F CALL TO ORDER:
Meeting called to order at eight o'clock P.M. Honorable Mayor M.J. Linderman pre-
siding.
ROLL CALL:
By clerk, councilmen present were John Beck, Charles Diemond, V.F. Marshall, D.F.
Rodkey and C.R. Wallis, absent were Karl "1. Casey and 71alter Nelson. City Attorney
D.W. ?ent was present.
READING OF ORDINANCES:
ORDINANCE NUMB77 549,
An Ordinance providing for the condemnation of certain lots. pieces or parcels of
land for the purpose of enlarging, improving and adding to Memorial Park, in and
belonging to the City of pasco, Franklin County, State of Washington, and thereby
acquiring title to said lots, pieces or parcels of land.'
Motion made b. Marshall seconded by Beck that Ordinance number 549 has had the first
reading, motion carried so ordered. Motion made by Rodkey seconded by Beck that
Ordinance number 549 be given the second reading by title only, motion carried.
Motion made by Marshall seconded by Diemond that Ordinance number 5A9 has been riven
the second .reading, motion carried.
ORDINANCE NUMBER 550:
An Ordinance providing for the condemnation of a portion of certain lots for the
purpose of installing a sewer system and water mains in the City of Pasco, Franklin
County, State of Washington and thereby acquiring a right of way across said lots.
Motion made by Rodkey seconded by Beck that Ordinance number 1,550 be given the first
reading, motion carried. -Motion made by Marshall seconded by Beck that Ordinance
number 550 has been given the first reading, motion carried. Motion made by Marshall
seconded by Beck that Ordinance number 550 be given the second re -.ding by title only,
motion carried. Motion made by Marshall seconded by Beck that Orlinance number 550
has been given the second reading, motion carried.
ORDINANCE NUMBER 551:
An ordinance regulating the sale of real property and the method by and under which
the City property shall be put up for sale.
Motion made by Marshall.seconded by Beck that Ordinance number 551 be given the first
reading, motion carried. Motion made by Diemond seconded by Rodkey that Ordinance
number 551 has been given the first .reading. Motion made by Rodkey seconded by
Marshall that Ordinance Number 551 be given the second reading by title only, motion
carried. Motion made by Marshall seconded by Beck that Ordinance number 551 has
been given the second reading, motion carried. This Ordinance was turned to City t
Attorney for correction to be made in section one changing deposit fee.
EAST SIDE SEWER:
A letter was .read from IVir. W.F. Eiffert, District Engineer, of the State Sanitary
Engineering section, suggesting that an additional manhole be provided at lateral
E.T.5, since runs of over 400 feet between manholes are not desired. J.% Cunnib�ham's
office to be furnished this information.,
MR. CULVER AND MR. HILL:
Mr. Culver and Mr. Hill were present, Mr. Culver had information to the effect that
his basement depth and the proposed sewer depth would not allow adaquet service to
his property. This was cleared up by blue prints and grade specification.
REPORTS FROM OTFICL'RS :
BUILDING INSPECTOR:
Building inspectors report for February and March was read.
POLICE JUDGE:
Police Judge's report for March was read.

Chief of Police'sreport for March was read.

CITY CLERK :,.Furnished each member a copy of the March budget for all departments.
City Treasurers report for March was read.
SWIMMING POOL COAP,=TEE:
Swimming pool committee reports plans have not yet been approved by the Health
Department priority application will be presented to the W.P.B. this week.
RETURNING CERTIFIED CHECKS AND DEPOLITS ON PLANS AND SPECIFICATIONS:
Motion made by Beck seconded by Diemond to release and return all $10.00 deposits,
motion carried so ordered. Motion made by Marshall seconded by Beck that three
certified checks be returned to bidders and the three lowest bidders checks be
retained, motion carried so ordered.

Penalty to be changed from one hundred dollars ($100.00) to three hundred dollars (300.00)
requested by the Aief of Police. Motion made by Marshall seconded by Rodkey that the
City Attorney amend Ordinance Number 44-5 to comply with request, motion carried so
ordered.
BUSINESS LICENSE 7OR TAVERNS:
Business license for taverns to enclude dancing for return
g guests. The Oasis wishes to r...,�rn
to the practice of tavern dancing, they now hold a twenty five dollar (25.00) license.
Carrot cafe at third and Lewis also wish to obtain a tavern license allowing guests to
f dance. No objection was made there fore tavern dancing was O.K.'d for the Oasis and
Carrol's cafe.
POOL TABLE LICENSE:
Following a discussion relative to Leland and Moline's request to operate Pool tables in
their recreation center. Motion was made by Marshall seconded by Beck that an Ord-
inance be drafted setting license at fifteen dollars (15.00) per table per year and
regulate teen age playing , motion carried so ordered.
AMENDING ORDINANCF' NUT.TBER 4�0:
Mr. Haylett requested an amendment be made to Ordinance mimber 44.0 to conform with
Pacific Builders code. motion made by Marshall seconded by Rodkey that the City Attorney
amend Ordinance number 4-'�O section one to read that type of Building in fire zone one
shall not be less fire rroof or substantial than a type three building, motion carried
so ordered.
APPOINTMENTS:
Appointments by Mayor; Mr. A.M. Haylett was reappointed as Building Inspector.
Mr. S.R. Stone reappointed as Police Judge, motion made by Beck seconded by Marshall
to accept the appointments, motion carried.
CARNIVAL:
A small c<-�.rnival show wishes to show in Pasco, this was left up to the Mayor to obtain
recommendation and make decission.
BLACK TOP '"OR STREET REPAIRS:
Obtaining figures from Mr. McAtee on the amount of mix need, and making necess ry
repairs was favored; setting up an emergency Ordinance to enlarge the surfacing program
will be investigated.
REPUND OF $1700.00:
Mr. Rodkey advises that this will have to h taken up with the Navy as the Housing
Authority is on yfworking for the Navy. Motion made by Rodkey that the City Clerk
write Mr.. Shoemaker in regard to obtaining a refund of $1700.00 for the extension of
the City Sewer, motion seconded by Beck, carried so ordered.
SWITYUJING POOL:
A discussion was entered into relative to extending the park ane, block to the west no
decission was made.
ADJOURNMENT:
Motion made by rTarshall seconded by Rodkey that the meeting adjourned to next
regular meeting, Tuesday eight o'clock P2M., May 1, 1945.
