CALL TO ORDER:
Meeting called to order at seven fifty five P.M. Honorable Mayor M.J. Lindemann
presiding.
ROLL CALL:
By Clerk, councilmen present were John Beck, Karl W. Casey, Chas Liemond, V.F.
Marshall, Walter Nelson, D.F. Rodkey and C.R. Wallis. City Attorney D.W. Zeit
was also present.
REGULAR ORDER OF BUSINESS: set aside by unanimous consent.
FILTRATION PLANT:
Mr. F.T. Evans district engineer, H.A. Hagen financial officer, J.L. Haren
Division Attorney of the Federal Works Agency,..C,..•,Jensem 1 of the State
Department of Health were present to consider the proposed filtration plant.
Scope of plant to be decided upon by Engineer and Health Department, Jenson
expressed the belief that the Health Department should determine the need of a
plant and water analysis plant recommended by Engineer would cost $266,000.00,
capacity 6,000,000`19allon daily. City would sponsor fifty (50) per cent of
project and be prepared to take care other costs necessary should any come up.
Mr. Booth was asked to work with the city officials in preparing forms and pre-
senting same to Federal Works Agency; he will have business in Seattle from
time to time account building addition the the high school, he readily con-
desended to assist in any way possible. Motion made by Diemond seconded by
Marshall that Booth go to Seattle to meet with John W. Cunningham at the Federal
Works Agency, motion carried so ordered. Motion made by Marshall seconded by
Beck that the Mayor be empowered by sanction of the council to pay Mr. Booth
what ever is necessary to complete application with Federal Works Agency, motion
carried. by roll call vote of seven. By resolution.239-A.
Mr. Miller, plumber and brother constructing five houses in Pasco is ready to
make sewer connections but is unable to purchase cast iron pipe as required
by Ordinance, therefore is requesting that permission be given to use terri cotta
on the property from building to sewer following a -discussion, motion was made
by Marshall seconded by Beck that the sewer committee make investigation and
hand in a report, motion carried.

COMMUNICATIONS:
RUSSELL BROTHERS CIRCUS:
A letter of June 5, 1945 was read from Mr. Waldo T. Tupper of the Aussell Brothers
Pan Pacific Circus,requesting permission to exhibit their circus Sunday, July 15,
both afternoon and evening, the request was granted unanimous.
LEWIS CHAPPELL:
The parks committee that Mr. Chappellbe allowed ten (10) gallons of gasoline
per month to be used in connection with the work at the parks, stamps to be
furnished the clerk to cover gasoline disbursed throught the Police pump, motion
made by D1arshall seconded by odkey to accept the committees recommendation.
motion carried.
Mr. Chappell is also asking for a raise in salary from fifteen dollars per month
to twenty five dollars per month, in debating the question it was decided that
the raise be granted effective June 1, 1945, to be deducted from allocation to
extra patrolmen of Police Department, motion made by Marshall seconded by Diemond
that the salary of Lewis Chappell be raised from fifteen dollars to twenty five
dollars a month effective June 1, 1945, motion carried by roll call vote of
seven.

O.C.D. FEDERAL PROPERTY:

