CALL TO ORDER:
iMeeting called to order at eight ten P.M., Honorable Mayor M.J. Lindemann presiding.
ROLL CALL:
By.clerk, councilmen present vere John Beck, Karl 'IV. Casey, V.F. Marshall, Walter
Nelson, D.F. Rodkey and C.R. Walli.s., Cha.s.. Diemond was absent,City Attorney
D.W. Zent was present.
RENDING OF THE MINUTES:
Minutes of the previous meetings were read and approved.
REGULAR ORDER OF BUSINESS SET ASIDE: by unanimous consent.
OIL TANKERS PARKING IN RESIDENTIAL DISTRICTS:
A letter was read from Don -Keenan and S.S. Siberry, both residing on Clark Street,
declaring a nuisence created by oil tankers parking in front of their residence.
Mr. Siberry was was informed that the Fire Committee and City Attorney would get
together and draw up an.Ordinance to correct this condition.
EAST SIDE SEWER LATERALS: (DECISION MADE AT CLOSE OF MEETING)
A letter of May 26, 1945 was read from John W. Cunningham to D.W. McGhee regarding
four lateral extensions requested by the Sewer Committee. Laterals ET -15, ET -14,
and ET -15 are deemed feasible, but ET -5 on B and Lindsay on account of adverse
street grades is not in accordance with good engineering practice�fdllowing a
discussion, motion was made by Beck that.the construction of ET -5 be given to the
present contractor for completion, question debated, motion withdrawn by Beck.
REGULAR ORDER OF BUSINESS RESUMED:
FILTRATION PLANT:
A letter was read from F.S. Ziedlhack regarding another application to the Federal
Works Agency and attached copy of a letter to Max S. Campbell, State Department
of Health. Cunningham feels that the application ars presented should not be
reduced. McGhee to call John W. Cunninghams office June 6th and request that he
be present at the meeting called for seven thirty P.M. June 12th, 1945, motion so made by
Beck seconded by Marshall, carried so ordered.
LIMA HALL DAMAGE TO LIGHT POST ON FOURTH AVENUE BY AUTO WRECK:
Mist Hall is in the Hospital here in Pasco due to results of accident. Motion made
made by Aodkey seconded by Beck that the City Attorney call on Miss Hall at the
hospital and make inquiry regarding insurance coverage etc., motion seconded by
Beck, carried so ordered.
JAMES BAMFORD RESIGNS:
Bamford resigns as a city regular fireman, effective date June 9, 1945, motion made
by.Marshall seconded by Casey accepting the resignation, motion carried.
MOTOR GRADER:
The Webb Tractor and Equipment Company advise the number twelve (12) motor grader
will be shipped from factory about June 27, 1945.
MUNICIPAL FINANCE OFFICERS ASSOCIATION:
Application and request that the city join the municipal finance officers ass-
ociation was read, discussed a nd,referred to the Mayor.
WATER CONTRACT -PUBLIC HOUSING AUTHORITY:
A proposed amendment to the contract between the Government and the City of Pasco,
to bring in the new project within the terms of the original contract was read.
Motion made by Marshall seconded by Nelson that contract be withheld until sewer
installation has been negotiated, motion carried so ordered.
BILLS:
PAYMENT UF CURRENT BILLS:
Current bills against the city were read as follows. A voucher presented by Lewis
Chappell for gasoline in the amount of $1.88 was ordered paid by a motion made by
Nelson seconded by Marshall that all vouchers properly signed and approved be paid,
motion carried by roll call vote of six.

A progress payment to B.H. Sheldon of $12,000.00 on pipe replacement work was
allowed, motion made by Marshall seconded by Beck that this be included in the bills.

