REGULAR MEETING COMMITTEE ROOM APRIL 3, 1945
CALL TO ORDER:
I
Meeting called to order at 8:10 P.M. Honorable Mayor iv.J. Linderman presiding.
ROLL CALL:
By Clerk, councilmen present were John Beck, Karl 71. Casey, Chas. Diemond, V.F. Marshall,
Walter Nelson, D.7. Rodkey, and C.R. Wallis.
READING OF THE i T� 7JTES:
Minutes of the previous meeting were read and approved;
REGULAR ORDER OF BUSINESS SET ASIDE:
Regular order of business set aside by unanimous consent to hear from visitors.
SEWER CONNECTIOiv RE('UESTED BY "LAPS" :
Mr. Lape spoke to the council relative to connecting on to the sewer, his property
is located at Henry and Francis, connecting into the sewer main direct or in the
manhole at the alley bet,veen Henry and Octave, was discussed in conclusion a motion
was made by Marshall seconded by Rodkey that Mr. McGhee investigate and make rec-
ommendation to the council at Lhe next reguldr meeting, motion carried so ordered.
LINCOLN'S PROPERTY ON 'NEST�1-� j S�:
Mr..Lincoln was present to hear what action had been taken on his application for a
building permit. The Planning Commission's recommendation was read where by Mr.
Lincoln be requested to have the property surveyed to determine the location of
present building on the ?property, that he be granted a temporary and condition permit
as outlined in Section 10, Item 4, Ordinance Number 415 to operate this repair bus-
iness for not more than two years. Following a discussion motion was made by Beck
to allow Lincoln to build this addition to his shop providing he has the property
surveyed and sets building back to conform to regulation of Ordinance Number 435.
Motion seconded by Rodkey who wished to add that permit be for a two year period
and also that no accumulation of cans and rubbish be allowed. Beck accepted the
amendment, motion carried so ordered.
MANUrPACTURING AND C*_ADISTRICTS ONEAST_,SIDE:
141r. Lake thought a lap had been made in Ordinance Number 548 in crossing C-3 with
1.1-1, this was taken up later in regular order of business.

Current Bills against the City were read as follows; motion made by Marshall seconded
by Beck that all Bills properly signed and approved be allowed, motionsa--dc by
j B-e-ek, carried by roll call vote of seven. The ninth estimate for Sheldon was held
up.

A letter was read from 0. Olson stating that if the City could permit the fire depart-
ment to answer call to project Wash -45279 N the'Housing Authority would pay for services
at the regular rate on '-eing billed by the City.' Also that in case of dual calls the
one inside the City Limits would have priority Rendering this service was favored
unanimously.
REPAIRS TO SEAGRAVES TRUCK:
A letter was re_ -d from Howard Cooper Corporation regarding repairs to the Seagraves
truck. They suggested that -one of the firemen bring the truck to Portland, or that
a traveling Engineer could perform this work in the early summer when he will be work-
ing in this vicinity: Casey suggests that the work be done -when their engineer is in
this district, City Clerk to so notify.
INDORSING Sa" TM11,xING POOL:
A letter was read from W.R. Hazelrigg of the Army Service Force, stationed at the
Reconsignment Point indorsing the Swimming Pool Project.
CEMETERY SERVICE:
A let -ter was read from Mrs. T.H. Ellison of !valla Walla, Washington making inquiries
regarding the installation of vases in the base of several stones. Clerk to advise
that it would be next tb impossible to get that work done now.
PRIORITY ON GRADER:
The WPB -1319, priority for a Grader was received, approved, and forwarded to the T'debb
Tractor Equipment Company, Yakima, Washington.
S71IMMING POOL PLANS RECEIVED:
A letter was read from 7-1esley Bintz, stating the plans and specifications for the
Swimming Pool had been mailed and rea_uested that final payment for plans be forwarded
soon as possible.
PARKING METER CONTRACT:
Parking, Meter Contract, of sale, received following final payment, was read.
PETITIONS:
PETITION TO TIE IN TO CITY SEWER:
A petition was read, signed by seven property owners, desiring to tie into the City
Sewer System a line in the alley in Block two (2) Petits Addition to Pasco and become
part of the City Sewer System. The council deemed it -necessary to install a manhole to
service this line as considerable trouble has been experienced.with that line recently.
The City Attorney advised that an instrument would have to be drawn up, agreed to and
presented for acceptance. Motion made by Marshall seconded by Beck that this be drawn
up in legal manner and presented. Motion carried so'ordered.

