CALL TO ORDER:
Meeting called to order at eight five F.M., Honorable Mayor M.J. Linderman presiding.
ROLL CALL:
By Clerk, councilmen present were John Beck, Karl W. Casey, Walter Nelson, D.F.
Rodkey and C.R. Wallis, councilmen absent were Chas. Diemon dand V.F. Marshall,
Diemond made a request through another councilman to be excused for a couple of
regular meeting, motion made by Beck seconded by Rodkey granting the request, motion
carried so ordered. Marshall did not tender his resignation on moving out of the
city; City Attorney advises that after he has been absent three regular meetings
the office is declared vacant then an appointment is in order.
READING OF THE MINUTES:
Minutes of meeting held the nineteenth, twentyth and twenty sixth were read, cor-
rected and approved.
REGULAR ORDER OF BUSINESS SET ASIDE BY uninimous consent.'
DANCE LICENSE:
Mr. Storkely desires to open a recreation center in the Hostetter building at
third and Lewis with pin ball machines, music box, soft drinks and tobacco; he
wished to have the dance matron's duty designated to one of the employees or
employ the dance officer designated by Police or Council for a regular eight hour
service for this and other duties; dances conducted where the propriator is in
charge and the regular public dance license was discussed,in conclusion motion
was made by Beck seconded by Casey that license be granted with provisions that
matron be approved by Police and Mayor, power to act was granted this committee,
fee also to be set by this committee, motion carried so ordered.
HOSTETTERS SEViIER AT THIRD AND LEWIS:
Mr. Hostetter and the council reviewed the Sewer situation serving the building
acquired by Mr. Hostetter, seems as though water and mud has been known to back
up in the basement, methods and means of correction were discussed, it was sug-
gested that a shut off plug or gate valve be installed. In the near future when
a sewage disposal plant is installed it will be necessary to separate the sanitary
sewer from the storm sewer thus lightening the load during a storm.
REGULAR ORDER OF BUSINESS resumed by unanimous consent.
BILLS:
Current bills against the city were read as follows, motion made by Rodkey sec-
onded by Beck that all vouchers properly signed and approved be paid, motion
carried by roll call vote of five.

COMMUNICATIONS:
.OPINION OF JOHN BLAIR:
,A letter was read from ldlr. Blair regarding Filtration.Plant Bonds, letter to be
.filed with Filtration data.
ROGERS CLAIM•
A claim filed against the City for settlement in the case of fire at.the dump,
spreading over property owned by Mr. Rogers, City 'Ittorney advises thecase
was thrown out of court.
LIMA HALLIS AUTO ACCIDENT:
Communication was read regarding accident where Lima Hall collided with a lamp
post on Fourth between Lewis and Clark, she states that she has no insurance and
is not able to work, the City Attorney advises that the City might as well close
the case as far as a settlement is concerned or reimbursement., Motion made by
Beck seconded by Rodkey that this communication be placed on file.
+ RODENT CONTROL REPORT:
Prepared and furnished by the local Health Department was discussed. Motion made
by Rodkey to send notices for correction to places inspected and reported unsanitary
Motion withdrawn, it was decided that the City Clerk write the health Department
to send out notices with copy for our files, also date or time allowed for correction.
EXTENSIONS TO EAST SIDE SEWER BY LATERALS ET-13.AND ET -14:
.A letter was read from Matt lvlalaspian and Company accepting terms set out in the
.City Clerks letters of June 21, 1945 also stating these areas would have to be
.cleared of obstruction by July 9, 1945 and stipulating that should it become ne-
cessary for the contractor to clear any of these areas of said obstruction the
.City will reimburse the contractor for actual cost of removal or.replacement, plus
fifteen percent. Council not in favor of proposal as presented, they favor property
owners making clearance for construction of laterals by working with the contractor.
.The Sewer Committee recommend that the Mayor notify property owners of action
taken by the council, motion made by Rodkey to accept the recommendation and.that
,the City Clerk so inform the contractor by letter, motion seconded by Beck, carried
so ordered.
REFUND OF CARD TABLE LICENSE BY R.C. STE!ATART:
Mr. Stewart returned his license and Treasurers receipt requesting a refund of
_one hundred dollars ($100.00), stating he did not operate a table before being
notified by the Sheriff that there would be no card playing, motion made by Beck
seconded by Wallis that the request be placed on file until the change in the
Prosecutors office has been made, motion carried so ordered.
+LATER CONTRACT FOR HOUSING AUTHORITY:
.A letter was read from O.H. Olson -with copy of reply from National Housing Agency's
Regional Counsel, Stanley A. Furman stating that this contract should not be tied
in with the Sewer construction. They feel that the Sewer extension will be
.beneficial to the City at some future time, this was made by the Housing Authority
.at an expense of forty nine hundred dollars (.?4,900.00) which they feel is a
_contribution made by the Government. Just how valuable the Sewer will be to the
City was discussed, Rodkey and Committee to contact Olson in an effort to correct
.statements of facts as presented in Mr. Furmans letter.
STREAM POLLUTION CONTROL:
A letter was read from Jack Taylor, Director of State Pollution Control Commission
.enclosing Chapter 216 of the Laws of 1945. He further stated that the present
.method of sewage disposal employed by the City of Pasco is not satisfactory and
immediate attention should be directed to the development of suitable treatment
and disposal works for its correction. Funds are now available to assist in stream
pollution control through the Federal Works Agency, This assistance may be used

