HomeMy WebLinkAbout09-06-1945 Minutesx.11.6 PASCO, WASHINGTON ADJOURNED MEETING: COMMITTEE ROOM SEPTEMBER 6, 1945 CALL TO ORDER: Meeting called to order at eight o'clock P.M. Honorable Mayor M.J. Linderman pre- siding. ROLL CALL: By clerk, councilmen present were, John Beck, Karl Casey, Charles Diemond, Walter Nelson and D.F. Rodkey, C.R. Wallis arrived at ten forty five. City Attorney D.W. Zent was present. READING OF MINUTES OF THE PREVIOUS MEETINGS: were read and approved. REGULAR ORDER OF BUSINESS SET ASIDE: by unanimous consent. PETITION FOR LIGHTS ON v1rEST HENRY: A petition presented and signed by twenty-nine residents and property owners on West Henry for street lights was read and turned to the light committee, motion so made by Diemond seconded by Beck, carried so ordered. RECREATION COMMITTEE: Reverend Adams and Mr. Brown of the recreation committee asked if their services would be needed now that the war emergency was over; the unanimous opinion of the council was that the committee continue to function. There will be no more Federal Funds to assist this program, therefore it will be necessary to raise money locally if the program is to continue. A proposed budget was presented by Mr. Adams in total $13,350.00; $6,000.00 of this amount to be raised by the War Fund Drive, the War Fund Drive committee voted to enclude the recreation program for $6,000.00 in the set up; the state will sponser $750.00 for salaries, the city anticipates i `6,000.00 from general taxes. In order for the committee to function properly they request that the council designate authority to be granted, they expressed assurance that the budget would be properly supervised and necessary changes made. Following a discussion , motion was made by Nelsonseconded by Beck to retain the recreation committee for the ensuing year and designate their authority, motion carried so ordered. i SEWER EXTENSION FOR NORTH SIDE OF _10IEST HENRY STREET: Lloyd Johnson and Mr. St. John were present and made a request for a sewer service in the alley between Henry and Octave Streets, either by sewer extension or con- nections with the present Navy Sewer, motion made by Beck that the special sewer committee investigate and report on the need and how many connections west of the courthouse on Henry, motion seconded by Nelson, carried so ordered. Motion made by Rodkey seconded by Beck that the City Clerk take this up.with Magn1son and Mitchell in Washington D.C. regarding information on the procedure to take in order to obtain authority to connect to the navy serer, letter to be approved by the City Attorney, motion carried so ordered. SAFETY LANE: 'I Chief of Police spoke to the council relative to purchasing marking blocks to mark traffic lanes at the intersections; these blocks would have to be placed during the hot weather, mention was made of purchasing a marking machine O The M Mayor has negotiated with Walla Walla, in an effort to borrow their marking r machine, motion made by Beck seconded by Diemond that this be turned to the Police committee and Mayor for investigation and report, motion carried so ordered. The Police Chief suggested removing intersection button and erecting " no U turn signs"; he also spoke in regard to a pension for Alf Buchanan, motion made by `Beck seconded { by Diemond that the City Attorney look into pension regulations, motion carried so ordered. PROPERTY PURCHASED BY H.F. COLVIN: Mr. Colvin requested that the City furnish title insurance as stipulated in his bid for lots 15 and 16 Block 22, N.P. Plat of Pasco, the callifor bid and bid was reread also City Attorneys former opinion, in conclusion motion was made by Diemond seconded by Beck that Colvin be furnished title insurance for property purchased from the City. All costs over $57.50 to be paid by H.F. Colvin for quieting title, motion carried.by roll call vote of five. BRO!INING REQUESTS PERMIT FOR NEW STORE: Erecting a new permanent store building 40x60 in Residential district R-1 by11 Mir. Browning at Nixon and third was discussed, motion made by Rodkey seconded by �I Beck that this be turned to the building committee, motion carried so ordered. APPOINTING R.J. LARSON: RESOLUTION NO. 250: Resolution Number 