CERTIFIED CHECKS WITHHELD:
On two low bidders for East Side Sewer, Mr. Walters and valley Construction (%o.
were ordered returned, motion so made by Rodkey and seconded by Marshall, carried
so ordered.
SEWER INSTALLATION CHARGES:
On Jone's Store, Harley Reynolds, Hawker & C.Q. Routh was questioned by the City
Treasurer, he was desirous in having the charges for these particular locations
clarified, following a detailed discussion motion was madeby `iodkey seconded by
Beck to inform Jones to make two connections, City Treasurer to so inform lylr. i
Jones. The 6pecial Sewer committee to revise Sewer Ordinance or make recommendations.
REPORTS FROM COMMITTEES:
POLICE COMMITTEE:
Chief MIcKibbin recommends that some one from the Police Department be allowed to
attend the F.B.I. school in Ellensburg, motion made by Casey seconded by Nelson
that the recommendation be accepted, motion carried.
CLEANING AND REPAINTING JAIL:
Cleaning and repainting jail and offices was discussed, an estimate of $285.00
has been received, $38.00 extra to paint floors. Building Uommittee to investigate
and make recommendation. Installing a cash drawer under counter was also auth-
orized through a motion made by Beck seconded by Casey, carried so ordered.
Authority to replace lawn with oil and black top at corner of alley and third
street was granted. No hot water in lavitory of Police Department was brought to
the councils attention. Building committee to see if this can not be corrected
by extending pipe through from the jail.
TRAFFIC SIGNALS:
Installation will be considered by the entire councel.
CEMETERY AND PARKS:
Earl Sample has been assisting at the cemetery, Nelson requests that he be allowed
pay for time helping the sexton, this met with approval. Wallis advise that
two pairs of Peacocks were sold at fifteen dollars ($15.00) a pair.
STREET DEPARTMENT:

FIRE COMMITTEE:
Selling old fire truck was considered a price of $600.00 was mentioned, motion
made by 'peck seconded by Nelson authorizing Fire Committee to negotiate sale of
truck, motion carried.
Sidewalk for Grigg on fifth and South street and haaaasked for information regarding
street grades, motion made by Beck that the street committee handle the situation,
motion carried.
WATER COMMITTEE:
Requests permission to go ahead with two more blocks of replacement. Motion made
by lielson seconded by Beck that the committee be given power to act, motion carried.,
SEWER COMMITTEE:
The sewer committee recommend that twelve inch steps be used in manhole in stead
of fifteen inch, bracket steps, account not being able to obtain the longer ones.
Motion made by 1�arshall seconded by Casey to accept the Sewer Committees recom-
mendation.
WILLIAM DEHRING:
William Dehring wants a water tap for tree watering at 507 W. Shoshone in parking
strip. Wallis to make investigation.
PAUL SAVAGE:
While removing& broken tree on Nixon Street a limb damaged the porch of Tom
Morrisons house. City Attorney advises City not responsible.
SALE OF PROPERTY:
City Clerk reports the sale of City property to the Morning Milk Co. at auction
advertised tobe held June 5, 19450 10 o'clock A.M:zP�r ef-ght hundred dollars ($800.00)
Property described as follows; Lots 8, 9, 10, 11, and 12, Block 4, Original Town
Plat to Pasco. Mayor and City Clerk authorized to sign deed.

READING OF ORDINANCES:
ORDINANCE NUMBER 544:
AN ORDINANCE PROVIDING FOR THE LICENSING, OPERATING, CONDUCTING OF CARD TABLES AND
REGULATING THE SAME, PROVIDING A PENALTY FOR THE VIOLATION THEREOF AND REPEALING ALL
FORMER ORDINANCES, OR PARTS OF ORDINANCES IN CONFLICT THERE'NITH. Motion made by
Marshall seconded by Beck that card table Ordinance Number 544 be given the third
reading as amended, motion carried; moti�,n made by Marshall seconded by Beck that
Ordinance Number 544 has been read as amended. Motion made by Marshall seconded
by Beck to adopt Ordinance Number 544 as read. On roll call vote, Beck, Casey,
and Marshall voted yes and Nelson, Rodkey and "Vallis voted "nay". Mayor signified,
motion lost account tie.
ORDINANCE NUMBER 424:
In discussing business license, etc. motion was made by Beck seconded by Casey to
tear out business license Ordinance number 424 from the ordinance book to take effect
January 1, 1946, a roll call vote was taken two voted supporting the motion, four
votedagainst the motion therefore the motion was defeated; ordinance number 424
remains in effect.
METHODIST CHURCH TO BUILD:
Mr. Hatton spoke to the council regarding a building permit allowing the installation
of a basement with the main structure being completed soon as materials are released.
Motion made by Beck to allow the church to build basement and complete building
when priorities are available, motion seconded by liodkey, motion withdrawn by Beck
second withdrawl by Rodkey. Motion made by Marshall seconded by Beck that the
Building Inspector be authorized to furnish permit to build church and at the ex-
peration of ninety(90) days that an extension_ of time be allowed if necessary, motion
carried so ordered.
LATERAL EXTENSION:IN OWENS ADDITION:

Cunninghams office, motion was made by Beck seconded by Casey that lateral 9T-5
be constructed to Lindsey and B street.
ADJOURNMENT:
Motion made by Marshall seconded by Rodkey that the meeting adjourn to Tuesday
June 12, 1945, seven thirty (7:30) P.M. to consider application for Filtration Plant.