REPORTS FROM COMMITTEES:
AINSVORTH GRAVEL PIT:
Operator of pit states he will keep gravel above water.
APPLICATION FOR REPAIR SHOP 80 CHESTNUT AND.
Regarding application for a license to operate a repair shop at 804 Chestnut and
Nest A by LavTrence Morse was turned to the planning Commission Board through a motion
Made by Marshall seconded by Diemond , carried so ordered. Clerk to so notify
Planning Commission Board.
FIRE PHONE LINE:
hire phone line not ready to be installed. Phones are not available.
SEIVER COTMIKITTEE FOR EAST SIDE SE1�1ER:
The Mayor expressed the desire to appoint a new East Side Sewer Committe on account
West Side Sewer not'aompleted. Following a discussion motion was made by Casey
seconded by Nelson that the special Sewer Committee continue on the East Side Sewer
Project. Mayor Linderman requested an amendment to read "that all business, such as
changes, recommendations correspondence etc. be carried on through the City -Clerks
office"; Casey and Nelson accepted the Amendment asa part of the motion which carried
unanimous.
EAST SIDE SEWER BLUE PRINT:WAS REVIEWED:
Rodkey suggests that lateral ET -5 be moved to center of Maitland South df "B" Street
also that twelve incA main from manhole at "A" and Maitland to manhole at Holden
and Main be changed to a fifteen inch Sewer line, be presented to the engineer.
PUTIP AT CEMETERY:
McGhee suggested to the council that they '_peep this pump.
RAT SITUATION:
Mr. Flannery of the Health Department reports to the Mayor that owing to the violation
of the Garbace Ordinance Number 470 thus giving rodents access to ample food making
it impossible to bate them, several piles of rubbish about the City was cited.
City Attorney advises notifying property owners to have such conditions cleaned up,
arresting violators was discussed; -City Attorney says the Police have the authority,
to apprehend anyone caught violating any of the Ordinances.
DEHRING'S 7PNCF:
The committee reports this fence is higher than regulation by Ordinance, but states
it was passed by the Building Inspector.
LOTS ADJACENT CITY HALL:
Lots adfacent City Hall to the Iffest, Council favors getting this prorerty purchase
under contract soon as possible.
POOL TABLE LICENSE:
Pool table license for Moline and Leland operating a recreation center in the base,
ment of the Cunningham Hotel. Police and Fire Department to make further investigation.
FLOOD LIGHTS fOR RECREATION PARK_:
Nelson to talk to Grigg about flood lights from.Hanford_Bus Station.
TRAFFIC SIGNALS:
Traffic signalf, for High School, to be taken care of by Police Department.
BIDS FOR CITY PROP^RTY:
Bids for sale of lots 15 and 16 Blbck 22 N.P. Plat, Pasco Washington were read as
follows: R.Lolyd Johnson, $150.00 per lot Total $300.00
Motion made by Marshall seconded by Rodkey that this bid be rejected, motion carried
so ordered.
SALE OF CITY PROPERTY:
Following'a discussion regarding the sale of City owned property and opinion ren-
dered by the City Attorney motion was *Wade by Rodkey seconded by Beck that an
Ordinance be dravkrn in effect that a deposit to defer cost of expense be made when
negotiating for a purchase. Motion carried so ordered.
TMORNING MILK COflZPANY:
To,date no information has been received from the Morning Milk Company; City
Attorney to write this company regarding -back rent and damages to City property,
Copy to be furnished the City Clerk. Beck to furnish City Attorney with necessary
information.

CONDEM FOR EASEMENT
It was suggested that steps be taken to condem ten feet of lots 18, 10, and 20
'Block;K Riverside Addition for an easement-

STATE PARK FLOODED:
Information has been received that when the Umatilla. Dam is constructed the State
j Park (Sacajawea) will be flooded and it.might be possible to obtain some 6f that ,{
erluipment for the Memorial Park. A meeting will be held at the Hotel Pasco by a
Government Engineer to answer questions; Beck, Nelson, and Diemond to attend.
CEMETERY RECORDS:
Cemetery records to be kept by City Treasurer when present Sexton is inducted in the
Armed Forces.

APLENDING ORDINANCE NUMBER�9O:
Setting out a price of $22.50 for graves used for State cases, decision not made.
BUS MANAGER:
Bus manager wishes to make extra stops other than those set out wl-len routes were
decided upon.

BUCHANAW S BASEMENT:
Buchanans basement a fire hazard, City Clerk to notify operator to move cartons from
around the furnace, empty cartons not to be used for ashes and all trash taken out.
This condition must be corrected in five days from date of letter.
R7FUND 14.700.00:
Rodkey advises that $1,700.00 is due the City by refund from the Federal Housing
Authority account extension of sewer line.
HALVERSON'S VOUCHER FOR $170.00:
Halverson's voucher for $170.00 for installation of extra manhole was ordered paid

BLUE PRINTS•
McGhee advises J.W. Cunningham is preparing blue prints for sewer crossing under
railroad tracks.
GRAVEL PIT:
Police report that gravel pit in Sylvester addition is about ready to cease operation.
SEWER INSPECTOR:
E.M. Brown was mentioned as desiring to obtain the job of Sewer Inspector for the
East Side project.
READING OF ORDINANCES AND RESOLUTIONS: r
RESOLUTION_ NUMBER 2�7:
71HEREAS, The City of Pasco through it's Mayor and Council deems it necessary to
acquire the following described property for park purposes, and that said pa -k is
a public necessity; that said property is owned by Franklin County, State of Wash-
ington, a municipal corporation and the price for said property can not be agreed
upon:
Motion made by Marshall seconded by Beck that Resolution Number 237 be adopted,
motion carried by roll call vote of seven.

p RESOLUTION NUMBER 248:
WHEREAS, the City of Pasco, Franklin County, State of Washington, a municipal
corporation, is desirous of and is building and constructing a public park and
swimming pool in the City of Pasco; and whereas it is necessary to acquire title
to lots 19, 20, 21, 22, and 23, in Block 16, Helm's second Addition to Pasco for
use in the construction, maintainence and operation of said park and swimming pool,
and whereas a reasonable price for said properties can not be agreed upon between
the owners of said properties and the,City:
Motion made by Marshall seconded by Rodkey to adopt Resolution Number. 238, motion
carried by roll call vote of seven.
ORDINANCE NUMBER 548:
An Ordinance amending Section 12, Paragraph 3 of Ordinance number 435 pertaining to
regulation and restrictions of the location and use of Buildings and Land within the
City of, Pasco. Motion made by Rodkey seconded by Marshall that Ordinance �
Number 548 be given the third -reading, motion carried.Motion made,by Marshall seconded
r by Beck that Ordinance Number 548 has been given the third reading'as amended, motion
carried. Motion made by Marshall seconded by Beck that Ordinance Number 548 be adopted
Motion carried by roll call vote of seven. ;
ADJOURNMENT:

meeting, Tuesday April 17, 1945 at 8:00 O'clock P.1A. Motion carried.
