CALL TO ORDER:

Meeting called to order at eight o'clock P.M., Honorable Mayor M.J. Linderman presiding.
ROLL CALL:

By clerk, councilmen present were John Beck, Charles Diemond, Walter Nelson,
D.F. Rodkey and C.R. Wallis, councilmen Karl W. Casey and R.J. Larson were absent,
City Attorney D.W. Zent was present.
READING OF THE MINUTES:
Minutes of the previous meeting -Mere read and approved. E
REGULAR ORDER OF BUSINESS SET ASIDE: by unanimous consent.
MOTEL OR MOTOR COURT:-L.J. PETERSON
Mr. Peterson presented a pencil sketch of plans for ten (10) cabins with joining
garages, to be located on North 4th Stree, Sylvester Park Addition, Block 8, directly
South of the Riley Exline property; this is in zone R-1 for Building restrictions.
No water or sewer service to this propebty. The Mayor suggested that this be turned
to the planning commission to work out with the building committee; a copy of the
sketch was left with the council.
CARD TABLE APPLICATION: G.F. EVANS
G.F. Evans presented an application for acard table license adjacent the Mint Cafe
at the corner of Lewis & Tacoma, motion made by Beck seconded by Diemond that the
license be granted, motion carried so ordered.
SEWER ON WEST HENRY:
Lloyd Johnson was present in the interest of a petition for sewer service on West
Henry Street. A letter was read from John W. Cunningham stating that to extend
through Block 3 would cost approximately 1p1,200.00, Blocks one and two could be
served the most economical by hooking on to the Navy Sewer which extends down
I the alley of Blocks one and two from Arthur to Frances, this sewer is two feet
lower than the basements depth and should be able to serve all basements in the two
blocks. Steps have been taken through a meeting with Commander Ferguson of the
Base for permission to hook on to their sewer. Commander Ferguson stated he would
make a request for this service to the 13th area command. life are to be advised
soon as word is received.
W.H. HNlltMANI S BUILDING ON EAST SIDE: .
Mr. Hamman presented a pencil sketch of plans for a proposed building at Main and
Lewis to be used as a tavern and closed club; he has applied to the State for a
liquor permit and requests a beer license recommendation. The lot is 140 x 150,
he expects to move the Grocery store back fifty (50) feet and move cabins out. New
building to be concrete, 80 x 84. Condemning cabins or building back of the grain
laboratory was also requested; following a detailed discussion motion was made by
Beck that Hammants application for Building permit be turned to the Building committee.

all three groups meet in conjunction at seven o'clock P.M., Friday, November 9th
before council meeting, motion seconded by Diemond, carried so ordered
WRESTLING APPLICATION FOR ROLLER-DROME:
Mr. Hulsey made application for a license to hold a wrestling bout November 12th
at the Roller-drome, motion made by Beck that License be granted for the bout, a
$10.00 fee to be charged which is the same rate used in Walla Walla at their athletic j
club, motion seconded by Diemond, carried so ordered. City Clerk to check with
11Valla Walla and advise r. Hulsey.
BROIVNING'S STORE T THIRD AND NIXON:
Mr. Browning presented a pencil sketch and petition signed by -?;?property owners in
that vicinity for a new store building at third and Nixon, a discussion was entered
into relative to removing the old store building and remodeling it for a dwelling.
This was also turned to the Planning Commission and Building Committee for consideration
Friday, November 9th.

MEMORIAL PARK SITE AND SWIMMING POOL:
R. Denny request data for the different clubs on Swimming Pool finances etc. for '
meeting November 20th with the City Council to ascertain why location in Memorial C
Park was not favored, he was assured that this information would be available.
GREEN HOUSE IN R-1:
R. Denny spoke, relative to erecting a small green house and service room 16 x 20 !
to conform with Building requirements at his present location on Margaret and Arthur
Streets, Residential District R-1. He was requested to hand in a sketch of plans
for consideration by the Committee and Commission.

