By clerk, councilman present John Beck, Karl Ind. Casey, Chas. Diemond, V.F. Marshall,
WalterNelson, D.7. Rodkey and C.R. Wallis, City Attorney was also present.

{ James P. Salvini furnished Treasurer's receipt Number 4089, of October 7, 19449
paid for filing fees, for declaration of candidacy to office of City Attorney,
j which was withdrawn and his name did not appear on the election ballot, motion
made by Beck seconded by Diemond that the City Treasurer be authorized to make a
refund to James P. Salvini in the amount of fourteen dollars and forty cents (8;14-.40)
motion carried by roll call vote of seven.
SALE OF PROPERTY TO T"LORNING MILK COMPANY:
Property to be sold to highest bidder for cash at ten A.M. Tuesday June 5, 1945
following notice by publication in two successive issues of the local paper, sale
to be held in the Committee Room at the City Hall. Minimum price set by the
council eight hundred dollars $(800.00).
ACCEPTING WEST SIDE SEINER:
In discussing the acceptance of the West side Sewer, mention was made that Sheldon's
man McAtee had not finished street repair work, and would like to meet with the
street committee relative to having the work finished by the Street Department at
day labor cost. This was turned to C.R. Wallis for negotiation with Sheldon and
Street Department.
EAST SIDE Sn, ER:
Undersized or irregular sized fifteen inch pipe turned down by Engineer in charge
other pipe has been shipped from Seattle, local plant to correct cone, enabling
them to manufacture pipe true to size.
SEINER REIMBURSEMENT SOUGHT:
A letter was read from the Naval Air Station stating that negotiations were never
made with the city council for extension of Sewer, now serving Navy Housing
Project. Sewer committe and City Attorney to contact `falter E. L nger, with the
Halverson Construction Company, motion so made by Rodkey seconded by Diemond and
carried.
PUMPING UNIT ACCEPTED:
The De Laval pump and motor purchased by bid was approved for paymeht, motion so
made by Diemond seconded by Beck, carried by roll call vote of seven. McGhee and
Rodkey certify the performance of the pump.
CARD TABLE LICENSE AND ORDINANCE:
ORDINANCE NO 44:
AN ORDINANCE PROVIDING FOR THE LICENSENCING, OPERATING, CONDUCTING OF CARD TABLES
AND REGULATING THE SAME, PROVIDING A PENALTY FOR THTa VIOLATI^N THEREOF AND RE-
PEALING ALL FORMER ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT THER7WITH.
This ordinance was tabled February 13, 1945, motion made by Marshall seconded by
Diemond that ordinance number 54d be given the second reading, motion carried.
Motion made by Marshall seconded by Beck that ordinance number 544 has been given
the second reading in full; Questiod was debated, ordinance review by paragraph
Section one was read and declared O.K. SECTION T710 to read, "no card tables
allowed in any room where food is served (deleting regular licenced beer parlors)
also more than two tables, adding "no drinks served at card tables." Motion
made by Marshall seconded by Beck accepting these changes. !Notion carried.
SECTION THREE: One hundred dollars (100.00) to be the license fee for all card
tables, not prorated.
SECTION FOUR: "three months" time shall elaspe before application can be sub-
mitted for renewal after being rejected, motion made by Marshall seconded by
Beck to accept this time limit, motion carried.
SECTION FIVE: accepted no changes
SECTION SIX: violation fine raised from one hundred dollars (100.00) to three
hundred dollars ($300.00) imprisonment changed from thirty days in jail to ninety
days (90) days, motion made by Marshall seconded by Diemond accepting changes
motion carried. A discussion followed regarding application not being considered
unless party requesting application has been in business in Pasco one year -add-
ing this as another section was accepted through, a motion made by Marshall
seconded by Beck, carried so ordered. Motion made by Wallis seconded by Marshall
that the Ordinance be rewritten a.s amended, motion carried so ordered.

reading as amended, motion carried. Motion made by Marshall seconded by Beck that
ordinance number 556 has been given the third reading as amended, motion carried.
Motion made by Diemond seconded by Casey to adopt ordinance number 556, motion carried
by roll call vote of seven
