CALL TO ORDER:
Meeting called to order at eight five P.M., Honorable Mayor MI.J. Linderman presiding.
ROLL CALL:
By Clerk councilmen present were John Beck, Chas. Diemond, V.F. Marshall, Walter
Nelson, l.F. Rodkey, and C.R. Wallis. City Attorney D.W. Zent was also present.
REGULAR ORDER OF BUSINESS SET ASIDE:
Regular order of business'se-t aside by unanimous consent to hear from Commander Smith.
LIGHTS\AND UTILITY SERVICE ^OR SHORE PATROL:
A light, hill -in the amount of nineteen dollars and seventy six cents (19,76) for
service to the Shore Patrol was discussed. Smith thought the bill was bight but
was also of the opinion that this service was to be included in the City Hall bill.
Smaller light globes will be used and the account should be some what reduced in the
future. Fire Committee to keep in contact with the Shore Patrol office to keep
things more or less in line as the City is custodian of the hutment. The (19.76)
bill will be paid by the Naval Air Station, hereafter the City will take care of it;
this being the decission of the council.
A copy of the Ex Mayors Johnston's letter to J.E. Shoemaker was furnished the clerk.

BILLS:
Current bill against the city were as follows; motion made by Rodkey seconded by
Marshall that all vouchers properly signed and approved be paid, motion carried by
roll call vote of seven.

A letter was read from V.E. Williams regarding sewer line crossing under N.P tracks,
and requesting 18 prints of map dated April 17, 1945.. Motion made by "odkey seconded
by Beck that this communication be turned to the City Attorney, motion carried so
ordered.

PASCO. WASHINGTON
FILTRATION PLANT:
A letter was read from E.M. Drew acting for L.R. Durkee, Division Engineer of the
Federal Works Agency, stating that the application as presented cannot be approved.
This will be taken up with J.W. Cunningham's office.
EAST SIDE SEWER PROJECT:
A copy of a letter was read from J.A. Kahl, Department of Health to J.77. Cunningham
advising the project had been approved.
SACAJA'NEA PARK:
A copy of a letter from Mrs. Earl T. Churchman to Belle Reeves. was read expressing the
' desire to leave the park in the present location if possible. In case this is im-
possible they suggest placing it north of the present site, on the hill and on the
Snake River. That the park b -e kept up as l6ng as possible at present .location was
1 requested. Mayor advises the committee reviewed the grounds today.
BIDS ON PROPERTY SALE:
One bid was received and read; H.F. Colvin bid fifteen hundred dollars ($1500.00) for
two lots fifteen (1.5) and sixteen_ (16), Block twenty two (22) N.P. Plat, he states
he desires to build a tire shop and will erect same as soon as property and priorities
can be obtained. Motion made by Beck seconded by Diemond to accept Colvins bid of
fifteen hundred dollars ($1500.00) and that a deed be dra�rn for same. Motion carried
by roll call vote of seven.
REPORTS OF COMMITTEE:
TAVERN DANCING:
Tavern dancing at the Oasis and Carrolls was discussed in conclusi6n motion was made
by Marshall that any one giving a public dance are to comply with the Ordinance and
take out a three dollar license per dance, motion seconded by Wallis and carried so
ordered.
TELEPHONE FOR PRIVATE OF^ICE IN POLICE DEPARTMENT:
McKibbin asked permission to move a. telephone from the Police Judge's office to the
private office,this phone was installed for war emergency purposes, permission
was granted.
WATER COMMITTEE REPORTS PIPE RrPLACEIIENTWORK :
Water Committee reports pipe replacement work being done by Sheldon is going slow.
McGhee suggest doing some replaceing between eighth and Tacoma on Bonneville and,
` shoshone with eight (8) inch cast iron pipe. The old pipe here is causing a lot
` of trouble, motion made by Diemond seconded by Rodkey authorizing this replacement,
motion carried.
PLUMBERS MAKING SEWER AND WATER CONNECTIONS:
Plumbers making sewer and water connections are making a lot of necessary repair
work to streets and alleys, City Clerk instructed to notify plumbers they are
required to replace surface of streets and alleys when same has been disturbed by
installations, when this surface is black topyou are required to replace this
also to original condition, motion so made by odkey seconded by Diemond, carried
so ordered.
OBTAINING BLACK TOP MATERIAL:
Resurfacing streets and alleys following water and sewer installations was again
discussed, following a survey of the places badly in need of,repairs, refinishing,
etc., it was estimatrNd that about two tons would be needed to correct and complete
the work; departments responsable for these conditions to furnish material ;Street
Department to refinish, motion made by Marshall seconded by Diemond that this purchase
be made, motion carried so ordered. Mayor to contact Sheldon regarding his portion
of this program; He will also call Malaspina relative to gime allowance between the
time the bid was awarded and contract signed.
CITY BONDS:
The seventh war bond drive is on. City Treasurer suggests that the Finance Committee
and City Attorney take proper steps toward a purchase for the City. '
JOHN BECK TO SPOKANE:
John Beck is going to Spokane, while there will contact 7N.P.B. in behalf of local
plumbers need for cast iron pipe.
POLICE COT0,1ITTEE:
Police Committee reports the Police panel was wrecked and that the repair bill would
be large. City Clerk to check Insurance Policies; committee to meet Nednesday night
six thirty o'clock.

