CALL TO ORDER:
Meeting called to order at eight fifteen P.M., Honorable Mayor M.J. Linderman
presiding.
ROLL CALL:
By Clerk, Councilmen present were John Beck, Karl Casey, Charles Diemond,
R.J. Larson, D.F. Rodkey and C.R. Wallis, Walter nelson was abbent. City Attorney
D.W. Zent was present.
READING OF MINUTES: 1
Minutes of the previous meetings were read and approved.

REGULAR ORDER OF BUSINESS SET ASIDE: by unanimous consent.

WEST SIDE SEWER CONTRACT:
Mr. B.H. Sheldon discussed with the council the final estit*�Lep
nd time limit
penalty. Sheldon states that he was lead to believe by theyor that the time
limit was tobe disregardedaccount manpower release and other draw backs to be
encountered at that time. A letter was read by Mr. Smart from former Mayor
Johnston. The legality of penalty charges with out bonus allowance was. que,Ationed,'in con-
clusion motion was made by Beck seconded by Rodkey to refer matter of c6ntract
i and penalty to the City Attorney for opinion, motion carried so ordered. In
reviewing the insurance policy City Attorney advises this policy is not now in
effect, Mr. Smart to check and advise City tittorney regarding Insurance coverage
pblicy�having expired.
PETITION FOR SEWER ON 'NEST HENRY:
II Mr. L. Johnson and Mr. St. John presented a petition signed by nine property
oweners petitioning for sewer service in Block 1,2, & 3, Sylvester's second j
addition connecting to the Navy sevver line was discussed, setting up a project
and calling for bids to make this installation was also discussed, motion was
made by Beck seconded by Diemond that the City Clerk write John 14V. Cunningham's {�
C) office requesting the service of an engineer for figures on Sewer Service to
Block 3 Sylvester second Addition by extension through alley from Frances between
Octave and Henry Street intersecting Davy Sewer from same manhole East through
alley of Blocks two and one, Sylvester second Addition thus surveying for service
to Block five (5) and six(6) in the alley on Block North of present Navy Sewer,
motion carried vy roll call vote of six. It was brought out in the discussion
that the plan is to go north from present manhole on Francis at the alley to {
alley one block North; thence East to Navy Sewer on Arthur Street, then relay
Sewer line to regular depth where present Navy sewer is now which is in Blocks ,M
one -(1) and two (2) 5ylvesters second Addition, the petition was read.
NEW STORE: BROI.VNING' S THIRD & NIXON:
Mr. Browning and Lloyd Williams were present in regard to erecting a store "
building at third and Nixon, contractors sketch was not furnished; however he
is requesting permission to go ahead with the building,inquiry was made as
to what disposition would be made of the old building. Browning states he
expects to convert it into a dwelling; this site being in Residential R-1 where
store buildings are prohibated, a discussion followed. Mr. Browning prepared
a pencil sketch of the building as it would be located on t he property, in con-
clusion motion was made by Larson seconded by Casey that an amendment be made 1�
to present Building Ordinance authorizing the council to grant special permission
to erect this store in R-1; the Mayor suggested that a report from the Planning `
Commission be obtained, this was allowed and motion carried so ordered.

L.I.D. BONDS:
A letter was read from Peter Kloechner, Hartford, Wisconsin regarding L.I.D.
Bonds in district 24, this was turned to the City Attorney to answer, motion

SEWER LATERALS BLOCKS 121 & 122 PASCO LAND CO. ADDITION & WEST HENRY STREET:
A letter was read from City Treasurer, Roy Collins, requesting information as
to charges for sewer connections for the Shell Oil Co. and Co -Op in Block 122
Land Companys Addition, also Block 121 same addition, motion made by Beck to
have an engineer come here from John 'fi. Cunninghams office to check sewer for
Block 121 and 122 Pasco Land Companys Addition, also West Henry Street, motion
! seconded by Diemond, carried so ordered.
PROSPECTIVE BOND PURCHASER:

A letter was read from Terry Thompson of the Grande & Company, Inc., Investment
Securities, Seattle, Washington -stating his Company was interested in purchasing
City of Pasco Bonds, and requested a financial report, motion made by Beck I�
seconded by Diemond that he be furnished the report and that communication be
placed on file, motion carried so ordered.

FLEXIBLE SEWER ROD MOTOR:
A letter was read; E.M. Brown of the Flexible Sewer Rod Co., Los Angeles, California
offering for sale one gas driven Briggs Stratton Motor, priced $285.00, motion made
by Rodkey to take the purchase of this motor up with Brickey granting him authority
to purchase, motion seconded by Diemond, carried by roll call vote of six.

DAMAGE TO GARAGE BY CONTRACTOR:
1 A letter was read from D.J. Speier inregard to damages done by Sewer Contractor,
B.H. Sheldon. Special Sewer Committee to investigate to ascertain amount of
�I damage; City Cler to forward copy of letter to Sheldon's office.
RETAIL CREDIT ASSOCIATION'S REFUND:
A letter was read from Lincoln W. Newell, of the Internal Revenue office, Pasco,
Washington stating that the above mamed association owed $60.43 to the Bureau "
and requested that a refund be authorized from a donation to the City of $205.44
for the Swimming Pool Fund. Motion made by Beck seconded by Diemond authorizing
j the City Treasurer to refund to Mr. James or Mr. Posey $60.43 as requested, motion
carried by roll call vote of six.
TRAILOR LOADER:
A letter was read from the Nelson Equipment Co. acknowledging receipt of order for
the purchase of one Case Tractor loader with combination bull dozer and blade. We
are to receive information regarding car number when laoder is expected to arrive {�
at Pasco which should be about October 26, 1945.