250,declaring V.F. Marshall's office vacat was read, motion made 11 by Beck seconded by Diemond to adopt Resolution Number 250, motion carried by roll call vote of five. Motion made by Beck that R.J. Larson be nominated, motion seconded by Diemond; City Attorney advised that anyone had the right to nominate a councilman, Nelson nominated Mr. Kerfoot, a vote was cast by roll call, R.J. A letter was read from John IN. Cunningham & Associates pursuant to a request by the council for engineering and constructs n costs. Two methods were mentioned, first, the installation of dry wells, construction would cost approximately `62,000.00, plans and specifications, $3,000.00. Second, conducting storm {� water to the river, construction $105,000.000 plans and specification $4,000.000 letter tobe filed for future reference. FLUSHING SEWER LATERALS: I� A letter was read from John W. Cunningham &; Associates ` relative to the feasibility of connecting water mains to the last man hole of a lateral to eliminate sewer , gases, this was not recommended account of definite results would not be obtained ' thus creating a waste of water. They advise flushing the entire sewer from time to I time with a fire hose providing a sufficient volume of water to flush the settled solids to the mains. Eiffert, District Engineer for Department of Health stating their department would not approve the introduction of domestic water supply into a Sewer system unless an adequate air gap was provided to elimate back -siphoning; they suggest sealing manhole covers and installing vents, carried to the highest practical elevation; or routine flushing with a fire stream, communication to be filed. LICENSE, J.B. LEONARD FOR TAXI: An application made by J.B. Leonard to operate a taxi was read, motion made by Beck seconded by Diemond to grant license, motion carried. I REPORTS FROM OFFICERS: POLICE JUDGES: report for August, 1945 was read. POLICE: report for August, 1945 was read. READING OF ORDINANCES: ORDINANCE NUMBER 558: AN ORDINANCE AMENDING ORDINANCE NUMBER 440 BEING, AN ORDINANCE REGULATING THE OPERATION, MOVEMENT AND PARKING OF BICYCLES ON THE STREETS, ALLEYS AND PUBLIC PLACES OF THE CITY OF PASCO: PROVIDING REgUIREMENTS AS TO LIGHTING EQUIPMENT: REGULATING THE OPERATORS AND RIDERS ON BICYCLES: PROVIDING FOR THE REGISTRATION OF BICYCLE: IN THE CITY OF PASCO, EXAMINATION OF THE OWNER: PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORNINANCE, INCLUDING THE IMPOUNDING OF BICYCLES, AND DECLARING AN EMERGENCY. Motion made by Diemond seconded by Beck that Ordinance number 558 has been given the first reading, motion carried. SHELEYRESIGNS .:— Paul Sheley tendered his resignation as regular fireman effective September 15, 19452 motion made by Rodkey seconded by Diemond to accept Sheleyfs resignation, motion carried. RECREATION PROGRAM: A letter was read from L.R. Durkee of the Federal Norks Agency stating no Federal funds will be made available beyond October 31st, 1945, for assistance with this project. A receipt dated August 24, 1945 was read in the amount of $1,074.35 from the Fedetal Works Agency. FILTRATION PLANT: A letterwas read from L.R. Durkee under date of August 23rd and one of August 27, 1945 stating that further expenditures of the Lanam Act Funds for construction will not be available. The second letter contained a bulletin having to do with Title V, relative to t loaning money for local improvements. Selling General obligation bond would have to be decided on by a vote of the people - this was turned to the City Attorney for an opinion. Rodkey gave a resume of the trip to Portland and Longview revilwing filtration plants and swimming pool taken by members of the council and Mayor over the Labor day week end. COMMITTEE REPORTS: CONDEMNATION OF PROPERTY FOR MEMERIAL PARK PURPOSES: City Attorney advises the committee to set a maximum value on property proposed for swimming pool site so this case can be heard during this term of court, com- mittee to be given power to act, this was agreed upon without dissent. ,r EAST SIDE SEWER: I� Committee to look ovcr East Side Sewer job and check corrections itimized by John W. Penalty for violating time limit was mentioned with no action taken.
