Linderman pre- siding. ROLL CALL: By clerk, councilmen present were John Beck, Karl ''. Casey, Chas. Diemond, V.F. Marshall, r'alter Nelson, D.F. Rodkey and C.R. Wallie. City Attorney D.157. Lent was absent. RFGUTAR ORDER OF BUSINESS SET ASIDE: Regular order of business set wide by unanimous. consent. DONATION TO :31VI12AING ?00L PROJECT: The Pasco Retail Credit Association, Incorporated presented to the Council for the Swimming Pool Project a check in the amount of `205.44 to be used for grass and shrubs, through President S.J. Posey and Treasurer Earl James. Motion made by Marshall seconded by Beck to accept the donation. Motion carried. If the s,tiim- ming pool is not built, they request that this amount be returned to the astiociation. 14LERCHAUT POLICE LICENSE: An application to operate a merchants police protective agency by D.C. Farnsworth 1r;as read. Mr. Farnsworth stated a forty five minute detail service was anticipated. Motion made by Beck seconded by Diemond to grant license, motion carried. CEMETERY PUMP: I An inquiry was made in regard to purchasing pump now located at the cemetery. No decision was made pending report from D.`v7. ITcGhee. REGULAR ORDER OF BUSINESS RLSUI:IID : .I Regular order of business resumed by unanimous consent. FAST SIDE SE'"'ER : The east side serer priority wasreviesed and a telegram re_d from John V. Cunningham stating they could get plane ready in about three days after notification. City Clerk to call Cunninghams office upon receipt of man pourer release. Motion so made by Marshall seconded by Beck, carried so ordered. Ordinance to be presented establishing a manufacturing district M-1 east of Northern Pacific tracks, to enable plants to be.estoblished in that area, which will be made desirable with sewage service. Motion made by Rodkey seconded by Diemond to write Thalman st ting the city plan, to condemn five feet of adjoining property for alley purposes. Iuiotion carried, Beck voting "no", Rodkey ,ithdrew his motion following a discus ion. City Clerk so advised.. IF11,AIR SHOW (A L. IINCOLN) : Mr. A.L. Lincoln, 15213 `"est A, with Mr. Li •vi.ngston were present. Relative to a building permit requested from Mr. Haylett but denied account of location being in R-2. Planning commission does not favor such development in Residential District R-2. In conclusion Mr. Lincoln was requested to have a survey made. Beck and Diemond to contact Planning Commission. MRS. DEHRING: Mrs. VVishard and Wm. Dehring tobe contacted by the Public Building Committee relative to height of fences. FLOOD LIGHTS FOR RECPFATION PARK: Mr. Capazo wiehee to install flood lights. in Sylvester Park so games can be played out of doors. Estimated cost was three hundred dollars- '300.00 which was thought to be quite high and there being no appropriations for this installation. Mayor Linderman thought the christmas tree lights owned by the city could be used to astiist in earring on evening programs. Mr. Livingeton of the Federal `:forks is here in regard to Federal Aeoietance for the Recreation program; he is of the opinion that a portion of the $250,000.00 appropriated by Legislature this year can be obtained through the school for the recreation. THE CITY TRFAjUFER Roy Collins made inquiry re-arding Resolution 2.34 authorizing a transfer to the Recreation Fund from the General Fund. The transfer was never made. 1059 PA SC O WA ti F..INGTON The reason being that tax and Lanham Act money was received. Motion made by Marshall seconded by Diemond to beep resolution on file for further use, motion carried so ordered. In the discussion that followed proved that the emergency for which Resolution was made had been met. Marshall and Diemond withdrew the motion and second. Motion was then made by Marshall seconded by Beck that Resolution Number 234 be stricken from the records, motion carried so ordered. Mr. Capazo to work with Park Committee on developments, purchases, changes, etc. BALANCE ON PARKING METER CONTRACT: A letter was read from Joseph O'Brien relative to Parking Meter Housings. The City now has a balance on the contract in the amount of w"2,188.11. motion made by Marshall seconded by Beck that the balance be paid, motion carried by roll call vote of seven. A Resolution will be dravn requesting the transfer of the balance in Parking Meter fund to the General Fund. FILTRATION PLANT : - A letter was read from the Federal Works Agency, stating that Mr. L.L. Durkee had been assigned jurisdiction over community facilities, in Taehington, Oregon, Montana, Idaho, and Alaska, known as Division eight. A letter was read from the Department of Health with reference to the Filtration, and registering much dissatisfaction, in connection with the delay of information to be furnished by the City to the Federal Works Agency, this was being handled by Karl J. Grimm, at the time he -gas City Attorney. The data was compiled for him, but there seemingly was no effort put fourth to forward this and other information. At this time the Filtration file is in the ClerY-of,"ice. Motion made by Rodkey seconder by Diemond that a long distance call be made to the F.W.A. to ascertain if report has actually been received. FAST SIDE SF17ER: Changing the size of that portion of the ee,l�er on Main between Lewis and Fast A fxom &LtweTvelriinchotoianfifteen inch was discussed. Motion made by Rodkey seconded by Diemond that our engineer becalled on the phone and furnished necessary information needed