CALL TO ORDER:
Mereting called to order at eight three.:o'clock P.M., Mayor M.J. Linderman
presiding.
ROLL CALL:
By clerk, councilmen present, Charles Diemond, Walter Nelson, D.F. Rodkey, and
C.R. Wallis. Absent John Beck, and Karl Casey. `City Attorney D.W. Zent was present.
REGULAR ORDER OF BUSINESS set aside by unanimous consent to open bids on street
loader.
BIDS ON LOADER EQUIPMENT ':
Five bids were opened and read as follows:

Representatives present were given the opportunity to speak in behalf of their line
of equipment . All bids were reviewed and studied by the Council in concluson the
street committee recommended the purchase of the Intermountain Harvester Model 1-6.
Motion made by Wallis seconded by Diemond to purchase the Intermountain Harvester
Model 1-6 Industrial Tractor Hydraulic front loader and filler blade for $3,436.00
net Pasco. Payment to be delayed to January 1,1945. Motion carried by roll call
vote of four.
EASEMENT ,BOOSTER PUMP SITE (NAVY AIR STATION)
Lt. F.N. de Pender of the Navy Air Station requested that an easement be granted
on a parcel of land approximately 16' x 14' in Sylvester's t6d.6ndoAddition north
of present water tank at the City limits for a booster pump site. It was explained
that more pressure thus increasing the flow of water is badly needed to releave a
fire hazard now existing at the Base. Plans were submitted to the Water tanager.
A. check system will be installed to stabilize City water pressure. Arrangemants
are completted to obtain water from Little Pasco as soon as pipe is available.
Easement was read as presented and discussed. Water Manager had no objection to this
installation. Motion made by Nelson seconded by Wallis to grant the easement, motion
carried by Roll Call vote of four.
BUILDING AND FIRE INSPECTION
Charles Knapp representing two groups of the Pasco Vicinity Planning Commission
requested the Mayor and Council to make preperation by budget to employ a
Building, Fire, -and Wiring Inspector as a full time job or combining the Fire Chief's
position and Building Inspector. Different fazes of the request were considered and
questions asked. Mr Knapp states that such an inspection service is wanted badly by
groupes of the building trade. No action was taken.

HARVARD ROOMS WANT SIGN
Yr. Kik of the Harvard Rooms desires to place a sign across Fourth Street at "A",
thus making his place of business easier to find. This was turned to the Street and
Alley committee, through a motion made by Rodkey and seconded by Wallis, carried so c.-•-.
ordered.
EAST SIDE SEWER PROJECT
'Mr. Zeidlhack was present. He had gone over the East Side Sewer project and was
very well pleased with the work, which will be finished in two weeks.

West Side Sewer is ready to be accepted. Contract time allowable to be figured by
the Engineer.
STORM SEWERS
John W. Cunningham's Office will furnish and estimate of costs, on storm sewer.
East of eighth street, by next meeting.

CHANGES MADE IN EAST SIDE SEWER PLANS
The Sewer committee recommend to extend Main E -B 8" line from manhole at Franklin
and East Clark to alley between Franklin and Charles; proceed North up this alley
105 feet; manhole at North end of alley between Idaho and Franklin on East
Bonneville will be transferred and installed at alley between Franklin and Charles
on East Alvina; Two "Y's" to be installed in Block 2, White House Addition 10'

from property line beginning at alley and East Alvina, proceed 50t North install

The recommentation was accepted unanimously.. Drafts and cuts for record purposes
will be prepared by John +N. Cunningham's office.
DOUGHERTY t S AGREEMENT:
A house in the alley owned by L.V. Dougherty was obstructing the work, Mr. Cohn made
the survey and agreement was signed by L.V. Dougherty as follows: "I agree to pay
eight dollars ($8.00) per foot for extra digging and cribbing along my lots; lots 13,
14, 15, 16, Block 7, Longs First Addition on Franklin Street and Clark: L.V. Dougherty"
contractor to be paid contract price for 105 feet in first alley; in second alley
contract price plus 10% and to be included in next estimate of cost prepared by
engineer.
REGULAR ORDER OF BUSINESS RESUMED:
BILLS:
Current bills against the City were read as follows, motion made by Rodkey seconded
by Diemond that all bills properly signed and approved be allowed, motion carried by
roll call vote of four. A voucher presented by Walter H. Rothe covering preliminary
sketches for the City Hall was ordered held up.

COMMUNICATIONS:
RECREATION FACILITIES: RESOLUTION NUMBER 247:
A wire was read from James L. Hearn with the Federal °°orks Agency requesting that
we forward acceptance proceedings promptly as possible
Resolution Number 247 covering the acceptance was read covering agreement for
acceptingeLanham Act funds. Motion made by Nelson seconded by Rodkey to accept
the Resolution, motion carried by roll call vote of four.
EMPLOYING A SEXTON ( MR. SAMPLE):
Mr. Roper quit as sexton of the Cemeter by leaving without saying a word to anyone.
Mr. Sample would take the job again at175.00 per month with a man to help at the
same figure, he would also like the house wired for an electric stove, this will be
investigated; following a discussion motion was made by Nelson seconded by Diemond
that Mr. Sample be reemployed at $175.00 per month with a man to help at the same
wage, motion carried so ordered. Effective date of Samples employment will be
September 1, 1945.

Meeting adjourned at twelve o'clock, motion made by Diemond seconded by Rodkey to
adjourn to Thursday August 9, 1945, eight otclock P.M., motion carried.