to defray the cost of preparing Engineering plans for sewage treatmen works.
Following a discussion motion was made by Beck seconded by Rodkey to write John
W. Cunninghams office, send copy of letter and get his opinion, motion carried so
ordered.

REPORTS FROM COMMITTEES:
POLICE COMMITTEE:
Relative to the painting and cleaning of the Police Department another bid was
received inthe amount of one hundred and eighty five dollars ($185.00) from McKinley.
Twenty five dollars ($25.00) to install hot water in office lavitory, council
favors work done.
BUILDING COMMITTEE: Recommend storm doors at City'Hall entrance to conserve oil,
Meritt to be consulted.
CITY PARK: Wading pool drain out of order, new line is needed.
KI,VANIS BEACH:, Approximately two hundred swimmers are enjoying the beach; a sample
of the water was taken by the Health.. Department; in case the report is favorable
motion was made by Beck seconded by Nelson that the Mayor and Park committee be
given authority to organize the beach for -swimming, motion carried so ordered.
FIRE COMMITTEE: Reports weed burning is in progress, Cooney and Fire Committee to
meet in the near future. Old fire truck's use as a street sprinkler was considered.
LADDER AND BUCKET: Property of O.C.D. is badly needed by the department.
FILTRATION PLANT:
Water committee recommend that City Clerk write congressman and senator regarding
Filtration Plant.
LATERAL 5 in Owens Addition will be ready for tenative acceptance soon -as streets
are finished and word is received from John W. Cunningham.
DEMAND METER

The Pacific Power & Light Co. moved the' meter out of pump house to transformer
cage. A letter was read from General Electric, Seattle Washington, quotations on
five items were read and considered, motion made by Beck seconded by Wallis to
purchase Meter complete in the amount of 192.70, motion carried by roll call vote
6f five.
REPORTS FROM OFFICERS:
THE BUILDING INSPECT1ORS report for May and June 1945 were read.
POLICE JUDGES report for. June 1945 was read.
IRESOLUTIONS
ESOLUTION NUMBER 244:
Was read resolving that the sum of $10,000.00 of the Water Department fund be �
i invested in Government War -Bonds, Series "G", motion made by Beck seconded by
l Casey to adopt the Resolution, motion carried by roll -call vote of five.
RESOLUTION NUMBER 245:
Was read resolving that the sum of •$18,000.00 now in the swimming pool fund be
invested in Government .°Jar Bonds Series 11G11, motion made by Beck seconded by Rodkey
to adopt the Resolution, motion carried by roll call vote of five.
RESOLUTION NUT6BER 246:
Was.read resolving to purchase the U.S. 0. Building by legal negotiations soon as
same is for sale, motion made by Rodkey seconded by Wallis to adopt the resolution,
motion carried by roll call vote of five.
UNFINISHED BUSINESS:
r PUMPERS AT PUMP HOUSE:
} Mr. Jones and Mr. Hamilton are about ready to take position at the pump house the
assistantTs salary will probaly have to raised from r'�150.00 to •;175.00. Mr. Butterfield
E is willing to teach applicants, no objections were registered.
REPAIRING STREETS:

Sheldon is willing to pay for street repair work.
TREES NORTH OF THE U.S.O. BUILDING are badly in need of water. If the park man
will turn the water on, Green, now working at the U.S.O. Building will turn it off.
