HomeMy WebLinkAbout08-09-1945 MinutesI 3.0 6 PASCO, WASHINGTON CALL TO ORDER: Meeting called to order at eight fifteen otclock P.14., Honorable Mayor M.J. Linderman presiding. ROLL CALL: By clerk, councilmen present were Charles Diemond, Ydalter Nelson, D.F. Rodkey and C.R. 'Wallis,.absent were John Beck and Karl Casey. D.IN. Zent City Attorney was present. COMMLNICATIONS: FILTRATION PLANT: A letter was read from Hal Holmes and Warren G. Magnuson in which they expressed their interest in this project and endeavor to follow it through the necessary Governmental steps. This commthication was ordered filed. SEWER CONNECTIONS WITH NAVY BASE MAIN: A letter was read from Captain J.E. Shoemaker in answer to request made for con- nection to 'the Navy Sewer line, he states that this request can not be granted. REFUND ON SEWER EXTEAISION �TO HOUSING PROJECT: In further discussing the refund of $1700.00 for sewer extension through Housing Project., -it was decided that the City Attorney draw up a Resolution to cover this refund, location and extent of sewer main to be furnished by Mr. Rodkey. Motion so made by Rodkey seconded by Diemond, carried so ordered. WATER CON'T'RACT SERVICE TO FEDERAL HOUSING PROJECT: The contract was read, contract has been held up for some time in an effort to negotiate a refund on Sewer extension, motion made by Wallis to hold up contract to consider number of units to be served thus try to avoid other extensions. Motion died for want of a second, during the discussion it was brought out that the water contract had no bearing onthe Sewer extension and should be signed and returned to O.H. Olson of the Housing "uthority. Motion made by Nelson seconded by Rodkey authorizing the mayor and clerk to sign contract, motion carried so ordered. TRANSFER OF MONEY: The City Treasurer requests authorization for the transfer of $6,000.00 from the accumulative building and alteration fund to current expense for the purchase of lots for building site, motion made by Rodkey seconded by Nelson granting the Treasurers authority to transfer, motion carried so ordered. TENTATIVE AMENDMENT TO ORDINANCE NUMBER 440 KNOWN AS THE BICYCLE ORDINANCE: A letter with no signature from the Police department was read suggesting changes to the present bicycle Ordinance Number 440, this was turned to the Police Committee for Recommendation. LEASE FOR WAR PUBLIC WORKS CONTRACT NUMBER 478 PROJECT NUMBER 45-253-F: The lease was read, it covers Sewer service to Federal Public Housing Authority Projects Numbers Wash 45152, 45201, 45250, and 45259, leased to the Housing Authority by the United States of America. This copy was turned to the City Attorney for approval. H.F. COLVINIS PURCHASE OF CITY PROPERTY: A deed drawn up by the City Attorney was furnished the Cox Investment Company for check on title. The information was then given to theexamining attorney. An opinion was rendered which was read at this time, reco:pds show that something over $3300.00 of unpaid local improvement assesments against said lots, therefor insured title could not be obtained. After considering call for bids and Thr. Colvins bid along with expense for quieting and acting upon the City Attorneys advice a motion was made by Wallis seconded by Diemond that a deed be furnished, City Clerk to so advise H.F. Colvin, motion carried so ordered. During the dis- cussion of quieting titles motion was made by Rodkey that all the Citys property_ deeds be examined by the City Attorney and a group quieting action be started. No funds are available for this purpose, motion died for the want of a second. SWITCH IN TELEPHONE COMPANYS EXCHANGE FOR POLICE AND FIRE ALARM SIGNAL: A letter was read from the Pacific TelephoneCCompany dated July 20, 1945 giving notice of its intent to terminate agreement covering this installation. It was stated that a new method is being used whereby the fire calls come direct to the fire station, now that a regular fire personnel is on duty at all times; emergency calls are made over phone number 93. A phone with an unpublished number 94 will be used by the firemen. An extension gong from 93 alarms in the living quarters at the phone also at the front and back doors. Motion made by Wallis seconded by Rodkey to accept the termination of agreement, motion carried so ordered. CHAMBER OF COMMERCE REQUEST SIDE fJALK ON SOUTH TENTH: A letter of June 23rd was read from the Chamber of Commerce request by resolution that a side walk be installed on South 10th from Ainsworth to Bridge approach. It was suggested that this be filled from time to time as dirt was available, this was objected to account of causing a dusty condition over a period of time. Other arrangements will be worked out with the Street Committee and Street Supervisior, I.