Linderman presiding. p i i ROLL CALL: By clerk, councilmen present were John Beck, Karl Casey, Charles Diemond, R.J. Larson, D.F. Rodkey and C.R. Wallis, Walter Nelson arrived at eight thirty. City G Attorney D.W. Zent was also present. C.R. Wallis was excused at ten o'clock. I ! COMMUNICATIONS: LICENSE FOR W.A. LAYMAN: A license to operate a card table, four (4) pool tables at 311 West Lewis, motion made by Beck seconded by Diemon'd,to grant license, motion carried so ordered. 8 REPORTS FROM COMMITTEES: BUILDING COMMITTEE: reports J.E.',,'Browning wishes to build a new building for a I grocery store at third. and Nixon'. He will be advised by the committee to present a sketch or plans to the council'.and planning commission.Mention was made df another party desiring to open a store on",Sylvester at ninth, no action taken. �F LIGHT COMMITTEE: Casey reports; lights are badly needed on Nest Henry Street also in Moen's new addition; it was recommended that light need 'be so indicated on a map and proper steps taken from the°;re, more time was allowed. f TRAILER UNIT: loaned the city thrduth the O.C.D. now parked in the city yards was discussed, Casey not in favor`of buying this unit, it should be reassembled and left in tact, as a surplus property offer, a new ladder will have to be purchased for the regular truck.dnd"trailer ladder replaced, Lyle Cooney is cus- r todian of all U.C.D. equipment. ;'CgTey to make a complete check. WATER DEPARTMENT MATERIAL BUILDING`; McGhee wishes to enlarge plans of'pY,�.:oposed building ten (10) feet, bid was low � and he would like room for storing i4ierve pipe, motion made by Beck seconded by Diemond to allow McGhee to extend rna;tZerial building ten feet, at same rate per foot as bid submitted, motion carri,&d,by roll call vote of six. SHELDONS CLAIMS: Penalty dates will have to be determined by the council.Inspector should be able to furnish information needed to make this decision, Diemond to contact Fred Scott for this information. II MALASPINA'S EXPENSE FOR STREET RESURFACING: A survey made by the council and tabulation to cover each correction was extended on correc#ion sheet which totaled $159,00 as appraised by Brickey, City Clerk to so notify John W. Cunninghams office and Matt Malaspina. ' 14ARKING MACHINE: It was suggested by the Mayor that a marking machine be purchased to paint parking i U strips etc., he thought onezcauld be obtained for $50.00, motion made by Diemond seconded by Beck that a marking machine be purchased, motion carried by roll call vote of seven. An air compresserwas located at the surplus property yard by Mayor Linderman and D.W. McGhee for $500.00 and discussed the possibility of buying it. Rodkey favors the purchase of a new one which he states cyan be ob- tained for x¢400.00 or $450.00, he will furnish catalog. r NEW FIRE HYDRANTS: and a flat trailer for hauling pipe was noticed at the surplus , property lot, McGhee to negotiate for purchase. H.F. Colvins's PROPERTY: Title Insurance will be prepared by(Cox Investment Company,) all costs over $57.59 to quiet title will be paid by H.F. Colvin. (Correction -Citizens Abstract Co.) II REMOVING TREES FROM PARKING: i Wallis to contact Chas. Petterson regarding fallen trees in parking. A dead tree in parking on Bonneville between fifth and sixth need to be removed, the council i favors having it removed. PLACES OF THE CITY OF PASCO�PROVIDING REQUIREMENTS A S TO LIGHTING EQUIPMENT: REGULATING THE OPERATORS AND RIDERS ON BICYCLES: PROVIDING FOR THE REGISTRATION OF BICYCLES IN THE CITY OF PASCO, EXAMINATION OF THE OWNER: PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE, INCLUDING THE IMPOUNDING OF BICYCLES, AND DECLARING AN EMERGENCY Mption made by Beck seconded by Diemond that Ordinance number 558 be given the third reading, motion carried so ordered. Motion made by Rodkeyseconded by Diemond that Ordinancenumber 558 has been given the third reading, motion carried so ordered, motion made by Beck seconded by Diemond that ordinance number 558 be adopted, motion carried by roll call vote of seven; UNFINISHED BUSINESS: COMMITTEE ASSIGNMENT FOR R.J. LARSONAill MAyor Linderman recommended that R.J. Larson succeed V.F. Marshall of com- mittee, motion made by Beck seconded by Casey to accept Mayorts recommendation, motion carried so ordered. WALTER H. ROTHES VOUCHER: �A voucher. presented by Mr. Bothe in the amount of `300.00 for sefvices to City Hall. For pleliminary scetches, for City Hall, motion mady by Beck to honor payment of vouchers, motion seconded by Diemond. Beck and Diemond withdrew the motion and second, motion made by Rodkey seconded by Diemond to write and find out the extent of services rendered, motion carried so ordered. ,t BOND ISSUE FOR FILTRATION PLANT: A public hearing was considered, appointing a campaign committee of interested citizens was thought to be a good plan. Mayor Linderman to publish notice of a public meeting to be held at the City Hall, Tuesday, September 25th for the purpose of discussing construction of a Filtration Plant and selling bonds to finance this project; committee to then be appointed. ADJOURNMENT: Motion made by Beck seconded by Diemond that the meeting adjourn to Monday October lst, eight o1clock P.M. to adopt the 1946 Budget, motion carried so ordered.