A letter was read from the Washington State Defense Council regarding disposition
of O.C.D - roperty now in custody of municipalities and requesting that. the
propere delivered except upon authorization shown on O.C.D. forms 503.
Property desired should be itimized, described in full and placed in the hands
of the disposal agency. The Pasco Fire Department now has O.C.D. property
they would like to acquire, motion made by Rodkey seconded by Beck that this
be turned to the Fire committee, motion carried.
EXTENSION OF FOURTH STREET:
A letter and Easement was read from the S.P. and S. Railway Company granting
easement throught Blocks five and twelve in Gray Amended Addition to Pasco,
Washington for the extension of Fourth street. Easement was approved by the
City Attorney and ordered filed, motion made by Marshall seconded by Beck to
accept the easement and make recording, motion carried.
READING OF ORDINANCE:
{ ORDINANCE NUMBER 544:
AN ORDINANCE PROVIDING FOR THE LICENSING, OPERATING, CONDUCTING OF CARD TABLES
AND REGULATING THE S10 E, PROVIDING A PENALTY FOR THE VIOLATION THEREOF AND
PASCO, WASHINGTON
REPEALING ALL FORMER ORDINANCES, OR PARTS OF ORDINANCES IN CONFLICT THEREWITH.
Ordinance Number 544 was reread in its entirety, motion made by Marshall to
change license fee from one hundred dollars (100.00) to fifty dollars (50,00)
motion withdrawn, discussion followed, motion made by Marshall seconded by
Casey to adopt Ordinance number 544on roll call, four voted for the motion and
three against therefore motion carried by roll call vote of four,;Be.ck, Casey,Diemond
C Marshall voting "yea" -Nelson, Rodkey and 1,11allis voting "nay".
ORDINANCE NUMBER 552:
AN ORDINANCE AMENDING ORDINANCE NUMBER 530 ENTITLED " AN ORDINANCE AMENDING
SECTION THREE AND FOUR OF ORDINANCE NUMBER 459 ENTITLED "AN ORDINANCE REGULATING
THE ERECTION, CONSTRUCTION, ENLARGEMENT, REPAIR, REMOVAL, DEMOLITATION, CONVERSION,
ALTERATION, OCCUPANCY, EQUIPMENT, USE, HEIGHT, AREA, AND MAINTENANCE OF BUILDINGS
AND STRUCTURES IN THE CITY OF PASCO, ADOPTING THE UNIFORM BUILDING CODE OF THE
PACIFIC COAST BUILDING OFFICIALS CONFERENCE, SETTING UP FIRE ZONES, PROVIDING
FOR THE MANNER OF SELECTION OF THE BUILDING INSPECTOR, FIXING HIS COMPENSATION,
AND REPEALING CERTA N ORDINANCES, " BY REVISING FIRE ZONES NUMBER 1 and 2.
Motion made by marshall seconded by Beck that Ordinance number 552 be given the
second reading by title only, motion carried. Motion made by Marshall seconded
by Beck that Ordinance number 552 has been given the second reading, motion
carried. Motion made by Beck seconded by 1iodkey that Ordinance number 552„be
given the third reading, motion carried. Motion made by Beck seconded by Rodkey
that Ordinance number 552 has been given the third reading, motionc arried.
Motion made by Marshall seconded b -,T Rodkey that Ordinance number 552 be held
in abayance, building committee to contact Building Inspector to clearify
suggested corrections, motion carried so ordered.
ORDINANCE NUMBER 554:
AN ORDINANCE RELATING TO REGULATING AND LICENSING THE BUSINESS OF MERCHANT POLICE,
FIXIiuG LIABILITY FOR THEIR CONDUCT, DEFINING THEIR POWERS AND DUTIES AND PRO-
VIDING PENALTIES FOR VIOLATION OF THIS ORDINANCE.
Motion made by Marshall seconded by Beck that Vrdinance number 554 be givwn the
second reading, motion carried . Motion made by Marshall seconded by Rodkey
that Ordinance number 554 has been given the second reading, metion carried.
Motion made by Marshall seconded by Rodkey that Ordinance number 554 be given
the third reading, motion carried. Motion made by Marshall seconded by Beck
that `'rdinance number 554 has been given the third reading, motion carried.
Motion made by Beck seconded by Marshall that Ordinance number 554 be adopted,
motion carried by rollcall vote of seven.
MISCELLANEOUS
CLEANING AND REPAIRING POLICE DEPARTMENT:
McKibbin spoke of receiving bids on calcomineing and painting, also installing
hot water in police lavitory at the cost of approximately twenty five dollars.
Building committee to consult bids and make recommendation. Fuel oil for City
Hall, Beck make contact with the fuel oil board and was advised that repairs
to doors and windows would have to be made and system control improved upon.
Mr. Goulet spoke regarding the installation of a time clock. Motion made by
Marshall seconded by.Diemond to accept building committees recommendation that
repairs be made at best figure obtainable, motion carried so ordered.
STRUTHERS WATER BILL:
Mrs. A.R. Struthers, 808 South fifth refused to pay an over due water bill in
the amount of eighteen dollars and sixteen cent (18.16) when the water was
turned off the lock was broken and water turnedoon., fines etc. stipulated in
the ordinance were discussed in conclusion a motion was made by Rodkey seconded
by Beck that the Water manager and City Attorney make decision on what steps to
take for collection, motion carried so ordered.
ADJOURNMENT:
Motion made by Marshall seconded by Rodkey to adjourn until next regular meeting
June 19, 1945.