- 1107 PASCO,-01ASHINGTON AI).TnTTRN'FD MEETING CQU`T'THITED 0 MMTTTER Rom ATTCTjLS-- 9 94�_ FEDERAL WORKS AGENCY (U.S.O. BUILDING): The Federal Works Agency acknowledged receipt of Resolution Number 246, the desire to acquire U.S.O. Building. r, RE EAST SIDE SEWER: A letter was read from Matt Malaspina and Company asking for extension of time on completion of contract, account of experiencing considerable delays, motion made by Nelson seconded by Rodkey to obtain decision from John W. Cunninghams by furnishing them with all necessary information, City Clerk to so advise, motion carried so ordered. 0 FLUSH TANK: A letter was read from Matt Malaspina confirming conversation and a'greernent to construct a flush tank (larger type Olympic Foundry) for '$450.00 each; water connections to be made at the expense of the City. This applies tothe East and West side Sewer projects. Motion made by Diemond seconded by Rodkey to accept the above agreement as recommended by the Sewer Committee, motion carried so ordered. BULLD07ER AT FIRE: A voucher presented by Matt Malaspina in the amount of $28.00 for use of"a bulldozer at the Potlatch yard fire was ordered paid, motion so made by Nelson seconded by Diemond, carried by roll call vote of four. BLUE PRINTS: A voucher presented by John W. Cunningham & Associates covering the purchase of blue prints was ordered paid. Motion so made by Nelson seconded by Rodkey, carried by roll call vote of four. BOND FOR YhiITT NlkLASPINA: The Insurance Company issuing Bond for Matt Malaspina are making inquiry regarding progress made on contract, this information will be furnished by the Sewer Committee. REPORTS FOR COMMITTEES: EAST SIDE SE VER EKTE' SIGN: The sewer committee recommend the use of fibre pipe with tapered joints; joints to be cemented with manufactures cement for that purpose and driven together. Trench to be filled with fine dirt by hand to one foot above pipe and settled with water before power backfilling can be used. This is permissible to be used until cast iron is available. Motion made by Nelson seconded by Diemond to accept the Committees recommendation, motion carried so ordered. PARKS AND CEMETERY: Martell working at the Riverview Park has resigned, Volunteer Park caretaker will have to get more pay by working overtime to care for all the parks, $175.00 regular salary and $50.00 overtime for overtime each day and four hours on Sundays thus making `„225.00 per month, this was agreed upon unanimously. GASOLINE FOR .rfALLIS: Councilman Rallis asked to be furnished gasoline for U.L. Jones car tote used in transportation to the cemetery in the interest of City business. He was advised to see the Ration Board for gasoline stamps. FLUSHING MANHOLES: Flushing manholes was discussed at length, Wallis suggesting the installation of a water pipe line brought near manhole for flushing purposes. Locations and method to be investifated by Street and 11uater Committee also ',,'Vater manager and report made to council. CIVIL SERVICE BOARD: Activities and -Police Department supervision was discussed. Lee L�oardmants name was given to the clerk for contact by letter in regard to furnishing suggestion for service to improve conditions or system. Mr. Boardman is with the F.B.I., motion made by Diemond seconded by Rodkey requesting City Clerk to obtain information from F.B.I. in Seattle in regard to checking entire Police system then render a report containing finding and suggesting remedy, motion carried so ordered. ANIMALS RUNNING AT LARGE: City Attorney to check Ordinances and draw up an amendment if nothing is in effect controlling loose animals. SIGNAL LINE FROM TANK TO PUMP HOUSE: Water Committee chairman states the Telephone Company will run a line from tank to pump house for $7.00 per mile per wire plus $.75 for each additional quarter mile ; a 14 or 16 gauge wire will be used. 'Nater Department to pay a flat fee of A13.50 per month. Water committee and superintendant to look into the situation and have installation made. The present budget cover this expense. PASCO, WASHINGTON ADJOURNED MEETING CONTINUED COMMITTEE ROOM AUGUST 9, 1945 FIRE TRUCK: Converting the old fire truck into a sprinkling truck was considered, motion made by Rodkey seconded by Diemond that the Street committee investigate and report possibilities and approximate expense involved, motion carried so ordered. DIEMOND REQUESTS PIPE LINE ACROSS WASHINGTON STREET: Diemond makes request for pipe line across Washington Street to carry water across the street thus draining his property. The council unanimously agreed that this request be granted. Water Superintendant thinks he can furnish pipe. CURB AT U.S.O. BUILDING: Installing a curb from the present curb at Volunteer Park North 130 feet in front of the U.S.O. Building was discussed. It was extimated to cost $1.30 or $p1.50 per foot this was turned to the Street Committee. CITY HALL