taken also vacating "B" Street for one block be-
tween 12th & 13th was accepted as an amendment to the motion which was seconded
by Beck, :carried so ordered.
A letter was read from John W. Cunninghams office submitting a proposal for en-
gineering services for the Filtration and Swimming Pool projects. They propose
to make all necessary field survey, prepare plans and specifications fora re-
inforced concrete plant, valves, pipin.g,pumps,•filtration, controls and equip-
ment; attend opening of bids, tabulate results and.advise council`as to the
most acceptable proposal, negotiate with The State Board of Health and secure
their approval of the plans and specifications for (5) five percent of the actual

construction cost, or estimated costs payable on completion of the plans and
specifications, in case construction does not follow. For staking site and
supervising construction by competent engineer on the job for construction period
(27%) per cent of final construction costs. ,
S'NIP.ZMING POOL:
Similar proposal was made on Swimming Pool but it was decided to take this up
later when city has been released from the Bintz contract.

Mr. Zeidlhack stated that in case their company was awarded both contracts and
they were constructed at the same time a better price would be obtainable.
STATE FUNDS: for plans and specifications was discussed. The council was given
to understand by.Fred Evans during the Regional i4eeting of the Association of a
Washington Cities that approximately 13,000.00 could be obtained from. F.W.A.
State funds without interest, but would have to be repaid from first money re-
ceived in fund for project, this amount can be used for engineering services only),
motion made by Beck seconded by Rodkey that the city make application to the
F .'fI.A. for the $13,000. to be used for engineering expense in preparing plans
and specifications for the Filtration Plant, application to be approved by City
Attorney, motion carried so ordered. Mr. Zeidlhack offered to fill .out forms
and furnish data that would be requested on this application.
SMALL BUSINESS DISTRICT IN R-1:
Karl Krudwig spoke to the council regarding opening up a business district in
the vicinity of Block 2, Kurth's addition on �JVest Sylvester Street and 10th, a
neighborhood grocery; a two story building was mentioned with apartments on the
second floor, no objection was registered; Mr. K-ru.dirvig was advised to contact
the -Planning Commission.

Mr. Holter made inquiry regarding purchase of City property made by H.F. Colvin
of lots on Columbia Street, a discussion followed, Colvins bid and call for bid
was reviewed in conclusion, a motion was made by Diemond seconded by Casey that
Colvin's property purchase be turned to the City Attorney who will notify Mr. I'
Holter, motion carried so ordered.
REGULAR ORDER OF BUSINESS RESUMED : by unanimous consent.
BILLS:
Vouchers for Miss Larson and Charles Capazo regarding Gasoline mileage were
turned to the chairman of the-Re.c.:s Committee to check and approve both vouchers
claimed the maximum amount of mileage, motion made by Rodkey seconded by Diemond
authorizing Park Chairman to make adjustment, motion carried so ordered:

A Street Voucher for tree watering in the amount of $400.00 was held over from last
month for lack of department managers signature. `PVater used by City departments
was discussed; several people having keys and flooding their property or block was
taken into consideration, in conclusion a motion was made by Wallis seconded by
Casey to pay the $400.00, motion carried b y roll call vote of f2�.. Motion made
by Rodkey seconded by Diemond that all bills properly signed and approved be paid,

3 Letters from Grant H. Stringham, Dunning Insurance Agency and Austin Hicks were
again reviewed and discussed then turned to the Public Building Committee for
investigation and report.
PURCHASE OF THE EAST HALF OF LOT 21..
Block 4, Northern Pacific Plat of Pasco,
Washington by the Mayor at a public s. -,le was acknowledged by Audrey Tabor, County
E Treasurer, November 27, 1945; Deed No. 749 to be examined and approved by the City
Attorney.

A letter of November 20, 1945 from the Secretary of the Chamber of Commerce was
read regarding, suggestions submitted onthe Swimming Pool from seven local civic
organizations, he stated the suggestions were attached but this was wrong, they
were not enclosed, this wads turned to special Committee, Beck, Casey, and Wallis.
s At this time Mr. Zeildhach expressed h s,opinion as to the location of the pool,
he favored a close in location and thou'ght Volunteer Park space ample; pools
easy to get to are used much more thus helping receipts, his theory was that at
such a time when the demand was greater, another pool should be built, say, across
the tracks, this seems to be the system followed by all larger cities.
B.H. SHELD0N (CONTRACT):
A letter of November 24th from B.H. Sheldon was read, regarding the amount of

