PASCO, WASHINGTON CALL TO ORDER: 1067 Meeting called to order at eight o'clock P.M. Honorable•Mayor M.J. Linderman presiding. ROLL CALL: y By clerk, councilmen present were John Beck, Karl Case, Charles Diemond. V.F. Marshall Walter Nelson, D.F. Rodkey and C.R. Wallis also City Attorney D.W. Zent. ' REGULAR ORDER 07, BUSINESS SET ASIDE: Regular order of business set aside by unanimous consent to open bids on East Side Sewer, FAST SIDE SEWER BIDS: Seven.sealed bids on East Sade Sewer were opened by City Clerk read by Zeidlhack tabulated by Marshall. Certified checks accompanied each bid with the exception of B.H. Sheldon. Motion made by Marshall seconded by Beck to turn the bids to Engineer for extensions and totals. Motion carried so ordered. DANCING AT THE OASIS: Mr. Muir requested permission to revert to dancing at the Oasis as was the practice in past years. This will be taken up at the Police and Police Committee meeting. DANCING AT_CARROL' S CAFE,, THIRD AND LFTNIS : Mr. Carroll made a request to permit dancing in his cafe, stating rearrangement of tables and counters was under way. This also will be taken up with the Police and Police Committee at the next Meeting. - JOHN L. DOUGHERTY: (POLICING) Mr. Dougherty spoke to the council in rec--a.rd to better policing and police protection, which will also be discussed at the Police and Police committee meeting. REGULAR_ORDER_0^ BUSINESS RESUMED: Regular order of business resiuted by unanimous consent. READING OP THE MINUTES: Minutes of the previous meeting were read and approved. COMMUNICATIONS: B.H. SHELDONS ESTI1,14TE NUMBER 9_ A letter from 'John W. Cunningham was reread and holding up payment of this estimate was discussed. Motion was then made by Marshall seconded by Rodkey that the payment be made, motion carried by roll call vots of seven. RECREATION HELP THROUGH SCHOOL: A copy of -a letter was read from Mr. Booth --to Pearl liVanamaker, stating application would probably be prepare=d shortly and full information furnished to support this request. A ppropriation for this assistance was legislated this year. LIGHT BILL FOR NAVY SHORE PATROL: A letter was read from C.A. Rankin relative to the City paying the light bill for the shore patrol office adjacent the City Halli motion mare by Diemond that the city pay this bill motion died for the want of a second. It was then suggested that the clerk answer this letter and obtain if possible Mr. Rankins ideas as to an agreement. MORNING MILK CO: Regarding Morning Milks Company's use of City property,'thPir home office has not answered the City Attorneys letter. SWIMS IING POOL: A copy of a letter from the Departmentof Health to Wesley Bintz was read asking for a few clarifacations. PETITIONS: SEWER IN BLOCK 2 PETITS .ADDITION: A petition was rear signed by seven property owners desiring to donate�,to the city the private sewer line in the alley of Block two Petits Addition, to become part of the City's Sewer System; following a discussion it was decided a manhole should be installed to obtain necessary serviceing; expense of aa;me to be thrashed out before an instrument is drawn up by the City Attorney to be signed by property owners and presented to the Council to be accepted. Diemond suggested replacing this lateral at this time, this was turned back to the sewer committee to assist with information to be furnished City Attorney. Colucio Seattle, -Wash. 114,103.00 Mr. Zeidlhack recommended that the contract be Assigned to the lowest bidder which was Matt Malaspino, motion was so made by Beck seconded by Rodkey to award the contract to Matt Malaspino, motion carried by roll call vote of seven. GRAVEL MIX FOR STREET PATCHING: Mr. McAtee was present and discussed with the council patching and extending street surface, he has been employed by Sheldon to resurface places disturbed by sewer installations. Numerous locations in bad order some by water main replacements were taken into consideration for correction at this time. Budget allowance does not provide for a project of this type, however the City Attorney advises an emergency Ordinance may be drawn to cover that part .replacing surface removed on account of public service installations. Brickey is of the opinion that some of budget allowance set ur for material and labor can be used for this as he had plan- ned on a certain amount of patching. Mayor Linderman, Brickey and McAtee are to make a survey of the proposition tomorrow, Wednesday April fourth. REGULAR ORDER OF BUSINESS RE'SUME'D: Regular order of business resumed by unanimous consent. REPORTS FROM C0I,31ITTEES: SEWER COMMITTEE: Sewer Committee reports Mr. Sheldon has more work to be done: Also