WATER PRESSURE: Janitor states the water is running in the Police Department to the extent that he is unable to water the lawn, one flush tank runs continually. Building committee to check with plumber to make repairs. ' COOLING SYSTEM: Cooling system for City Hall offices was considered, City Treasurer and City Clerk i to check budget and make recommendation. CALCOMINING POLICE DEPARTMENT AND COMMITTEE ROOM: Calcomining police department and committee room was discussed, Mr. Fischer of Kennewick has been employed by Chief of Police, he offered to clean the Committee room and repair roof for $60.00 , the council favors accepting this figure. REPORTS FROM OFFICERS: CITY TREASURERS: July 1945 report was read. f POLICE DEPAITMENTtS: activity reports for June and July 1945 was read. } WATER DEPARTMENTIS: report for June 1945 was read. i CITY CLERK: furnished each member a copy of the July budget report of all departments. I I ORDINANCES AND RESOLUTIONS: RESOLUTION NUMBER 248: Authorizing a substitute for cast iron sewer pipe was read as follows: j 'NHEREAS, an emergency exists owing to market conditions brought on by the now ex- isting war and it is impossible for persons erecting new houses to comply with the f regulations of the ordinance requiring the use of cast iron pipe in installing sewer connections, AND INHEREaS,under present conditions, owing to the emergency above set forth cast iron pipe can not be obtained for sewer connections and a number of new houses are awaiting sewer connections; and WHEREAS, there is a serious shortage of houses in the City of Pasco; and it is to the benefit of the public that said new houses be connected with the sewer at the earliest possible moment; NOW THEREFORE: Be it resolved that an emergency does exist in the City of Pasco and it is to the benefit and advantage of the public that other than cast iron pipe be allowed in installing sewer connections during the existing emergency and that during such emergency the following kinds of pipe may be substituted for cast iron pipe, to -wit; Fibre pipe with tapered joints; joints to be cemented with manufactures cement for that purpose and driven together. This is permissible to be used until cast iron is avail- ; able: That the above set forth substitution be allowed only until such time as y = cast iron pipe may be obtained and that as soon as such cast iron pipe is ob- tainable this resolution be terminated and of no further effect. Passed by the Council this 9 day of August, 1945. Motion made by Rodkey seconded by.Diemond to adopt Resolution number 248, motion + }` carried by roll call vote of four. 1 ORDINANCE NUMB[''P 557: ' 6 M AN ORDINANCE PROVISING FOR THE CONDEMNATION OF CERTAIN RIGHT OF WAY ACROSS LOT 7 BLOCK 3, ACRE PARK ADDITION TO THE CITY OF PASCO, WASHINGTON, AND PROVIDING FOR I THE PAYMENT THEREOF FROM THE CITY WATER DEPARTMENT FUNDS, FOR WATER MAINS. Motion made by Diemond seconded by Rodkey that Ordinance number 557 has been given the first reading, motion carried. Motion made by Rodkey seconded by Diemond that Ordinance number 557 be given the second reading by title only, motion carried. Yotion made by Rodkey seconded by Nelson that Ordinance number 55Y has been given the second reading, motion carried. UNFINISHED BUSINESS: REFUND OF CARD 'TABLE LICENSE: ! A letter was read from Claude Fischer requesting the refund of $p100.00 submitted with his application for card table license. City Attorney advises that where application has been approved by the council no refund is in order. Mr. R.C. City Attorney to furnish City Clerk opinion in writing. REFUND OF CAFE LICENSE: L.D. Wileyshas surrendered his Treasurers receipt for X5.00 making request for refund, same to be paid to Chas. Adair. Wiley was ordered closed by Police and ordered to leave town. City Clerk to check with Police Department in case he did not operate a cafe, motion made by "odkey seconded by Diemond to make refund, motion carried by roll call vote of four. NEW BUSINESS: REPAIR SHOP CHESTNUT & "A", A.G. PEEKS: Application was read this was ordered held up, City Clerk to notify Peeke to be present at next council meeting. APPLICATION FOR SHOE SHINE STAND: License application presented by Lional L. UVallace to be located on side walk in front of Liberty Lunch was turned down. RECREATION CENTER THIRD AND LEJVIS (ROY B. STOKELY): License application for recreation center at 3rd and Lewis by Roy B. Stokely was read and considered, permission to operate was granted, fee set at $25.00, matron may be an,'employer; Mrs. Dotson, Citys present matron was approved by.council to act in this capacity and employee of Stokely. Motion made by Rodkey seconded by Nelson to grant lice se at $25.00 not prorated and that Stokely be permitted to employ Mrs. Dotson matronyand have other duties, motion carried so ordered.
