CALL TO ORDER:
PASCO, WASHINGTON
Meeting called to order at eight o'clock P.M. Honorable Mayor-M.J. Lindemann
presiding.
ROLL CALL:
By clerk, councilman present John Beck, Karl W. Casey, Chas. Diemond, V.F. Marshall, I
" Walter Nelson, D.F. Rodkey and C.R. Wallis, City Attorney D.W. Zent was also present.
REGULAR ORDER OF BUSINESS SET ASIDE: by unanimous consent.
SWIMMING POOL BIDS OPENED:
All bids were opened, read and tabulated by Mr. Wesley Bintz. Several representatives
were present, presenting their bids in person, motion made by Marshall seconded by
Beck to turn all bids to the engineer for extension of totals, motion carried so
ordered.
REGULAR ORDER OF BUSINESS RESUMED: '
FILTRATION PLANT: I
A letter was read from the Federal Works Agency, regarding forms W-500 and instructions
for preparation of Formal application for assistance in construction of a Filtration
Plant. Attached copy of letter to John W. '-�unninghams office regarding forms to be
completed in his office. Mr. Booth was present, said he would probably find time
to go through the file this week with the city officials and start preparing data.
READING OF THE MINUTES:
Minutes of the previous meeting were read and approved.
COMMUNICATIONS:
K.P.K.W•
A letter was read from V.B. Kenworthy of the 'Restern Radio Corporation stating this
Broadcasting Station was under construction.
LICENSE FOR MORNING MILK COMPANY:
A letter was read from the Morning Milk Company regarding license to distribute
milk to the housing project in Pasco motion made by Diemond seconded by Beck that
the license be set at twelve fifty (12.50) for delivery by truck, motion carried
so ordered.
MALASPINA'S CERTIFIED CHECK:
Malaspina has requested that his three thousand dollar ($3,000.00) certified check
submitted with his bid, be returned also deposit on plans and specification,; City
Clerk to check with performance Bond and Insurance policy. Motion made by Beck
seconded by Rodkey to return chedks as requested, motion carried so ordered.
W.C. SMITHTS CERTIFIED CHECK:
W.C. Smith is requesting return of two hundred dollar (200.00) deposit.on.Swim-
ming Pool Plans, motion maade by Beck seconded by Rodkey to return deposit soon as
plans are returned, motion carried so ordered.
READING OF ORDINANCES:
ORDINANCE NUMBER 544, CARD TABLE ORDINANCE:
A veto submitted by Mayor Lindemann was read stating he wished to Veto Ordinance
544 for amendment, and was advised by City Attorney Zent that the reason for Veto
should be stated in the Veto before ten (10) days,from passing of Ordinance as
draftedand adopted was signed.
STAGNET WATER:
Stagnet water in Blanton's pit at Ainsworth and Railroad tracks,also between eighth
and ninth and Washington and Ainsworth was discussed, no action taken.
STREET GRADER:
Street grader has not arrived, City Clerk to phone Yakima to obtain number of car
grader was shipped on.
REPORTS FROM COMMITTEES:
FIRE COMMITTEE:
Fire committee recommend that a fire alarm bellsbe installed outside of door on
third st.reet, gong will no.st one dollar and twenty five cent ($1.25) installed
service. Twenty five cents (.25) per month, motion made by Deck seconded by
Diemond authorizing committee to take care of this installation, motion carried so
ordered.

PASCO, WASHINGTON
OBTAINING OLD FIRE HOSE: to flush sewer was discussed with Casey, he was advised
that plenty of old hose was available, department would gladly donate enough
for sewer flushing.
No one has been employed to take Bamfords place as fireman.
POLICE DEPARTMENT:
Cleaning Police Department and receiving bids on the job was•considered, Marshall
thought there might be some one available at the Navy Base, a contact through
Thompson at the Shore Patrol.
ORDINANCE 552:
More time was asked for\ehecking Ordinance 552, same was granted.
SEWER COMMITTEE:
Sewer committee to investigate Sewer pipe condition and remedy for Miller Brothers
erecting new dwellings.
WATER MANAGER REPORTS: Howard Graham is breaking bells off satver mains with his
ditch digger, they should get depth of mains before starting to dig and stop
before getting too close. Notif-king Mr. Graham to use more -precaution was decided
upon City `'lerk to so notify.
GEORGE HILLS SEWER LATERAL:
Sewer Committee request that George Hill be allowed to come into the sewer through
the alley -at the side of his house instead of direct from house to main across
his property. Following a discussion it was decided that lateral should be kept
on Hills property instead of the alley.
NATER COMMITTEE report that five ti.11ion gallons per day of water is being pumped
the last few days.
REPORTS FROM OFFICEiS:
CITY TREPISURERS May report was read.
WATER DEPARTMENTS monthly report was read.
CITY CLERK furnished each member a copy of the budget for all departments
MISCELLANEOUS:
SEWER PIPE FOR MILLER BROTHEi3S:
Again discussing -the idea of setting aside provisions in the Building Ordinance
which calls for cast iron pipe, sewer service from dwelling to sewer main in
conclusion it was decided.that by making a deposit of five hundred dollars ($500.00)
for each dwelling or connection terra cotta or a pipe of material authorized
by inspector may be installed temporially to be replaced as soon as cast iron is
again available or a reasonable length of time there after at which deposit will
be returned if replacement by cast iron pipe is not made by owner of property, city
will make the change, costs to be taken care of from deposit. City Attorney
to dra" resolution to cover this procedure, also prepare agreement to be signed
for filing.
ADJOURNMENT:
Motion made by Marshall seconded by Beck that meeting adjourn to Wednesday
seven thirty P.M., June 20, 1945.