READING OF ORDINANCES:
ORDINANCE NUMBER 549:
An Ordinance providing for the condemnation of certain lots, pieces or parcels of
land for the purpose of enlarging, improving and adding to memorial park, in and
belonging to the City of Pasco, Franklin County, State of Washington, and thereby
acquiring title to said lots, pieces or parcels of land.
Motion made .by Marshall seconded by Beck that Ordinance 540/ be given the third
reading, motion carried. Motion made by Marshall seconded by Diemond that Ordinance
Number 549 has been given the third reading, motion carried. Motion made by Rodkey
seconded by Marshall that Ordinance Number 549 be adopted, motion carried by roll call
vote of seven.
ORDINANCE NUMBER, 550,:
AN ORDINANCE PROVIDING 70R THE CONDEMNATION OF CERTAIN RIGHTI� OF WAYS ACROSS CERTAIN
LOTS IN THE CITY OF PASCO AND PROVIDING FOR THE PAYMENT THEREOF FROM THE CITY BOND �
ISSUE FOR SEWER PURPOSES.
Motion made by Marshall seconded by Diemond that Ordinance number 550 be given the
third reading, motion carried. Motion made by Marshall seconded by Rodkey that
Ordinance number 550 has been given the third reading, motion carried. Motion made
by Rodkey seconded by Marshall that Ordinance number 550 be adopted, motion carried
by roll call vote of seven.

THE CITY PROPERTY SHALL BE PUT UP FOR SALE:
Motion made by Diemond seconded by Casey that Ordinance Number 151 be given the
third reading, motion carried. Motion made by Marshall seconded by Diemond that
Ordinance number 551 has been given the third .reading, motion carried. Motion made
by Diemond seconded by Wallis to adopt Ordinance number 551, motion carried by roll
call vote of seven.

UNFINISHF-D BUSINESS:
FILTRATION PLANT:
City Attorney to contact congressman in regard to appropriation for filtration plant.
City Attorney to also start action against the Morning Milk Company for Property
damage and rent.
7LUSH TANK ON LUCAS:
Blue prints have been received from J.W. Cunningham and Associates office for
Malaspina to install.
WATER SERVICE TO RILFY EXLINE:
Agreement was read, motion made by Rodkey seconded by Diemond to accept the agreement
and authorize the Mayor to sign in behalf of the City, motion carried so ordered.
SEVER IN PETITS ADDITION:
Motion made by Marshall seconded by Beck that the Mayor enter in to an agreement,
accepting the sewer in Block. two (2) Pettit's Addition, motion carried so ordered.