to prepare call for bide, motion curried then Rodkey states he furnished John W. Cunningha.rb with all information regrrding the change in size of sewer line and displayed a blue print he had received from John ". Cunninghame office. In conclusion the City Clerk is instructed to notify John W. Cunningham's office immediately on receipt of man power release. This will .furnish information requested in wire to McGhee. BIDS ON DODGE TRUCK: Bids called for on sale by Street Department of a 1936 Dodge dump truck, two bids were received and read as follows: O.H. Butterfield --p175.00 for truck with out dump bed or hoist. M.M. Heisler --"'168.00 for truck with out dump bed or hoist. Motion made by Marshall seconded by Beck to reject all bids, motion carried. The prices bid were considered to low. RFADING OF ORDINANCES: ORDINANCE NUTABER 548: AN ORDINANCE Ald-ENDING TC`I.'I '1N 12, PARAGRAPH 3 OR ORLDINANCE ITU1,1BER 435-2ERTAINING TO REGULATION AND RESTRICTIONS OF THE LOCATION AND USE OF BUILDINGS AND LAUD 71ITHIN THE CITY OF PASCO. Lotion made by Marshall seconded by Beck that Ord- inance Number 54.8 has been given the first reading, motion curried. The Northern boundary as -�.iritten reads South of the North line of ,Section 29, Ta�P-9, Range 30 E.W.M. which is the Northern boundary of the City limits in the discussion that; followed it eras decided to change the Northern boundary of this additional manufacturing district to reed Duluth Street instead of the Jection line. Motion made by lAarshall seconded by Beck that Ordinance Number 548 be given the second reading as amended, motion carried. Motion made by Marshall seconded by Diemond that Ordinance Number 548 has been given the second reading as amended, motion carried. City Clerk to check this district on the zoning map. FENCE REGULATION (17I SHARD & DEHRING) : Mrs. "ishard at 511 Shoshone reciue,t permission to erect an arbor and high, -- lattice .fence at the alley line for their property. It was reported that =r'illiam. Dehring is at the present time building a fence at 507 Wvest Shoshone higher than regulations required by Ordinance. This was turned to the Public Building and Fences Committee to make contact for correction;:. GRAVEh PIT: { Gravel Pit at Ainsworth and northern Pacific track;, Beck working on the Health f Committee had no report to make and refused to work on that Committee or do any thing about it. The Mayor and Marshall voluntered to look the situation over and asked the other members to look it over also to help decide on what steps to take in making or :suggesting a correction. Other gravel pits were mentioned one situated between eighth and ninth and Washington and Ainsworth. CEbETERY: Nelson reports Harold Blanton to do the replating soon as he is able as he has been ill. LOTS ADJACENT CITY HALL: Lots adjacent city hall to the 'gest , the Mayor reports Mr. Booth to prepare contract for purchase soon as Dr. Greenwell returns. BU'S STO?S I1t CITY: Bus stops in city to be checked by Street Committee. LOTS AROUND S` I1,.,Uv1ING POOL: Lots around swimming pool not now owned by city, Linderman asks more time to negotiate. REPAIR SHOP ON 803 CHESTNUT: Mr. I'dojee's application for licensewas ordered held up for further investigation. LELAND A .n-- MOLINE : Leland and Moline license application for recreation center in basement of Cunningham Hotel, and license fee for pool tables held up for more information. PARK CO121JITTEE: Regarding Park Boards reque2t to remove Fred. Schuneman, following a discussion the Park Board's letter was reread, the Park Committee was excuseed for a few minutes for consultation, on their return motion w8s made by Casey seconded by Nelson to accept the Park Board's recommendation. Moti-on was then made by Casey to accept the Committees report, motion seconded by Marshall, carried so ordered. Schuneman to work to the .first of April. BROW"lITING' S TRAILER: Relative to application for license renewal, Health Department report on this camp does not warrent a license. Beck of the opinion that the Health Department should close up the camp, not the city by rejecting the license. TELEPHONE LINE FOR FIRE DEPARTMENT: Casey reports a man will be here next week to take up this matter. REPORTS FROM OFFICERS: THE BUILDING INSPECTORS report for January.1945 was read. CITY TREAtiUF.ERS February 1945 report was read. TUTER MANAGERS report to the middle of February 1945 was read. COLVIN) Relative to request made by Colvin to purchase six lots eleven to sixteen inclusive Block twenty two, N.P. Plat. Property chairman recommends selling two lots at the corner for $1,750.00, a discussion followed; motion was then made by Beck seconded by Marshall to put up two lots fifteen and sixteen Block twenty two N.P. Plat, for sale, bids to be received until eight o'clock April 3rd, 1945. Use of property must be designated, motion carried so ordered. City Clerk to mail a copy of report to Sheldon, motion so made by Beck seconded by Rodkey, carried so ordered. HALVFRSON: Halverson to be notified relative to condition of street at "C" and fifth, black top torn up and not replaced. Civil Service Board not complete; appointment to made in the near future. TR_aF-"IC SIGNAT E,UI'DTETT: A letter was read from Charles R. Watts and Company to the Police Department relating information on traffic signal equipment. It is consensus of the council that a traffic control device is badly needed in the location of the high school.