VOUCHER FOR WALTER H. ROTHE:
A letter was read from Mx. Rothe setting out services rendered in the amount of
$300.00 to act as a retaining fee, motion made by Rodkey seconded by Diemond that
this be turned to the City Attorney to answer, motion carried, the council would
favor a reasonable fee for drawing sketch but are not interested in hiring an
architect or allowing retaining fees.
WASHINGTON STATE DEVELOPMENT BOARD:

A Bulletin released from the Reconstruction Finance Corporation from Washington D.C.
forwarded by George R. Stuntz pretaining to pre war construction, Mayor to request
circular as mentioned, motion so made by Beck seconded by Diemond, motion carried H
so ordered.
FILTRATION PLANT:

A letter was read from J.C. Stanley consulting Engineer offering services in
selecting an engineer for the project. 11
DEPT. OF HIGHWAYS RE: FEDERAL SECONDARY AND FEEDER ROAD SYSTEM:
A letter was read from J.W. Hamilton District Engineer, Yakima with attached sketches
showing surface work on court Street to the extent of four city blocks and re-
questing that route be approved signed and all maps returned to Yakima.
INTERMOUNTAIN EQUIPMENT COMPANY,.
A letter was read from R.W. Stevens of the Intermountain Equipment Company ack-
nowledging receipt of cancellation of purchasing; order No. 6062 covering tractor
and loader.
FEDERAL ;uORKS AGENCY:
A letter was read from the Federal Works Agency approving requisition No. 7 for
for payment of $900.00 final payment to Recreatib Program.
PRICE OF GRAVE FOR COUNTY:
The City Treasurer request that a decision by amending Ordinance should be set
up to govern the price of graves for.Franklin Co. and old age assistance, this is
the second request for this action, motion made by Diemond seconded by Beck that
this be turned to the Cemetery Committee.
SIGNAL CIRCUI^1S:.
A letter was read from A. Polsen of the Pacific Telephone & Telegraph Co. regarding
installation and rent for water meter circuit from water tanks to pump house.
Water Manager and Committee to look into this proposition.
COUNCIL ROOM FOR GIRL SCOUTS:
A letter was read from Myrtle C. Hatton requesting permission to use the council
room one afternoon a week and bring in a table and cupboard to be used by the
Secretary, this was turned to the Building Committee.
SKIMMING POOL AND FILTRATION PLANT:

An interesting article on the Filtration Plant also the Swimming Pool was read,
the information and data was compiled by John VV. Cunningham's office.
CARD TABLE LICENSE:
An application presented by G.F. Evans to operate a card table adjacent the mint
cafe at Tacoma & Lewis was read'. Council favors holding up application until Evans
appears at the meeting in person.

ASSOCIATION OF UKSHINGTON CITIES:
To have a regional meeting in the council room at Pasco, November 28, 1945, eight 1
o'clock P,M.
REPORTS FROM COMMITTEES: �
SALARY OF FIRE CHIEF:
j Salary for Fire Chief was discussed, motion was made by Casey seconded by Beck
authorizing City Clerk to pay Fire Chief $250.00 per month salary as of Septemberl,
1945, motion carried by roll call vote of six.
SALARY OF DAY PUMPER:
Following a discussion relative to day pumpers salary motion:,4as made by Beck sec-
onded by Diemond that the day pumpers salary be raised an additional $20.00 the
first of the year, 1946, thus making the salary $2QO.00 per month to be paid from
labor salary in budget, motion carried by roll call vote of six.
REMOVING PARKING METER FOR TAXI:
Relative to a request by John Bradshaw that a parking meter head be removed in
front of the Pasco Lunch providing a loading zone for his taxi, motion was made
.by Larson seconded by Rodkey that thisr equest be deniedand Bradshaw so notified,
motion carried so ordered.
O.C.D. EQUIPMENT:
!� Regarding O.C.D. equipment now in custody of the Fire Chief , the Committee reports
thit equipment is not needed and that the Governmental Department be so notified
motion so made by Casey seconded by Diemond, carried so ordered.
TEMPORARY FENCE FOR WATER DEPARTMENT SHOP:
Water Manager McGhee requested permission to erect a temporary fence around the

SURFAUING ALLEYS:
Was discussed the alley between Lewis and Clark from third, to fifth also the alleys
between Lewis and Columbia from third and fifth, are to'be surfaced.

J.G. Ungerecht was appointed by the Mayor as a member of the Housing Commission,
succeeding Riley Exline; appointed as of October 16, 1945, term ending January 28,
1950.

TIMES AND PLACES AS THE CITY COUNCIL MAY DETERMINE AND TO BE PAYABLE OUT OF A
SPECIAL FUND TO BE CaEATED KND ESTABLISHED BY THE CITY COUNCIL. SAID FUND TO BE
KNOWN AS "PASCO SPECIAL FILTRATION BOND FUND" OR ANY ADDITIONS TO SAID FUND WHICH
SHALL HEREAGTER BE CREATED AND PROVIDED FOR BY THE CITY COUNCIL: AND PROVIDING