that the Sewer 4 is ready for report from .Engineer. f` CEMETERY: I Roy Shaw has been defered for thirty days. Mr. L. Bergevin has been contacted for the position as sexton. Motion made by Marshall that the cemetery committee o over the situation thoroughly, and be given the authority to hire with consent of fhe Mayor, motion seconded by Beck, carried so ordered. More time was requested re- garding Cemepery plat. Bulldozing high places on new portion of Cemetery was mentioned and deemed necessary. PROPERTY ADJACENT CITY HALL: Property adjacent City Hall can be purchased from money set up in the Budget for Accumulative Building and Alteration Fund, information furnished by State-Examinor. It was the desire of the council to pay cash for this purchase from the School Board. City Clerk to notify Mr. Booth to arrange %r purchase, motion so made by Rodkey seconded by Beck, carried so ordered. PARKS COA126ITTEE: Parks, committee reports condemnation proceedings are under way to obtain property for Memorial Park. LICEINSE ^OR POOL TABLES: License for pool tables,.operated at the Moline and Leland Recreation center base- ment of Cunningham Hotel. An Ordinance setting out price of pool table license and age limit for prohibited use was requested. Police committee to give this more consideration. BID ON LOTS 1and 16 BLOCK 22 N.P._PLAT: One bid from R. Lloyd Johnson was opened and read, one hundred and fifty dollars per lot was offered, motion made by Rodkey seconded by Beck that this bid be rejected and lots readvertised, callable May first, motion carried so ordered. SALE OF STRE7T DEPARTMENT TRUCK Brickey negotiated a sale with Mr. Graham at ceiling.price and extra.charge for rental pending O.P.A. information on ceiling. Motion made by Beck to accept Grahams offer., approximatel five hundred dollars. Motion seconded by Beck, carried so ordered. PARKING METER MONEY: Parking meter money has not been transfered to general funds account, outstanding bill covering parts not received. PASCO. WASHINGTON Mr. Lapels Sewer connection to the main was mentioned by McGhee. Mr. Zeidlhack looked the situation over and reported that it was bad policy to make a hole in the line for lateral connections,a set rule should be made and observed to connect only by Y's h owever in this particular case a pretty fair connection could be made under City super- vision. RILEY EXLINE VIANTS 1,1h4TE'R LINE EXTENSION: Mr. Exline wishes to have the water line -extended from the Housing Project to his place This could be installed at his expense by taking off the Housing system and mterial separately. An agreement will have to be negotiated between the City and Mr. Exline with the understanding that when the Housing Project ceases to operate the water service by the City will also cease. In conclusion it was decided that McGhee and City Attorne�i D.W. Zent get together and draw up this agreement. SEVENTEEN HT'NDRED DOLLAR ($1700.00)REFUND: Rodkey advise this refund is being taken up through Mr. Olson. BUS STOPS: Bus stops within the City Limits were arranged by changing location. APPOINTMENT: Mayor Linderman appointed Robert Cruzen as a memeber of the Civil Service to fulfill the vacancy of Karl Casey. McKIBBIN: McKibbi.n spoke of the need of a telephone in his inner office. ?tiR. HAYLETT : Mr. Haylett spoke to the council regarding building fensec that do not conform with the Ordinance also building without first obtaining a building permit. MERCHANT POLICE: (FARNSWORTH) The police committee and Chief feel that results from investigation following request by Farnsworth to be deputized, did not warrant his being deputized, a discussion followed, motion made by Casey seconded by Beck that licenses be revoked and money refunded; question debated, motion withdrawn by Casey and Beck. In view of the fact that no Ordinance is is effect at this time governing the activities of merchant Police, motion made by Alarshallmade by Marshall seconded by Beck that Farnsworths license be rejected, motion carried; this action taken under advice of City Attorney. SZiVER FLUSH TANK. ON LUCAS A discussion was entered into with Mr. Zeidlhack who stated that generally this method was used very little, however due to the light flow, it might be helpful in this case, he will send McGhee a blue print of this proposed installation. Details relative to the twelve inch sewer line on Main was thoroughly discussed and no further mention of changes was made. i PLUMBERS UNABLE TO PURCHASE CAST IRON PIPE: It was suggested to the City Attorney that he in some way present to the W.P.B., ! Spokane, the necessity of more cast iron pipe released to the Plumbers in this locality.
