REGULAR MEETING
CALL TO ORDER:
PASCO, L'VASHINGTONT
COMMITTEE ROOM

Meeting called to order at eight o'clock P.M., Honorable Mayor M.J. Linderman presiding.
ROLL CALL:
By -Halter Nelson,, found all councilmen present €Ncept V.F. Marshall who is absent from
the City. City Attorney D..IV. Zent was also present.
READING OF THE MINUTES:
Minutes of the previous meeting were read and approved.

REGULAR ORDER OF BUSINESS set aside by unanimous consent.
BAPTIST MISSION:
Mr, Parr presented plans for a new church to be situated at second and Clark streets.
The !Var Production Board will allow ten thousand dollars ($10,000.00) for construction
which will complete.,the basement. Following a.discussion motion was made by Beck
seconded by Rodkey to authorize the Building Inspector to issue permit for con-
struction of the new chuvc04 motion carried so ordered.
SEWER PIPE SUBSTITUTE:
Mr. E.L. Hanton of 121 South ninth requested permission to use other than cast iron
pipe, for sewer connecting, he suggested using orange berg pipe. Its a black fiber
j and tar*composition which he states is guaranteed against acid and tree roots.
Regular Sewer Committee to investigate this and possibility of cast iron availability
and report at next regular meeting.
t POWER SHOVEL:
Mr. O.J. O'Neil of the Intermountain Equipment Company, Boise Idaho presented
literature on a power shovel for stock pile work, this would cost about $3,500.00
F.O.B. Pasco, Diesel Motor International type I.D.-6. Following a discussion motion
was made by Beck seconded by Diemond to call for bids on power shovel loader to be
paid for through the 1946 Budget, January lst, bids to be set up on various attach-
ments separately and by option bids to be opened August 7th, motion carried by roll
call vote of six.

COMIIUNICATIONS:
EAST SIDE SE-ATER, ALLEY OBSTRUCTIONS:
A letter w as read from Matt Malaspina & Company relative to delay experienced through
alley obstructions. Communication to be placed on file.
TRUCK ROUTE THROUGH CITY:
A letter w as read from R.O. Hall, Chairman of the Planning Uommission, pertaining to
changes in proposed truck route. A map showing route was attached. After due con-
sideration it was decided that Beck would present map to Chamber of Commerce and
Kiwanis thus obtain consensus of public opinion.
RODENT CONTROL PROGRAM:

Copies of letters pertaining to cleaning up alleys etc. of garbage, ashes and harborage
was read, inspector to check and enforce sanitation, letters to be filed for rechecking
July 25, 11945.
CLAIM AGAINST }:AIEST SIDE SEWER PROJECT:
A letter was read from D.J. Speier relative to damages to their garage during the
construction of the sewer in their alley, motion made by Casey seconded by Nelson
to place letter on file, motion carried.
RESEARCH PROGRAM FOR WASHINGTON CITIES:

A letter was read from the Association of Washington Cities regarding Bureau of
Governmental Research available to all the Cities of Washington.
PETITION TO USE VITRIFIED SEWER TILE:
A petition signed by seve6 signers was read relative'to the -interpretation of
Ordinance 176 and 499 and requesting permission to use vitrified sewer the in lieu
of cast iron pipe account cast iron not being available; this situation was discussed
in conclusion petition was placed on file pending further investigation.
4 A letter to D,W. Zent was read from Cameron Sherwood of 'galla Walla, Re: Sewer
Ordinance mentioned above and quoting cases of simular status, thus bearing on the
legality of Ordinance in question. This will also be placed on file.
EAST SIDE SEWER LATERALS:
A letter was read fromJohn W. Cunningham & Associates requesting that Lorraine(
Pence and Melvin Harris be carried on Pasco City Payroll and charged back to the
. - job. City Clerk to notify John N. Cunningham & Associates of action taken by Council
regarding Lateral 5 also Laterals 13 and 14.

BILLS:
PO'RER BILL:
A voucher presented by the Pacific Power & Light Company in the amount of $1,014.20
was read, motion made by Rodkey seconded by Beck that the voucher be honored , motion
carried by roll call vote of six.
LICENSE POOL TABLES-CARLTON SMITH:
An application was read for two pool tables by Carlton Smith at 125 .Vest 'Lewis,
motion made by Beck seconded by Casey to grant license., motion carried.
REPORTS FROM COMMITTEES:
STREET COMMITTEE: Wallis reports alley between fourth and fifth,, Lewis and Bonneville
to be brought to grade. Oregon Street is badly torn up by oil 4ankers near new j
tanker terminal. The Street Department is trying to obtain aid from oil companies
in oiling street.
POLICE DEPARTMENT: Mayor'reports complaints on Police department for not answering
calls promptly.
FIRE COMIMITTEE CHAIRBUkN: reports phone system has been installed for firemen.

SEWER COMMITTEE: Mr. Rodkey reports that O.H. Olson upon being interviewed was I
not favorable to Navy refunding $1700.00. He did agree to work with the City in
acquiring peri. ' ssion for a few familiea: to connebt on Navy Sewer.
The Navy reports shortage of water due to too small pipes from City out to Base.
SEWER should be covered deeper at "B" and Lindsay.
BUILDING ON NEW SITE:
McGhee thinks the City should start action on the construction of a building on the
new site for supplies and materials. A building about 24 feet by 30 feet to cost
approximately $2,200.00. Water Manager to start survey and secure figures on a
block building, motion so madeyby Diemond seconded by Rodkey, carried so ordered.
STORM SEVVERS :
Rodkey wishes to obtain an estimate on the storm sewer program east of eighthstreet.
City Clerk to write John 'V. Cunninghams office for preliminary costs of this
installation.
RATS AT DUMP
Rats at the dump are again very noticeable reports Nelson.
CEMETERY:
One man is working from five A.M. to 1 P.M. attending the water.
SANITARY CONDITIONS: East of the track around colored settlement; Mayor to make
inspection.
OUT OF BOUNDS ARE :
Colonel Hazelrigg's letter was discussed regarding cleaning up restricted area, no
action taken.
ADJOURNMENT:
Motion made by Beck seconded by Casey that the meeting adjourn to next regular
meeting night, Tuesday August 7, 1945, eight otclock P.M.