withholding for penalty, from his final payment and findings of the City Attorney,
I he would greatly appreciate getting this matter settled, is willing to accept a
penalty of $1,500.00 if settlement is forth coming immediately, motion made by
Beck to accept %1,500.00 penalty and that we deduct amount due City Street De-
partment and that Sheldonbe paid balance due him, providing he can show all
claims filed have been satisfied; this by negotiating through the `'ity Attorney,
motion seconded by Diemond, carried so ordered.Contract release to be signed by
Sheldon.
BINTZ POOL CONTRACT:
A letter was read from the City Attorney stating he had examined the agreement
entered into by the city with Mr. Bintz and states that city has a valid and
binding contract with Mr. Bintz. The agreement was reviewed. At the time the I
agreement was signed Mr. Bintz aas here in person, with the Council, Mayor and
{ City Attorney present. However at this time a motion Was made by Rodkey that the
City Attorney write Mfr. Bintz regarding cancellation of contract, pending out- ,
come of City Attorneys investigation of contract, motion seconded by Beck,
carried so ordered.
,FVATER CONTRACT(SUPPLEMENTAL AGREEMENT):
A letter of November 26th was read from Horace H. Person, Major, Corps of
Enginee:.,s, Portland and one from H.F. Jager, Lt. Col. Q.M.C. Chief Procurement
Branch, Pasco Army Service Forces Debot of Aovember 27th regarding cancellation
of water contract No. -W898 -Eng 2543 dated March 3, 1942, effective December 6,
1945. Enclosing 3 copies of -supplemental agreement to contract No 'dV-45-029-E (SC -1X)
-1 Modification B, and three (3) copies of Modification E for signature, motion
made by Rodkey that the Water Manager and City Attorney look over agreement and
authorize signature if in order, motion seconded by Diemond, carried so ordered.
U.S.O. BUILDING -- 45-243-F
i A letter of November 9th was read from L..R. Durkee, Division Engineer, stating
they were pleased to know necessary arrangements are -being made to acquire the
U.S.O. property, they will extend the time of negotiation as requested, a per-
sonal visit was suggested to assist the city in satisfactorily arranging
necessary details. Mr. Durkees letter of November 26 was reviewed and other
letters from senators etc., motion made by Beck to -write Mr. Durkee to come and
negotiate with the council. state council meeting dates, or he can advise date
he can come then we will meet with him, motion seconded by Diemond, carried so
ordered.
CITY FENCE TOO CLOSE TO KLEEB PROPERTY:
A letter was read from Lewis Kleeb stating a fence has been erected by the
Water Department at their materiel shed on Columbia Street, this fence will
block all traffic and deliveries to the rear of his house forcing the meter
reader and garbage collector to go through the house, this was turned to the
I Building Committee for investigation and report.

POST 1,VAR ECONOMIC POLICY AND PLANNING:
A letter of November 27, 1945 from L.R. Durkee on local planning was read,
duplicate, of forms attached relating to post war projects was read and ordered
filed.
CASE TRACTOR LOADER:
A letter was read from the 1Velson Equipment Company requesting that the freight
agent be notified to forward freight bill on loader to the company in Portland
soon as loader arrives, also that the main office be notified by wire so they
can send a man here to service and instruct our operator in tr,.e care and operation
of this unit.
REPORTS FROM COMMITTEES:
LOW PLACE IN STREET NEAR BRIDGE:
Beck reprots a bad situation at the North end of the Columbia Bridge, the street
is low thus creating a place for a large puddle of water when it rains,a couple
of methods for remedy were suggested but in conclusion this was turned to the
Street Committee and Street Department for correction.
OUT OF BOUNDS AREA AND NEEDED LIGHTS:
The Mayor states that the Commander of the Navy Air Base, H.C. Ferguson is
anxious to remove the "Out of Bounds" restrictions from Block 2 N.P. Plat to
Pasco, Washington, andadvises that this can be done if two lights are installed
in this alley making Policing by the Shore Patrol safe.
Other lights and corrections are requested by the Council as follows:
Install two lights in Block 2, Northern Pacific Platy one at intersection
of "T" alley and one at First and alley back of U.K. Tire Shop. (V'Vould
like these protected with wire netting.)
One light in Block 17 Gerry's Addition to Pasco at the intersection of
"T" alley.
One light in Block 18 Gerryts Addition to Pasco, at..the intersection of
the "T" alley.

LIGHTS IN VOLUNTEER PARK:
The_>Mayor,statesarrangements have been made with the Park Board for three lights E
to'be left burning,two at the enterence by Hospital at,Fourth and Nixon and one
near, pea cock pe}lpark department to replace lights.
CHRISTPL93 LIGHTS FOR STREETS:
The Chamber of Commerce request the supervision of the street lighting, they wish
to use the cities lights, this request was granted.
FIRE CHIEFS POST TIO d ( LA FJ?ENCE I!, ATTHIAS) :
.Re: notice tendered by Laurence Matthias. of his desire to, return to his former
position of Fire Chief the first of January 1946. City Clerk to write to Smith
Troy for opinion.

PARKING OIL TANKERS:

Parking oil tankers near the Hotel Pasco and in front of dwellings was again dis-
cussed. Beck favors opening a part of Columbia Street for tank parking. Beck
to make a study and report on several locations mentioned by members --adjacent
Lakes cafe was suggested.

SERVER ON VVEST HENRY:

Discussing again the proposed sewer on West henry, motion was made by Beck to call '
for bids on construction of sewer going through Block 3, Sylvesters second addition
to`Pasco, 'Nasrington, motion seconded by Diemond, carried by roll call vote of six.
POLICE DEPARTMENT:
Larson discussed with the council the present and 1946 Budget, made inquiry re-
lative to hiring more clerks and patrolmen, the payroll was reviewed by com-
parison, it was found there is money available for extra patrolmen and necessary
help.
+ SEWER CONNECTION CHARGE FOR MIRS. H.M. MONTGOMERY -204 NO. FRANKLIN STREET:
Re: sewer connection for Mrs. H.M. Montgomery, 204 No. Franklin Street,,Long's
Addition, Block 7, lots 13 and 14. The decision of the col}ncil is to charge
$50.00 for sewer connection to the building where she now lives but at such a time
that she builds on lots 15 and 16 an additional charge of$50.00 will be made.
NEW MATERIAL SHED:
Water Manager McGhee desires to install a concrete floor in the shed 65 feet for
approximately $65.00, motion made by Rodkey seconded by Casey authorizing the
installation of a concrete floor in the material shed for approximately $65.00,
motion carried by roll call vote of six.
WATER SERVICE OUT SIDE OF CITY LIMITS: A.G. BUCKLZY requests that the city extend
water service to his property out side of city limits known as the Riley Exline
property. It was suggested by McGhee that an Ordinance or Resolution be enacted
