I�CALL TO ORDER:
Meeting called to order at eight ofclock P.M. Honorable Mayor M.J. Linderman
presiding.
ROLL CALL:
By clerk, councilman present were John Beck, Charles Diemond, R.J. Larson,
Walter Nelson, D.F. Rodkey, and C.R. Wallis, Karl Casey was absent. City
Attorney D.W. Zent was present.
REGULAR ORDER OF BUSINESS SET ASIDE BY : unanimous consent.
COLORED CHURCH:
.J.L. Stewart, with.three other colored men requested permission from the council
to hold church services in a vacant building next door to the Congo Inn, operated
by Carlton Smith: this building has an enterance and exit, no objection was re-
gistered, services are to be conducted in an orderly manner, motion made by
Nelson that the colored people be granted permission to hold services in the
building once operated by Austin as a pool room at No. 127 W. Lewis, providing
the rear exit is kept free ffrom obstruction until such a time when they complete
the erection of their church on the east side, motion seconded by Rodkey,
carried so ordered.
Mr. Tripp of PORTLAND:
Mr. Tripp talked with the council regarding purchase of bonds for Filtration
Plant construction. Revenue.Bonds and General obligation bonds through a vote
of the people and the balance bein, raised throughthe Water Department, no action
was taken. p
REGULAR ORDER OF BUSINESS RESUMED: ORDINANCE NO. 559:
The tentative budget for 1946 was reviewed in detail, several changes made,'it
was necessary to reduce the expenditures $74,000.00 to meet the anticipated
receipts, motion made by Beck seconded by Diemond that the Budget for 1946 be
advertised in the amount of $239,790.00, motion carried by roll call vote of
six.
The Water Departments tentative budget for 1946 was read as presented, salaries
for manager and assistant were discussed, in conclusion motion was made by Beck
that the assistant and meter readers salary be $3,240.00 to receive manager
rate while acting,in :that capacity, which will be paid out of labor, motion
carried by roll call vote of sik.
Managers salary to remain the same, motion made by Beck seconded by Wallis, the
$60.00 be added to day pumpers salarri, motion carried by roll call vote of six.
Motion made by Rodkey seconded by Beck to advertise the Water Department budget
for the amount of $171..000.00, motion carried by roll call vote of six.
ORDINANCE NO..559 was given the first and second meeting.
ADJOURNMENT:
Motion made by Diemond seconded by Beck that the meeting adjourn to next regular
meeting night, Tuesday September 18, 1945, eight o'clock P.M.