Mr. McGreager spoke at length in regard to minors working where beer is being served
and gambling devices operated; printed signs should be attached to machines in plain

I� sight indicating no minors allowed to operate, All information regarding
Industrial Insurance and Medical Aid is obtainable at Mr. McGreagors office in
the Title Trust Building.
S.NIMMING POOL:
George Sanderson expressed his ideas on the Swimming Pool location, he will be
present November 20th to hear the Swimming Pool location discussion.
SEVER SERVICE ON HAGERMAN STREET:
Mr. Kidwell was present in the interest of sewer service to Block 12 Pasco Land

Cots. First Addition, a letter from John `T. Cunninghams office,.blue prints were
attached showing sewer xtension to serve Blocks 121 and 122, the.estimated
cost to the City in laying the sewer on Hagerman S`ireet as indicated on plan
would be. $450.00, in concluding the discussion, motion was made by Rodkey-seconded
by Beck that the City dig the ditch up alley in Block 121 regulation depth,
i Kidwell to furnish and lay six (6") pipe to nagerman Street with two Y's for
lots being by passed and one Y at the extreme end of line, motion carried by roll
call vote of five. Motion made by Rodkey authorizing McGhee to hire Graham by
day labor to dig ditch eight and one half feet deep approximately 200 feet East
on Hagerman Street from'manhole at Main and Hagerman for 8" pipe line also hire
engineer to set stakes and grades, pipe laying also authorized, motion carried by
roll call vote of five.

Motion made by Beck seconded by Diemond to adopt Resolution Number 252 calling
for bids for the sale of more sewer bonds in the amount of .;20,000.00, motion
carried by roll call vote of five.

Leland and Moline request a license to operate five duck pin bowling, motion made I!
by Beck seconded by Diemond to grant this license, the fee to be $5.00 per alley �I
motion carried so ordered.
AMUSEMENT CENTER LICENSE:
Joseph W. Wilson requested a license to operate an.amusement center at 215 West
Lewis to be known as the as the Pasco Arcade, motion made by Beck seconded by
Diemond to grant the license, motion carried so ordered.
RE FINANCE CORPORATION DESIRES OF FILE SITE:
A Surplus Material office desires an office location within the City limits. A
site opposite the Growers on Columbia was mentioned, these four lots are owned
by the City, the Re Finance Corporation would erecta pre -fab unit for office
purposes. A sixty (60) day notice clause could be imbraced in the agreement, in
case the City wished to ,ell the property as they, rig;ure on keeping this office
.open for approximately ten (10) years. Charging '4>25.00 per month.rent was agreed
upon by all, motion was made by Beck seconded by Diemond authorizing the Mayor
1 and City Attorney to deal with the Representative for the Re Finance Corporation
as they see fit, motion carried so ordered. Mr. Thomas E. Lockyer states they a
would have twenty to twenty-five employees. Motion made by Rodkey seconded by
1 Nelson that the City Clerk write a letter regarding the need of the Re Finance
Corporation officeein this location, motion carried so ordered.
BILLS:
Current bills against the City were read as follows; motion made by Beck seconded
by Diemond that all vouchers properly signed and approved be honored encluding
Matt Malaspinas final estimate, motion carried by roll call vote of five.

EXTENSION TO P.ATERIAL SHOP:
McGhee wishes to extend the shop,now under construction,72 feet for store room; the
foundation to be of concrete and walls sheet iron, motion made by Rodkey seconded
by Diemond authorizing the }Nater Manager to buy sheet iron and call for bids on
building extension. .The overall cost of this extension would be approximately owl,092.00.
motion carried by roll call vote of six.
GENERAL OBLIGATION BONDS FOR FILTRATION PLANT:
An election was held this date on a Special Bond Issue for the construction and
installation of a Filtration Plant. This would be a General Obligation Issue in the
amount of y�127,000.00. Tabulation of precinct ballots show the issue carried, canvass
will be made by the Election Board.
ADJOURNMENT:
Motion made by Beck seconded by Diemond that -the meeting adjourn to eight o'clock
Friday November 9, 1945, motion carried so ordered.
